BREACH
Cornwall, ON – Luc Leroux, 49 of Cornwall was arrested on February 27th, 2015 and charged with breach of recognizance for failing to report as directed and breach of probation for failing to keep the peace. It is alleged that the man failed to report as directed and police were contacted to investigate. On February 27th, 2015 the man was located at his residence, taken into custody, charged accordingly and held for a bail hearing.
THEFT UNDER $5000
Cornwall, ON – Amanda Denneny, 30 of Cornwall was arrested on February 27th, 2015 and charged with five counts of theft under $5000. It is alleged that during the month of February, 2015 while working as a cashier at a local business on Ninth Street the woman took money from the cash on several occasions and police were contacted to investigate. During their investigation the woman was taken into custody, charged accordingly and released to appear in court on April 2nd, 2015.
ASSAULT POLICE
Cornwall, ON – Richard Nadon, 50 of Cornwall was arrested on February 27th, 2015 and charged with assault police. It is alleged that on February 27th, 2015 police attended a Marlborough Street address for a disturbance and while at the residence the intoxicated man attempted to head bunt an officer. He was taken into custody, charged accordingly and held in custody until sober.
IMPAIRED OPERATION, OVER 80
Cornwall, ON – Samuel Pelletier-Behrendt, 22 of Cornwall was arrested on February 28th, 2015 and charged with impaired operation of motor vehicle and over 80. It is alleged that on February 28th, 2015 the man was found to be operating a snowmobile in the area of Water Street and Gloucester Street while under the influence of Alcohol. He was taken into custody during a traffic stop, charged accordingly and released to appear in court on March 10th, 2015.
FRAUD UNDER $5000
Cornwall, ON – Ashley MacDonald, 31 of Cornwall was arrested on February 28th, 2015 and charged with fraud under $5000. It is alleged that on February 22nd, 2015 the woman returned stolen merchandise to a Pitt Street store for credit and police were contacted to investigate. During their investigation the woman was located at her residence, taken into custody, charged accordingly and released to appear in court on March 24th, 2015.

Cornwall, ON – Steven Campbell, 35 of Cornwall was arrested on February 28th, 2015 and charged with breach of recognizance for breaching curfew. It is alleged that on February 19th, 2015 police attended the man’s residence and found him to be breaching his curfew. On February 28th, 2015 the man was located at his residence, taken into custody, charged accordingly and held for a bail hearing.
THREATS, BREACH, CRIMINAL HARASSMENT
Cornwall, ON – Kimberlee Long, 20 of Cornwall was arrested on February 28th, 2015 and charged with criminal harassment, threats and breach of probation for failing to keep the peace. It is alleged that on February 28th, 2015 the woman communicated with and threatened a 40-year-old woman despite having been warned by police not to contact her. Police were contacted and an investigation ensued. During their investigation the woman was taken into custody, charged accordingly and held for a bail hearing.
WARRANT
Cornwall, ON – Andrew Mancini, 25 of Cornwall was arrested on March 1st, 2015 on the strength of a warrant. It is alleged that the man failed to attend court on February 10th, 2015 for a mischief charge and a warrant was issued for his arrest. On March 1st, 2015 the man was spotted at a Ninth Street store by someone who recognized him from Cornwall’s Wanted Wednesdays and police were contacted. The man was taken into custody by police on the strength of the warrant and held for a bail hearing.

208 occurrences. One break and enter incident was reported. Three incidents of assault and four incidents of theft were reported. Officers investigated two impaired driving related incidents. Out of these 208 occurrences, 25 concluded with accusations.
PROTECT YOUR HOME
(Hawkesbury, ON) With chilling temperatures and snow piling up many people are tired of shoveling their driveways and scraping ice off their cars. This time of year is a popular time to escape the harshness of winter by heading down south for a week or two, and if you are lucky and retired…a few months. If you plan to escape the winter weather for an extended period of time or even a quick getaway, take a few simple proactive steps to protect your property.
– Have a trusted neighbour keep an eye out while you plan to be away.
– Ask someone to shovel your driveway.
– Have someone inspect your house on a regular basis.
– Don’t let newspapers or mail accumulate. Either have someone pick it up or suspend any deliveries for the time you are gone.
– You have all seen this…do not announce your absence over social media.
– Ensure that outside lights are work and consider timers and motion sensor lighting.
– Lock doors and windows and install quality locks and a deadbolt on each outside door.
– Keep garage doors and entry doors secured.
– Lock your vehicles at all times. Remove or secure valuables that are in sight, even when the vehicle is in the garage.
– Keep all valuables in the home in secure locations.
– Consider recording serial numbers and taking photos of personal property for documentation purposes.

