Do you believe everything you read? CCH Accreditation & Whatever Happened to Nurse Darlene Walsh?

CFN – In this world many things are printed or said as statements of fact.   Not all are true.  Not all that are not true are false.  It can get  confusing which is why one of the roles of we media is help ask certain questions and investigate certain statements.

Of course being human we are prone to failure occasionally as well…

Recently the Cornwall Community Hospital put out the following release:

Hospital Receives Banner Accreditation Results


The Accreditation Decision Committee has awarded Cornwall Community Hospital with Exemplary Standing under the Qmentum accreditation program. The Exemplary Standing is the highest ranking possible and is awarded to a select few hospitals in the nation.   In a letter of acknowledgment, Ms. Suzanne Larocque, Chair of the committee, wrote, “this is a milestone to be celebrated, and we congratulate you and your team for your commitment to providing safe, high quality health services.”


Accreditation Canada conducted their on-site survey of CCH from September 16 to 19, 2012. Following this review, a final decision by Accreditation Canada was decided within ten business days.


Accreditation is a comprehensive review of hospital practices to ensure quality health care. Accreditation Canada is a not-for-profit organization designed to assess health care institutions to help improve the services they provide to their patients and clients based on standards of excellence. At the final debriefing meeting, Micheline Ulrich, Team Lead of the Accreditation Review Surveyors, was impressed that the employees at CCH put the patient first and she recognized the high energy of the staff while going through the transitional phases of construction. Overall CCH met 1,372 of the 1,402 applicable standards – or 98% of the necessary requirements!


As an award for recognition of success, the hospital was given a commemorative plaque and an official banner. The eye-catching, 10 foot tall banner will be on full display outside both the Second Street and the McConnell Street Site for all to see.  

Now on the surface this is an amazing accomplishment worthy of much praise.    Of course this is a press release constructed by the hospital and regurgitated like baby pabulum by media outlets that essentially depend on some advertising dollars from the hospital which has a fairly large budget for placing notices and advertisements of all sorts.

Sometimes it’s the easiest path; simply publishing a press release.  It certain is no crime.  But sometimes there’s a bigger picture.

If you’ve listened to this interview you can see that she’s commenting on the accreditation process.     After this interview was released I was requested to show up at the hospital by the nurse as she was being called onto the carpet for her statement.

LINK   That incident resulted in my being escorted by police after VP Alan Grieg essentially abused the legal process and caused a major disturbance and embarrassment for the Hospital; one which Janet Despatie & Helene Periard are playing Ostrich on.

Sadly we could not reach the nurse as she’s gone incommunicado.   We have not had a statement from her since the day of the incident at CCH.   Sources at the hospital say that she’s hasn’t been seen in quite awhile and we are hoping that she has not been fired or suspended as what she said in the interview certainly should not warrant such barbarity?   Essentially her voice has been silenced and if you look at the picture and release above at what seems to be a most fortuitous time for CCH management.

But that bring us back to truths and statements and whether you can take them as 100% accurate.  Sometimes people can be tricky and you have to read between the lines, but of course one shouldn’t need a Masters degree in English to clearly understand a press release.

We live in a world filled with gag orders.  Whistle blowers sometimes suffer more than the crimes they are whistle blowing on.    And sometimes thousands of dollars are spent in legal fees and keeping the truth from the public.  Is that how tax payers dollars should be spent?  For example in the city of Cornwall Ontario the person in charge of whistle blowing was none other than…

..disgraced CAO on executive leave (whatever that is?) and under investigation, Paul Fitzpatrick.   How on earth is someone supposed to whistle blow at City Hall when the person in charge needed to have the big whistle blown on himself? (as opposed to the cover up in play supported by the mayor and certain key councilors?)

Nobody really reads happy press releases.   They’re usually filler.    But sometimes it’s important to read a statement and ask as in this case which is true?  What is said in the release?  What the nurse said in her video comment?  Or is there truth in both?

We’ll leave that up to you to mull over and chew on.

In the meanwhile we hope that the nurse is ok, and that one day we get to know what happened to her.

  1. It is of upmost importance that the whole gang at City Hall (the ole boyz club) be erased and start from the beginning. No more of giving jobs to certain people and they make a huge boondoggle of a mess that costs taxpayers big money and puts the town in debt. All the nonsense has to stop. Fitzy does a real mess and goes off pretending to be sick and enjoys life in the sun down south. None of this should be going on. When you take on a job like that you have to face the heat and if you can’t face the responsibilities of the job then you do not take it. You can’t make huge six figure salaries and with all the perks and others are going hungry.

