Cornwall, ON – Petra Decle, 19 of Cornwall was arrested on March 1st, 2015 and charged with the following:

  • 1 count of impaired operation of motor vehicle
  • 4 counts of assault police
  • 1 count of assault
  • 1 count of mischief under
  • 1 count of resist arrest
  • 3 counts of breach of recognizance
  • 1 count of cause a disturbance
  • 1 count of possession cocaine
  • 1 count possession marijuana under 30 grams

It is alleged that in the early morning hours of March 1st, 2015 police responded to an assault call and intercepted the woman who was found to be operating a motor vehicle while under the influence of alcohol in the area of Second Street West at Brookdale Avenue. She was taken into custody during a traffic stop and during the arrest the woman resisted, kicked, attempted to kick and spat on police officers. She further damaged property by kicking it all the while causing a disturbance. It was also learned that the woman had earlier pulled the hair of another woman and struck her in the face. She was also found to be in possession of a quantity of marijuana and cocaine breaching release conditions. She was charged accordingly and held for a bail hearing.

ARSON, MISCHIEF

Cornwall, ON – A 14-year-old and a 15-year-old youth both of Cornwall were arrested on March 2nd, 2015 and charged with arson and mischief. It is alleged that on March 2nd, 2015 the two youth were responsible for damaging windows and starting a fire at a local high school. Police were called and an investigation ensued. During their investigation the two were taken into custody, charged accordingly and released to appear in court on April 9th, 2015. Their names were not released as per provisions of the Youth Criminal Justice Act.

WARRANT

Cornwall, ON – Christopher Allikas, 36 of Cornwall was arrested on March 3rd, 2015 on the strength of a warrant. It is alleged that the man failed to attend court on January 26th, 2015 for fraud related charges and a warrant was issued for his arrest. On March 3rd, 2015 the man was spotted at a McConnell Avenue address by someone who recognized him from Cornwall’s Wanted Wednesdays and police were contacted. The man was taken into custody by police on the strength of the warrant and held for a bail hearing

Cornwall, ON – Mathiew Labrecque, 24 of Cornwall was arrested on March 3rd, 2015 on the strength of a warrant. It is alleged that the man failed to abide by his conditional sentence and a warrant was issued for his arrest. On March 3rd, 2015 the man attended police headquarters to deal with the matter. He was taken into custody on the strength of the warrant and held for a bail hearing.

ASSAULT, OVERCOME RESISTANCE

Cornwall, ON – A 26-year-old Cornwall man was arrested on March 3rd, 2015 and charged with assault and overcome resistance (choking). It is alleged that during an argument with his 25-year-old girlfriend on March 3rd, 2015 the man grabbed her by the throat and pushed her. Police were contacted and an investigation ensued. During their investigation the man was taken into custody, charged accordingly and held for a bail hearing. His name was not released as it might identify the victim in the matter.

ROBBERY

Michel Laplante, 37 of Cornwall was arrested on March 4th, 2015 and charged with robbery and mischief. It is alleged that on March 2nd, 2015 the man threatened to harm a 21-year-old man known to him all the while taking his wallet. Police were contacted and an investigation ensued. During their investigation the man was taken into custody, charged accordingly and released to appear in court on April 7th, 2015.

OPP

(PERTH, ON) – On March 3, 2015 at approximately 6:45 pm The Lanark County Ontario Provincial Police (OPP) received a report of a robbery at the Red Apple store located in the Perth Mews Mall on Dufferin Street.  A male suspect entered the store, approached the clerk and used a knife to threaten the clerk and demanded money.  The male suspect took a small amount of cash from the register and left the store.  The employee was not injured.

The suspect is described as:  male, approximately 6 feet, heavy set, wearing a balaclava, black or dark blue winter coat, dark blue sweat pants, and black cloth gloves.

Members of the Lanark County OPP attended the scene and were assisted by the OPP Forensic Identification Services Unit (FISU).

Ontario Provincial Police News Portal [LANARK COUNTY] MONTAGUE MAN KILLED IN FATAL COLLISION ON CTY RD 43 2015-03-03

(MONTAGUE TOWNSHIP) – On March 2nd 2015 Lanark County Ontario Provincial Police(OPP) attended serious head on motor vehicle collision between a car and a SUV on County Road 43 near Kilmarnock Road in Montague Township.
At about 7:15 pm a car was travelling eastbound on Cty Rd 43 when it lost control and was struck by a westbound SUV. The driver of the car, 63 year old Paul MARQUES of Burritts Rapids, was extricated from his vehicle with critical injuries but later died at hospital. The female driver of the SUV was seriously injured and transported to hospital by ambulance with non-life threatening injuries. Two children from the SUV were also taken to hospital with minor injuries and released.
Cty Rd 43 was closed for several hours while OPP Technical traffic collision investigators investigated the cause of the collision. There have been no charges laid in the investigation.

