Cornwall – ON A 48-year-old St-Andrews man was arrested on February 24th, 2015 and charged with assault. It is alleged that during an argument with his 46-year-old girlfriend on February 23rd, 2015 the man grabbed her by the neck and police were contacted to investigate

On February 24th, 2015 the man attended police headquarters to deal with the matter. He was taken into custody, charged accordingly and held for a bail hearing. His name was not released as it might identify the victim in the matter.

 

BREACH

 

Cornwall, ON –Francois Louis, 29 of Montreal was arrested on February 24th, 2015 and charged with breaching his recognizance for failing to report to Cornwall Community Police Service. It is alleged that the man failed to report on three occasions and an investigation ensued. On February 24th, 2015 the man was located at the Cornwall Courthouse, taken into custody, charged accordingly and held for a bail hearing.

 

Cornwall, ON – A 20-year-old Cornwall woman was arrested on February 24th, 2015 and charged with breaching her probation order for failing to notify a change of address and for failing to keep the peace. It is alleged that on February 24th, 2015 police attended Thirteenth Street West address in relation to a disturbance. Once on scene the woman was found to be in breach of her probation order. She was taken into custody, charged accordingly and held for a bail hearing. Her name was not released as the conditions of her probation order stem from a domestic incident and might identify the victim.

 

DRUG WARRANT

 

Cornwall, ON – Sandra Hutt, 37 and Christopher Raymond, 38 both of Cornwall were arrested on February 24th, 2015 and charged with possession of marijuana, unauthorised possession of a firearm and careless storage of a firearm. It is alleged that on February 24th, 2015 members of the Cornwall Street Crime Unit assisted by the Cornwall Emergency Response Team executed a drug warrant at a Dundas Street address and located a quantity of marijuana and a firearm . Both were taken into custody, charged accordingly and held for a bail hearing.

 

 

THEFT UNDER, BREACH

 

Cornwall, ON – Brandon Tessier,28 of Cornwall was arrested on February 24th, 2015 and charged with theft under $5000 and breach of probation for failing to keep the peace. It is alleged that on February 22nd, 2015 the man entered a Pitt Street store and removed Wii video games making no attempt to pay for the items as he left the store. Police were contacted and an investigation ensued. On February 24th, 2015 the man was spotted near the Cornwall Courthouse, taken into custody, charged accordingly and later released to appear in court on April 2nd, 2015.

 

ASSAULT, THREATS, BREACH

 

Cornwall, ON – A 14-year-old Cornwall youth was arrested on February 25th, 2015 and charged with assault, threats and breach of probation and undertaking for failing to abide by house rules and failing to keep the peace. It is alleged that on February 25th, 2015 the youth attempted to punch a 35-year-old man and threatened to kill him. Police were contacted and an investigation ensued. During their investigation the youth was taken into custody, charged accordingly and held for a bail hearing. His Name was not released as per provisions of the Youth Criminal Justice Act.

OPP

IMPAIRED DRIVER

(South Glengarry) – On February 26, 2015 at approximately 2:46am, Stormont, Dundas & Glengarry (SD&G) Ontario Provincial Police (OPP) officers intercepted a snowmobile on Sand Road, South Glengarry Township. The stop revealed that the adult male driver was under the influence of alcohol.

Andy SHAVER (44) of South Glengarry Township was arrested and is charged with;

– Driving a Motor Vehicle while Ability Impaired
– Driving with More than 80 Milligrams of Alcohol in Blood
– Fail to Comply with Probation Order (2 counts)

He was released and is scheduled to appear at the Ontario Court of Justice in Alexandria on April 8, 2015.

CHARGES LAID IN ARMED ROBBERY (update)

(North Dundas) – As a result of an ongoing armed robbery investigation, Stormont, Dundas & Glengarry (SD&G) Ontario Provincial Police (OPP) Crime Unit has charged three (3) males in connection with the incident.

On February 23, 2015 at approximately 6:00pm, SD&G OPP officers, assisted by OPP Canine and Emergency Response Unit (ERT) members responded to a report of a robbery at the Pet Valu store on County Road 3 in the Village of Winchester, North Dundas Township. Investigation indicated that three (3) young males had entered the store, one brandishing a metal bar and confronted a female employee demanding money. All of the suspects were described wearing winter jackets and jeans. Two (2) were wearing balaclavas (1-red, 1-black). All fled on foot across County Road 3 and the Tim Horton’s parking area with an undisclosed amount of cash. The employee was assaulted and sustained minor injuries. She was taken to hospital for treatment.