BREAK AND ENTER INCIDENT
(Hawkesbury, ON) The Hawkesbury OPP is investigating a break in that occurred on Tuesday February 24th at a County Road 10 residence in St-Eugene.
Constable Marc Lauzon investigated the daytime crime. The investigation would suggest that someone entered the residence by breaking in through a side door.
Damages were caused inside the single residential home. Money and jewelry were stolen.
The matter is still under investigation.

IMPAIRED DRIVERS
(East-Hawkesbury, ON) In the early morning of Tuesday February 24th, shortly before 4:30 am, Hawkesbury OPP officers attended the scene of a car that had driven off the roadway on Chemin Grande Montée in East-Hawkesbury. The vehicle was originally found in the ditch by a passerby who called police.
Interaction with the driver gave the officer reason to believe that he had care and control of his motor vehicle while having blood alcohol content over the legal limit.
Consequently, the driver, Merton ALBRIGHT (56 yrs) of East-Hawkesbury, was arrested and charged under the Criminal Code of Canadawith section 253(1)(b) Care or Control while having more than 80 mgs. of Alcohol in Blood.
He was later released and scheduled to appear at court on March 18th, 2015 in L’Orignal.
(East-Hawkesbury, ON) – In the evening of Thursday February 26th, shortly after 8 pm, Hawkesbury OPP officers intercepted a black Honda Civic on County Road 10 in East-Hawkesbury.
Interaction with the driver of the vehicle gave the officer reason to believe that he had care or control of his motor vehicle with blood alcohol content over the legal limit. The investigation revealed that the driver was suspended from driving. Furthermore, the driver was a novice driver which stipulated that he was not permitted any alcohol in his blood while driving.
An open bottle of liquor was found in the vehicle.
During the arrest, a small amount of Methamphetamine was found in his possession.
Consequently, François LACHAINE (34 yrs) of North Glengarry, was charged under the Criminal Code of Canada with section 253(1)(b)Care or Control while having more than 80 mgs. of Alcohol in Blood.
He was also charged under the Highway Traffic Act with the following sections:
– 44.1(3) Adult Novice Driver – B.A.C. above zero.
– 53(1) Driving while under suspension
He was charged under the Controlled Drugs and Substances Act with section 4(1) Possession of a Schedule I Substance – Methamphetamine.
Lastly, he was charged under the Liquor Licence Act with section 31 (2) Having care and control of a motor vehicle with unsealed container of liquor
He was later released and scheduled to appear at court on March 25th, 2015 in L’Orignal.
(RUSSELL COUNTY, ON) In the week of February 23, 2015 to March 2, 2015, Russell County Ontario Provincial Police (OPP) responded to 217 occurrences. Among those occurrences OPP responded to 20 collisions, 6 thefts, 2 domestics and no impaired drivers.
As a result of those occurrences, 38 people were charged with various offences.
Domestic
(Casselman, ON) On February 25, 2015 OPP Constables responded to a domestic related incident on Montcalm Street in Casselman. At that location a female that was walking along the road witnessed her ex-partner make inappropriate gestures at her. The officers attended location and investigated the matter. They concluded that the male had committed a criminal offence.
A 23 year old male, from Casselman will have to appear in L’Orignal court on April 28, 2015 to answer to the following charge:

(Hammond, ON) On February 28, 2015 OPP Constable Michel Corbeil was on patrol on Drouin Road in Hammond. The officer stopped a vehicle for speeding. The officer spoke to the occupants and when verifying information on the occupants on the police computer it was revealed that one of the passengers was not obeying conditions of a previous Police release.
Miguel VOROBEJ, 34 years old, from Ottawa will have to appear in L’Orignal court on April 15, 2015 to answer to the following charges:

(Embrun, ON) On February 28, 2015, OPP Constables responded to a domestic related incident on Notre-Dames Street in Embrun. At that location a male and female were involved in an argument where the male damaged some property inside the house and used physical force on female. The officers concluded that the male had committed some criminal offences.
An 18 year old male, from Embrun will have to appear in L’Orignal court on March 18, 2015 to answer to the following charges:

(Casselman, ON) On March 2, 2015 OPP Constable Miguel Clement was on Lafleche Boulevard in Casselman when he noticed a vehicle stopped on the wrong side of the road. When the officer approached the driver he noticed that there was open liquor inside the vehicle.