    The nursing jobs are the hardest jobs that one could undertake and “Old Fitzy” wouldn’t last one minute on such a job. I commend everyone who is in such a job and it is the hardest of all jobs – that and being a doctor of medicine. These jobs are a calling and there isn’t enough money that could reward them for what they do.

    As for language that has to be taken since kindergarden and it isn’t easy at all. One can lose their French or their English if they don’t keep it up. That goes for any language as well.

    Fitzy your time is almost up but you should have left a long time ago. You are not fit for the job at all.

  2. What a fuXXXXX load of bullshit from the hospital? It is downright embarrassing that people in the city who volunteer are such a bunch of liars. How can the number one discriminatory employer in the city, except maybe the city, celebrate being accredited by some bullshit organization. It means nothing. I see you in that picture Mrs. Periard. You were a great teacher to many kids. You used to seem like a nice person, but your do-nothing pro-french antics have you losing respect in this great city . Perkins and his troll daughter are worse with their French Riviera dreams for the waterfront. Allan Wilson needs to get some balls and stand up for the english. Come on Allan, do something.

  3. as everyone at CFN must surely agree, the CCH is a great community hospital!! And if your news competitors prefer pablum and paybacks to something readers can chew on, so be it.

    as far as the nurse’s interview goes, she was NOT acting as a whistle blower. Patients may have been in hallways but their health and safety were not compromised. No patient suffered abuse, and every hospital has this issue.

    accreditation Canada is certainly aware of the numerous challenges hospitals face and the dramas that go on among staff. What the nurse said was NOTHING that could hurt the hospital as far as accreditation goes. That’s the whole point.

  4. Nursing has to be one of the most stressful jobs there is. The person has to be caring, loving, undertsanding and compassionate…..all the time. They are not allowed off days and when they have those off days, it can’t be noticeable to the patients. Even on the best of days, for many of us, that happy and strong demeanor is difficult to maintain.

    Jamie……..I would be shocked to death if they let Darlene go. I do believe she may be on leave and needs alone time to digest what transpired, which I feel would be a wise decision on her part. Perhaps she was told to lay low for awhile.

    I do not want to sound condescending here nor is it a personal attack on Darlene, however, if an employee of any institution or company would go to the press and publicly degrade their employer, I can bet they would be looking for another job. This behavior is not professional nor acceptable in any employer’s code of ethics.

    There are certain channels and steps one can take, but going public is not one of them.

    Jamie be honest here, supposing one of your employees went to SF, cogeco cable or CTV and declared that CFN was whatever whatever and had nothing good to say about you or your business? How would you react? Thinking there would be some serious discussions. I know the answer……but it doesn’t make it right.

    Kudos to CCH!!! Despite the controversies and the put downs from the LFA group…..you have surpassed and won with flying colors BRAVO!!!!!

  5. Have to admit, all i know about this story and this area is what i have read on this site, having been drawn here over the actions of the Mayor RE: the French issue. That being said, it sure seems VERY odd that NO ONE, not even local residents or friends in the area, can at the very minimum say, “Darleen is OK and at home resting” OR “Darleen is on leave,” or whatever. NOTHING at all ?? Seriously ?

  6. As I have said, previously, it’s not the fault of those pretty young HR ladies shown above, they are just doing their job.
    I believe, the commitee members of the hospital, I bet, are french, never the lest, they should be relieved from their position with the hospital for allowing such disgraceful attitude towards thier workers and towards thier own language.
    The hospital is there, for the sick people, not for the sick language.
    In a few years from now,we won’t have worry about wether you speak english or french or any other language, more than likely you will not have speak at all, electronics will take care of that.

Seems everytime someone with power or a respected proffession or some organisation in this city takes any heat what so ever,there promoted or accredited or what ever makes them look good.Many should be fired instead of promoted.So many cases of abuse of powers in this city and nobody gets fired.To the people who run the ccH please stop trying to fool the people of this city many of us no what happens at our hospital.