On February 24, 2015 officers identified and arrested two (2) adult males and one (1) male youth.

Jacob WATTIE (19) of Ottawa, Ontario, Alexandre FAUBERT-NAULT (20) of Gatineau, Quebec and a 15-year-old male youth from Russell Township, Ontario are each charged with;

– Robbery with a Weapon

All of the accused were held in custody pending an appearance (bail) at the Ontario Court of Justice in Cornwall today (February 25, 2015).

CHARGES LAID IN DOMESTIC INVESTIGATIONS
(North/South Glengarry) – On February 23, 2015 Stormont, Dundas & Glengarry (SD&G) Ontario Provincial Police (OPP) began an investigation into a report of a dangerous driving complaint which occurred on County Road 34, South Glengarry Township. Investigation indicated that an adult male had driven his vehicle in an erratic manner towards his ex-spouse’s vehicle causing her to take evasion action. Further information revealed historical domestic related incidents of harassment, confinement and mischief at various homes they resided in in South Glengarry Township.

On February 24, 2015 the 33-year-old male (from Lachine, Quebec) was arrested and is charged with;

– Dangerous Operation of a Motor Vehicle (2 counts)
– Forcible Confinement
– Criminal Harassment – Repeatedly Communicate
– Mischief – Domestic

He was held in custody pending an appearance (bail) at the Ontario Court of Justice in Cornwall today (February 25, 2015).
(North Dundas) – On February 24, 2015 at approximately 7:13pm, SD&G OPP officers received a report of a domestic situation at a residence on Clarence Street, North Dundas Township. Investigation indicated that an adult male had repeatedly communicated with his ex-girlfriend.

The 22-year-old male was arrested and is charged with;

– Criminal Harassment

He was released and is scheduled to appear at the Ontario Court of Justice in Cornwall on March 31, 2015.

Press Release

On February 25th, Brockville Police responded to a north end apartment complex for an unknown disturbance.

A 31 year old female was being questioned by Police when she took off on foot. She was apprehended after a short foot chase. Investigation revealed she had lied about her identity due to the fact there was a warrant in existence for her arrest. She was charged with obstruct Police, personation, breaching conditions of her outstanding release document and possession of a controlled substance. A bail hearing will take place later today.

On February 25th, Brockville Police were contacted by the Gananoque Police Service in regards to a wanted male subject.

Their officers had arrested a 26 year old male wanted on warrants here for failing to attend court. The male was also a suspect in other criminal activities that are currently under investigation. The Gananoque resident will appear later today in bail court.

The Brockville Police Service Supports Launch of Province-wide Crime Prevention Campaign, “Protect Your Property Day”

The Brockville Police Service is supporting today’s launch of the 2015 Crime Prevention Campaign by the Ontario Association of Chiefs of Police (OACP) and its declaration of February 25th as “Protect Your Property Day”.

“Today, we join with police across Ontario encouraging everyone – homeowners, young people, seniors, businesses, renter – to take the time and consider how they can protect their property and avoid the financial as well as emotional costs of being a victim of crime.”

“Protect Your Property Day” is part of the OACP’s annual crime prevention campaign, which focuses on a broad range of crimes that impact Ontario residents and businesses, including on-line fraud, identification theft and other cybercrimes, auto theft, break-and-enters, bullying, and elder abuse. A new crime prevention booklet is now available to members of the public though the OACP and police services. The booklet contains helpful crime prevention tips and information.

While some types of property crime such break-and-enters are down, other crimes such as on-line identification theft and fraud increasing. Police also remain concerned about the number of crimes that are never reported to police.

Property Crime Trends in Canada
Police-reported break-ins continue to decline
Break-ins are one of the most serious forms of property crime, and their decrease in 2013 contributed more to the decline of the overall Crime Severity Index (CSI) than any other offence. In 2013, the rate of break-ins in Canada decreased 12%, reaching 445 per 100,000 population. The roughly 156,000 incidents reported by police in 2013 represented a decrease of about 20,000 from 2012. Over the past decade, the rate of police-reported breaking and entering has decreased by half (-51%).
While B&E’s reported are down, cases of fraud and ID fraud are increasing

Cases of identity theft and fraud have increased across Canada from 10,807 in 2012 to 11,594 in 2013 – a 6% increase. Identity thieves are looking for such documents so they can assume identities, secure credit card accounts, lease vehicles for export and even take out a mortgage against victims’ properties without their knowledge. Victims may not realize they have been victimized until it is too late, costing them time and money to rectify the damage.