(South Stormont) – On March 1, 2015 at approximately 10:05pm, Stormont, Dundas & Glengarry (SD&G) OPP officers intercepted a vehicle on County Road 42, South Stormont Township. The stop indicated that the male driver was under the influence of alcohol.
Michel GRAVEL (47) of Cornwall, Ontario was arrested and is charged with;
– Driving a Motor Vehicle while Ability Impaired
– Driving with More than 80 Milligrams of Alcohol in Blood
He was released and is scheduled to appear at the Ontario Court of Justice in Cornwall on March 19, 2015.
DOMESTIC INVESTIGATIONS
(South Dundas) – On March 1, 2015 at approximately 4:38pm, SD&G OPP officers responded to a report of a domestic situation at a residence on Rowena Road, South Dundas Township. Investigation indicated that an altercation between an adult male and his ex-spouse resulted in the female being assaulted and threatened. Further information also revealed past incidents of a sexual assault and threat.
The 46-year-old male (from South Dundas Township) was arrested and is charged with;
– Sexual Assault
– Utter Threats (2 counts)
– Assault – Spousal
– Criminal Harassment
He was held in custody pending an appearance (bail) at the Ontario Court of Justice in Cornwall today (March 2, 2015).
(South Stormont) – On March 1, 2015 at approximately 11:11pm, SD&G OPP officers responded to a report of a domestic situation at a residence on St-Lawrence Street, South Stormont Township. Investigation indicated that an altercation between an adult male and his girlfriend resulted in the female being assaulted.
The 47-year-old male was arrested and is charged with;

He was held in custody pending an appearance (bail) at the Ontario Court of Justice in Cornwall today (March 2, 2015).
DRUGS SEIZED AT TRAFFIC STOPS
(South Stormont) – On February 28, 2015 at approximately 9:22am, an HSD OPP officer intercepted a vehicle on Highway 401, South Stormont Township. The stop resulted in the seizure of a quantity of suspected marihuana. Further information also revealed that the male driver’s driving privileges were suspended.
Quincy FRASER (32) of Montreal, Quebec was arrested and is charged with;

– Driving while Under Suspension (Highway Traffic Act)
He was released and is scheduled to appear at the Ontario Court of Justice in Cornwall on April 7, 2015.
(North Dundas) – On March 1, 2015 at approximately 11:13am, an SD&G OPP officer intercepted a vehicle on County Road 43, North Dundas Township. The stop resulted in the seizure of a quantity of suspected marihuana.
The female male driver, Amanda-Jean MARKWICK (32) of South Dundas Township was arrested and is charged with;
– Possession of a Controlled Substance – Under 30 Grams
He was released and is scheduled to appear at the Ontario Court of Justice in Cornwall on April 7, 2015.
YOUTHS CHARGED WITH THEFT
(North Glengarry) – On February 25, 2015 SD&G OPP began an investigation into a report of a theft (shoplifting) incident which had occurred on February 21, 2015 at a place of business on Main Street in the Town of Alexandria, North Glengarry Township. Investigation identified two (2) male youths as suspects in the theft of a “PlayStation” video game .
On February 28, 2015 a 16 and 17-year-old male (both from North Glengarry Township) were arrested and each charged with;
– Theft Under $5000
Both were released and are scheduled to appear at the Ontario Court of Justice in Alexandria on April 8, 2015.
BREAK-IN
(South Glengarry) – Overnight (February 26-27, 2015), a storage unit located on Tyotown Road, South Glengarry Township was forcibly entered. Inside, approximately 80-90 cases of “Vachon” type food products were taken.
An investigation continues.
EXCESSIVE SPEEDS
(SD&G) – Over the past weekend, SD&G and HSD OPP officers conducting speed measuring enforcement intercepted the following vehicles for traveling at excessive speeds. In all stops, the vehicle was impounded and the driver’s permit seized for seven (7) days in accordance to policy.
– February 27, 2015 – 11:38am; vehicle stopped on Highway 401, South Stormont Township, speeding 155km/h (100km/h zone). Female driver (37) from South Dundas Township charged accordingly.
– February 27, 2015 – 1:22pm; vehicle stopped on Highway 401, South Stormont Township, speeding 164km/h (100km/h zone). Male driver (65) from Kingston, Ontario charged accordingly.
– February 28, 2015 – 1:54pm; vehicle stopped on Highway 401, South Stormont Township, speeding 159km/h (100km/h zone). Male driver (41) charged accordingly.
ACCUSED IDENTIFIED IN BREAK-IN (update)
(North Glengarry) – On February 27, 2015 at approximately 3:08pm, Stormont, Dundas & Glengarry (SD&G) Ontario Provincial Police (OPP) officers, assisted by OPP Canine and Emergency Response Team (ERT) members responded to a report of a break-in in progress at a residence on County Road 34, North Glengarry Township.
Investigation indicated that a male was observed in the residence by an occupant returning to the home. Containment of the area was initiated and at approximately 5:30pm, officers entered the residence and arrested an adult male inside without incident. A vehicle was also seized from the scene which had been reported stolen from the Toronto area on February 26, 2015.
Weston RUMBLE (27) of Mississauga, Ontario is charged with;