    First, the accreditation team does NOT have included on their fancy checklist…
    “CCH do you bully staff?”
    “Do you discriminate?”
    “Do you hire based on language instead of merit?”
    “Do you serve people in hallways and cover things up just months before our visit?”
    “Do you support your community by hiring local (includes contractors, nurses etc)?”
    …I could go on and on but I have better things to do.

    Ask yourself this….why are nurses standing up and continuing on with these issues? Why are some risking their jobs to do so? Why are so many taking the blood, sweat and tears to work toward a fairer and better hospital? It is not merely a disgruntled staff person. It is now over a dozen professionals with guts and that care. They are the ones that are taking the time and effort to make a difference!

    CCH go ahead and write your own story. The Freeholder will print anything with all of the advertising bucks you spend there. Sure you have a banner to display….go ahead and blow your own horn. The nurses that are protesting and speaking out are the ones that care about the public and have the real story.

    Most people that work there will not deny any of this……

  10. ….and one more thing. I too would really like to know what has happened to Darlene Walsh. After her dealings with CCH management there has been no word from her. Probably very safe to assume she has been bullied and a gag order applied. No doubt they will drag this out and make her stay in hiding until the world forgets about Darlene and her story. Well we won’t!!!!! We also won’t forget about the bullying behaviour of Mr. Grieg. Give CCH a few more days….they willl do something again to get their new banner all muddy!!!!!!

  14. When I was working with the federal government I worked with two registered nurses who quit that job that is how hard and stressful it was.

    Just a few hours ago my husband was talking to me about a case here in Ottawa that happened in an apartment building in the west end where one man entered the unit of another tenant and went on a stabbing rampage and she (the victim) managed to take the knife away from him and stabbed him back in return. The woman went to tenants doors banging on the doors to call the police and both were sent to the hospital in serious condition. Another thing is that the woman was totally naked going to people’s doors.

    Can you imagine all of this happening and what the nurses, and doctors, etc at the hospitals have to go through. There isn’t enough money nor enough thank you’s to offer these good and talented and devoted people.

    Darlene is considered a “whistle blower” according to the hospital even though she didn’t say anything wrong since I listened to the tape. She was very professional about it. The two old ladies with the sour faces that I saw couldn’t endure one hour going through what these men and women go through every single day. Here in Ottawa there are patients in the hallways and so much overcrowding that it is unreal. The conditions here are much worse because of the amount of people who live here. There are not even enough roads to accommodate the cars and every year the construction workers are out widening roads and making new ones. It is a stressful place to live at times.

    Darlene if you are reading this you hang in there with Chris and others who are out there fighting for your rights. No job is easy but you both have one of the worst jobs to deal with.
    Get a rest and you will need it in order to go back to work healthy and in good spirits.

  15. How is it possible for Quebec to pass French language protective laws like Bill 22, Bill 178 and the racists Bill 101 ? They have been dilligent and successful in resurrecting their dying ,13 ranked language of the world while we are doing nothing to protect English the number one language in the world here in English speaking Canada.
    Over the past 40 years I have witnessed competent English speaking people in all professions who have been rejected from employment because English is not enough. The small majority are sucessful because the majority can’t visualize the real motive behind these demanding and controlling people.

  16. ¨People are equal, but languages are not.¨ What the heck does that mean ? That doesn’t make any sense, does that mean it’s ok to discriminate on the basis of language ? Does that mean that because the english language has a 76 % majority, they get to dictate what happens to all the other minorities.

    Allot of people chose not to speak up on how ridiculous this is. Jean Lecompte did, and what he got at the meeting when he was handing out papers, two hens yelling at him and most not even reading his proof they just tore it up.

Maybe that is why stephen harper has been so successful. If you see on adds that stephane dion is a moron, you start to believe it, even if he s a nice, smart, devoted canadian. So my point, maybe if you read in newspapers that the french get everything they want, some might start to believe it. Maybe if you read ¨how to exterminate francophones in eastern ontario¨, someone will give it a try.   17. I’ve work at the hospital years ago and the accreditated is just a big joke.the hospital are informed that they’re going to be accreditate weeks before. That’s where they clean up the hospital. Hide all the bad thinks . Put their white gloves on. Make sure that the staff are advice so they can put up a big show. And when they’re gone everything back to normal.