Factors influencing police-reported crime
There are many factors that influence police-reported crime statistics. First, an incident must come to the attention of police. The decision by the public to report criminal incidents to police has a considerable impact on the number of crimes ultimately recorded by police. The 2009 General Social Survey on Victimization, which provides the most recent information on Canadians’ crime reporting behaviour for selected offences, indicated that about one-third (31%) of crimes in the year prior to the survey had been reported to police.

Second, differences between individual police services, such as available resources or departmental priorities, policies and procedures can also have an effect on police-reported crime. For instance, as a crime prevention measure, some police services have implemented initiatives to focus attention on prolific or repeat offenders within the community. Moreover, certain crimes such as impaired driving, prostitution, and drug offences can be notably affected by a police service’s enforcement practices. Some police services may also make greater use of municipal bylaws or provincial statutes to respond to minor offences such as mischief and disturbing the peace.

Thirdly, and more broadly, social and economic factors can influence the volume of crime at a national, regional, municipal or neighbourhood level. In particular, crime rates can be affected by age demographics, economic conditions, neighbourhood characteristics, the emergence of new technologies or by peoples’ attitudes toward crime and risky behavior.

On February 25th, Brockville Police received a harassment complaint from a 49 year old female.

Her ex-boyfriend, 49 years of age, had been bothering her through unwanted phone calls, texts and social media posts.

He was located by police and subsequently charged. He was held for a bail hearing.

A 40 year old male was arrested inside a local tavern by police after receiving a tip he was inside consuming alcohol contrary to his release conditions stemming from previous charges. As police attempted to take him into custody he actively resisted police during the process. He was remanded into custody pending a bail hearing for Monday. He is charged with breaching conditions of an undertaking and resist arrest.

On Feb 14th in the middle of the night, a video camera from the outside of the Salvation Army property captured an individual running and throwing his body through a wood fence as some sort of prank. This individual did this twice causing substantial damage to the fence system. During police patrols of the downtown area on Saturday morning officers recognized this individual from the video and he was arrested and charged with mischief under $5000.00. He was released on a promise to appear along with additional release conditions.

Police called to attend a disturbance on Henry Street. As a result of investigation an 18 year old male and a 17 year old young offender male were arrested and charged with robbery, breach current release conditions from other charges and probation related offences. Both men have been remanded into custody pending bail hearings scheduled for this coming Monday and Tuesday.

A 20 year old male who failed to attend for his fingerprints and had a warrant for his arrest turned himself in to the police and was charged and released with that offence and breach his current release conditions.

A 17 year old female was arrested for shoplifting at Sears. Subsequently she was released with trespassing related offence.

Report of an erratic driver on Stewart Blvd resulted in a traffic stop and an investigation for impaired driving commenced. As a result an arrest of a 33 year old male was made and breath tests were conducted. He was later released with a court date for impaired driving and having more than the legal amount of alcohol in his blood.

A 19 year old male was observed in an intoxicated state after downtown bar closing and was arrested for public intoxication and conveyed to police headquarters where he was later released when sober. This situation repeated itself for a 37 year old female in the same state after a taxi flagged down police for assistance. She was taken into custody for public intoxication and later released when sober.

On February 19th, Brockville Police took a shoplifting complaint from the Superstore on Parkedale Ave.

Three local males were found to be the responsible parties. The parties, aged 26, 25 and 18, all face a future court date.

On February 19th, Brockville Police responded to a theft complaint from a residence in the south end of the city.

Investigation revealed two local males were responsible for the theft. Both males, 21 years of age, were charged with theft under $5000.00 One of the males was charged with three counts of breaching a probation order, the other with one count. They were released from custody with a future court date.

On February 19th, Brockville Police were on general patrol in the King St. East area and noted a disturbance in front of the Phoenix Bar.

A local, 28 year old male, was causing a disturbance and would not quiet down. Police noted the male was heavily intoxicated. He was arrested for public intoxication and held in custody until sober. A fine was issued when released.