Calls for Service

Kingston Police had 96 calls for service during the 24 hour period of March 3 with 9 additional dispatches between midnight and the morning shift. Some of these included:

  • 4 harassment calls
  • 6 undesirable calls
  • 1 drunk call
  • 3 alarm calls
  • 1 noise complaint
  • 1 missing person call
  • 3 Mental Health Act calls
  • 2 medical assist calls
  • 7 assist citizen calls
  • 7 theft calls
  • 1 shoplifting call
  • 1 theft of vehicle call
  • 4 mischief calls
  • 9 motor vehicle collisions
  • 1 impaired driving calls
  • 4 driving complaints
  • 5 suspicious activity calls
  • 1 drug call

There were six individuals in police cells between March 3 and the morning of March 4. They consisted of five men and one woman between the ages of 22 to 58 years of age. The offences involve: parole revocation, unlawfully at large, breach of recognizance, breach of probation, fail to attend court, public intoxication and breach of the peace.

Kingston Police Assisting Coroner’s Office with Death in North End Fire

Kingston Police was one of many emergency and city services involved in an apartment fire that resulted in the death of an 87-year-old male resident.

At approximately 6:00 p.m. on Tuesday, March 3 Kingston Police responded to the apartment building of 107 Compton Street to assist Kingston Fire and Rescue with perimeter security, evacuation or any other requirements. Frontenac County Paramedics were also in attendance and Kingston Transit provided temporary shelter for displaced occupants. Victim Services of Kingston and Frontenac also attended to assist those in need.

It was later determined one of the occupants, an 87-year-old male, died. Both the East Region Coroner’s Office and the Office of the Ontario Fire Marshal (OFM) were contacted. A 55-year-old male also received severe smoke inhalation, was transported by paramedics to hospital, and after being transferred to the Intensive Care Unit is expected to recover.

The role of Kingston Police at this time is to assist the Coroner’s Office in their sudden death investigation and to provide support to the Ontario Fire Marshal. If as a result of the Coroner’s investigation, and from any findings from the OFM, the death appears suspicious or deemed to be criminal in nature then Kingston Police will take a more active role in the matter.

Individuals forced to evacuate due to the fire can contact the Canadian Red Cross Disaster Management Team at 613-548-4929. The Salvation Army Kingston Community and Family Services is also available to provide emergency services for basic needs to individuals who have been displaced by the recent fire. Please contact their office directly at 613-548-4411 to set up an appointment or to speak with a caseworker. They are located at 342 Patrick Street.

Donations will be gratefully accepted at both Salvation Army Thrift Stores – 277 Bath Road and 472 Division Street and will be used to assist those in need.

Citizens Police Academy Returns

Kingston Police is happy to announce the return of its popular Citizens Police Academy this spring and is looking for interested members of the public to participate.

Initiated in 2011 by the Victim Services and Diversity office, the fifth annual Academy has met with great success by introducing adults who live and work within the City of Kingston to the inner workings of the organization.

The Academy begins April 2, 2015 and will be structured as an interactive information sharing evening, similar to a night class. The Academy will be a two hour session from 6:30-8:30 p.m., offered every Thursday evening. Whatever motivation a citizen may have for attending this seven week Academy the end result will be a community member that better understands the challenges and responsibilities of policing.

The purpose of the Academy is to familiarize citizens with the Kingston Police. Participants will get a glimpse into the operations of the organization in areas such as traffic enforcement, criminal investigation, forensic identification and police training. Through interaction participants will quickly learn to gain respect and have a better understanding of the people, both sworn and civilian, who serve their community with passion and dedication. There will also be an opportunity for participants to provide feedback and suggestions to improve the Kingston Police.

The Academy is supported by the Kingston Police Services Board and members of the Kingston Police. Victim Services and Diversity Constable Chris Gobeil is looking for mature, adult, community minded individuals who represent a wide range of ages, occupations and reasons for participating. Participants shall work or reside in the city of Kingston. Security checks will be completed before selection of the participants, who will receive a confirmation email if selected for the Academy.