    Touchez that’s why it’s critical for management and the board of the hospital to run a clean ship; because the actions of Alan Grieg discredit the good work done by all. The fact that Ms Despatie & Periard, in spite of their own CC camera and 7 witnesses have turtled on this forcing us to possibly go to legal is an embarrassment. How many nurses and staff have been abused by this management. No entity is all good or all bad. But you have to hold people accountable when they cross the line.

Cornwall Community Hospital is our only hospital…….it needs care too..If I`d have my druthers i`d ruther they left both hospitals to employ twice as many but that is past… private industry is still an option for anyone who disputes a place of work

    For those who never worked a day in their life or who haven’t a clue about accreditation…..this may help you understand. No matter where one works, before accreditation takes place or upper management visit, staff and local management clean up and make sure everything is on the up and up…..comprenez-vous? This is not only done at the CCH…it is done all over. Ex: Tim Horton’s or any franchise for that matter…….it’s done all the time before the owner’s visit. Ca-vas?

    You guys claim english is the universal language……..oh ok. When living in NYC for six months at a time on several occasions…..I wouldn’t bet on that one. When one is out shopping and not a soul is speaking english…it kind of gives one a weird feeling of not belonging…….this could happen in Canada also.

    What you said about NYC is already happening in Canada. I live in Ottawa and a vast amount of people are foreigners and I hear many different languages spoken. NYC has always been a “melting pot” but now it is even more so than ever. English is the “universal business language” and no matter what country it may be English is the principal language of business. Other languages are used as well – yes I won’t deny that but English is the main one. If you see the air traffic controllers and the pilots the language used is English no matter what their own ethnic language may be.

    I have been told that eventually we may all have to learn Mandarin Chinese and Cantonese because of the Chinese who hold a great deal of our businesses today. If you think that French is difficult you haven’t seen anything yet.

Stellabystarlight…?? finally 2 positives this past week for our hospital… let Cornwall and area enjoy those accomplishments and thank you to everyone who make our healthcare a going concern for ALL patients… it by no way means the work is done but it means more can be achieved with positives like accreditation….someone ,somewhere must actually like Cornwall .:-)

Cornwall hospital knew of weeks that they where going to be inspected ,I worked at a food plant we where informed that a health inspector would be comming an we even new the day he would come, Of course very thing was washed an disinfected an just shiny clean, You wonder why we have so many recalls on meat products contaminated meat of all kinds, They know when the inspector is comming an do a big clean up,after he is gone its the same dirty floors an walls what ever,Someone knows someone in the government that works for the Health inspection agency an that someone informs the food plant or the hospital ,But in this case Darlene made statement of the huge clean up before the inspection, Sure we all knew the inspector was comming would anyone say to the inspector you should have seen this place a couple weeks ago, Of course not we do not want the food plant shut down, I hope Darleen you do not lose your job, but in the real world sometimes you hve to close your eyes to the truth!

  31. I have friends who work in Ottawa ICU trust me like Dr.Pine of Cornwall,CCH DOES NOT have a good reputation .
    Looked at as a backwoods hospital .
    Many now will go out of their way to go to Winchester hospital,much friendlier,and attract good Doctors.

    You can have the best equipment but doesn’t mean you have the best management.
    Ask why Cornwall doesn’t attract good Doctors or Can’t keep them?

    Yes, Stella I am well aware of that, even though I never had any voice in that decision, nor did any other Canadian!

    The point is about unfair hiring practices at CCH & other FLSA
    sanctioned institutions. French Language should not trump education & experience!

    This a dangerous practice & it puts patients at risk. CCH is an English functioning hospital & English is not even tested professionally. DOUBLE STANDARD

    The accreditation team should have spoken to protesters outside of CCH or acknowledged written complaints from members of the tax paying community!

    Stella you can spin it in a million different ways, but the truth is English & basic speaking French professionals are being discriminated against. This should not be happening in Canada, this will be known as the darkest days of Canadian history.

    I for one will continue this battle for the future of my kids & grandkids. Segregation is happening in our community & I won’t go the back of the bus Stella!!!!!!!!!!!!!!

    I do what I do for the better of my hospital, my community & my country, as do ALL the members of Language Fairness for ALL.

  35. Debra, this isn’t putting patients at risk. All the employees are fully qualified. Just because I am fluently bilingual does not mean I don’t deserve fluently french frontline staff and nurse at my hospital.