On February 18th, Brockville Police attended to an apartment complex in the north end of the city for a fraud complaint.

A local, 18 year old male, had skipped out on a cab fare and was also found to be breaching a condition of his probation. He was arrested and charged with fare fraud and the probation breach. Further investigation revealed the male was wanted by the Kingston Police Service on outstanding warrants. After paperwork was issued for local charges he was picked up by their Service to answer to the warrants.

On February 18th, Brockville Police responded to a domestic dispute at an apartment complex in the south end of the city.

The male and female residents, both 56 years of age, were engaged in a verbal dispute that turned physical. The female damaged property in the residence and assaulted the male. She was arrested for assault and mischief and held in custody. A bail hearing will take place, later today.

On February 17th, Brockville Police responded to a domestic dispute at a south end apartment complex.

The apartment was occupied by a 45 year old male and a 24 year old female. Police arrested the male after arriving on scene and witnessing him in the process of assaulting the female. She was taken to the Brockville General Hospital as a precaution. The male has been charged with choking, assault, mischief and utter threats.

Police located the 21 year old male operator in a bar on King St.

Canadian Border Services contacted and male found to be here without reporting in. Arrested and held in custody for hearing today. Snowmobile impounded.

On February 16th, Brockville Police responded to a complaint involving theft of personal items.

The victim, a local 13 year old female, met a male party known to her after a request made through Facebook. The parties were standing at an intersection in the south end of town when the male pushed the female to the ground and stole her cell phone and money. The male fled the area before Police were called.

Police are now seeking the local, 18 year male. He faces charges of robbery and breaching conditions of previous release documents.

On February 15th, Brockville Police attended a residence in the south end of the city for an assault complaint.

A 19 year old female and a 21 year old male were both assaulted by a 30 year old male, known to the parties. Both victims suffered minor injuries. The 30 year old, local male, fled the scene prior to police arrival. He faces charges of two counts of assault, and a charge of mischief. The mischief charge stems from damage done to a parked vehicle when the accused left the area. Police are actively searching for the male at the time of this report.

On February 15th, Brockville Police were notified by OPP officers in the Carleton Place area, of a 27 year old female, arrested on warrants from our Service.

The warrant stemmed from an incident in October of 2014, for failing to attend court. She was taken into custody and remanded until bail court.

On February 14th, Brockville Police received a complaint of a possible impaired driver on Laurier Blvd.

The vehicle was located tipped on its side on Laurier at California Ave. The male driver attempted to leave the scene but was located very quickly. A 36 year old male, from the Addison area was arrested for impaired driving. Once at the station, the subject refused to provide a breath sample and was charged with that offence as well. He was released from custody with a future court date.

On February 14th, Brockville Police responded to a disturbance at a south end duplex.

A 38 year old, local male, was arrested for being intoxicated in a public place. This was done mainly for his own safety as the male had already put his head through a wall. He was held in custody until sober and released with a fine. He appeared to suffer no injuries.

On February 13th, Brockville Police responded to a disturbance at an apartment complex in the center of town.

When Police attended they discovered a 17 year old, local male causing problems in the lobby area of the building. He was found in an intoxicated state and a controlled substance was found on his person subsequent to arrest. He was charged with possession of the substance, causing a disturbance and was also breaching numerous conditions of outstanding release documents. Police held the subject in custody and he was remanded for bail court.

On February 13th, Brockville Police responded to a north end apartment complex for an unknown disturbance.

Police identified the responsible apartment and attended the door. The male resident met them at the door with a weapon raised in his hand. He was subdued by officers and handcuffed. The weapon was homemade and contained a rock.

A local, 43 year old, has been charged with assault police. One of the police officers suffered injuries to a hand during the arrest. It is unknown to what extent at this point in time. The male was released when sober with a future court date.

A 33 year old male, who resided in the complex, was heavily intoxicated and contacted Police for an unknown problem. It was discovered that he was the actual problem and was arrested to prevent a further breach of the peace. He was released unconditionally when sober.

On February 13th, Brockville Police responded to a disturbance at an apartment building in the south end of the city.

There was a disagreement between two males who were hired to complete renovations to an apartment. One of the males threatened the other and left the area. He returned shortly afterwards and damaged a door trying to get back in. Police have charged a 50 year old, local male, with utter threats and mischief. There was no contact between himself and the 19 year old male victim. He was released with conditions and given a future court date.