For what will those in power do when you can no longer work and support yourselves – even when minimum wage jobs cannot be had due to the kids of French people taking even those remaining jobs? I don’t want to see a ‘Final Solution’ for those large amounts of English people who can’t secure work. And imagine when the minority then has to support the majority of Canadians?

    What then? We’ll be a burden to them. They already have the support of state apparatus. Look at Quebec with it’s state sponsored terrorist activities upon it’s own non-Francophone minority. The same will happen in Ontario; just watch. Nope. Franco groups aside, the problem is English apathy to the whole issue.

  38. It is my understanding that MADAME Periard got her job as an appointment through her husbands networking with the city. Influence peddling matters, but what about CEO cerdentials,,,,what ‘ticket did she have over what a head hunted would have required for such a position………similar to a phony accreditation? Time to take her golden parachute handshake I think because the fan has spread far and wide since her ‘appointment” wink, wink.

    There was an old saying and maybe its still around..something like ‘People who can’t find a real job become teachers. No offense intended. We love our ‘teachers’ and are thankful for them. I understand she was really appreciated for her career.

    However, that causes one to wonder where the qualifications came from for running a hospital, especially one on fire as this one was under her tutalage.

    Was personnel hiring of retired Mr. Alan G. now under contract to
    CCH personnel to be their hatchet man for the sole purposes of installing an overloaded crew of French-A hires with standard English or less brought in under her tutalage ass well.

    Was the purpose of telling the community that Cornwall General Hospital at 2nd and Marlborough was to be the cities designated only hospital a few years back due to its stronger English nature a way of screwing those staff because the longer plan was to switch to a more french oriental hospital in the first place?

    Perhaps not, but we all know what happened to the majority of those valid and valuable staff members………dumped in favor of keeping the old Hotel Dieu staff, especially those who were well networked in the french and social sphere.

    Raw resentment all around for far too many years have stressed this city far too long. Add to all that B.S. these three henchmen at the CCH have perpitrated even more undue and untoward stress on the staff and the citizens of this city………….over compesating towards a french only hiring policy.

    Has anyone noticed that all departments have been pretty much transferred to the new CCH site EXCEPT the Psyciatry Unit…….for what may I ask, why or better yet where are they to fit into the grand scheming of things in the near future. Is this not considered an illness by the administration of CCH that they are the forgotten few?

    MY GOD, WHEN IS THIS STUPIDITY ON THE PART OF THE ADMINISTRATION GOING TO STOP?

    This administration needs to be fired forethwith as they have caused a sham, a mockery on this fair and good city such as no other we’ve had occasion to be saddled with.

It seems to me if you were looking out for our hospital, you would be on the radio station telling people why they should be donating. IS PICKETING IN FRONT OF OUR HOSPITAL A SIGN OF SUPPORT?   42. I really do not know where some of you folks get your info.. last I read and heard on TV that Canada has two official languages and is considered a bilingual country.. I do not know what some of you are smoking but after being in Ottawa a few days this week is is very apparent that it is indeed a bilingual city as well as many others…
    What happens is Qc will not happen forever.. Wait and see even the poppy that Mme Marois disfigured got straightened out.. as will the rest of her silly laws..
    I still say Howard is trying to do here what he tried to do in QC and was almost ushered out of town…

    Ottawa is yet to be bilingual its only 17% there ,what you seeing is the invasion daily of the 49,000 Quebec workers into ottawa.

  48. Good work by the Cornwall Free News in exposing the fakery and fraud that is perpetrated by our hospitals; trying to impress their masters and cover their arses instead of serving the public better.

    The same scam goes on in the school system, when students are taken out of class and coached on how to write and pass the EQAO and OSSLT tests by being given almost identical (and even the real) questions and answers ahead of testing.

    **The EQAO (Education Quality and Accountability Office) and the Ontario Secondary School Literacy Test (OSSLT) tests.

    And as for donations to the CCH…

    How much of your donation goes to rascals at Pomerleau and the Christian Labour Association of Canada — a fine pair of operators that have skirted hiring the unionized workers of our community?

    And of course, the hospital isn’t afraid of taking money from the likes of former Cornwall businessperson William Wise, an admitted fraud and Ponzi operator that “donated” over $25,000 scammed dollars to the hospital (not so hard when it’s not yours).

    And, just about the same amount from another mysterious Cornwall businessperson that court documents identify as the recipient of $1,000,000 from Wise (again, not so hard is it?)