He was held in custody pending an appearance (bail) at the Ontario Court of Justice in Cornwall on March 2, 2015.
Brockville Police Service
A 27 year old male was arrested for domestic assault in the city’s south end after a verbal dispute turned violent. The incident occurred around 12 p.m. The male had head butted his common-law spouse causing minor injuries. He has been held for a bail hearing today.
In a second domestic incident in the city’s north end around 3 p.m. another male 31 years of age was also arrested for domestic assault. He has been held for a bail hearing today.
Shortly after midnight Brockville Police attended a gas station at Stewart Blvd and Parkedale Ave. in regards to a theft of gas. The vehicle used in the theft happened to have been stolen out of the Toronto area. The vehicle left the city in an east bound direction on the 401. The OPP were notified, but have not been able to stop the suspect.
Police also responded to 5 motor vehicle accidents in the 24 hour period.
On February 25th, Brockville Police responded to a north end apartment complex for an unknown disturbance.
A 31 year old female was being questioned by Police when she took off on foot. She was apprehended after a short foot chase. Investigation revealed she had lied about her identity due to the fact there was a warrant in existence for her arrest. She was charged with obstruct Police, personation, breaching conditions of her outstanding release document and possession of a controlled substance. A bail hearing will take place later today.
On February 25th, Brockville Police were contacted by the Gananoque Police Service in regards to a wanted male subject.
Their officers had arrested a 26 year old male wanted on warrants here for failing to attend court. The male was also a suspect in other criminal activities that are currently under investigation. The Gananoque resident will appear later today in bail court.
The Brockville Police Service Supports Launch of Province-wide Crime Prevention Campaign, “Protect Your Property Day”
The Brockville Police Service is supporting today’s launch of the 2015 Crime Prevention Campaign by the Ontario Association of Chiefs of Police (OACP) and its declaration of February 25th as “Protect Your Property Day”.
“Today, we join with police across Ontario encouraging everyone – homeowners, young people, seniors, businesses, renter – to take the time and consider how they can protect their property and avoid the financial as well as emotional costs of being a victim of crime.”
“Protect Your Property Day” is part of the OACP’s annual crime prevention campaign, which focuses on a broad range of crimes that impact Ontario residents and businesses, including on-line fraud, identification theft and other cybercrimes, auto theft, break-and-enters, bullying, and elder abuse. A new crime prevention booklet is now available to members of the public though the OACP and police services. The booklet contains helpful crime prevention tips and information.
While some types of property crime such break-and-enters are down, other crimes such as on-line identification theft and fraud increasing. Police also remain concerned about the number of crimes that are never reported to police.

Property Crime Trends in Canada
Police-reported break-ins continue to decline
Break-ins are one of the most serious forms of property crime, and their decrease in 2013 contributed more to the decline of the overall Crime Severity Index (CSI) than any other offence. In 2013, the rate of break-ins in Canada decreased 12%, reaching 445 per 100,000 population. The roughly 156,000 incidents reported by police in 2013 represented a decrease of about 20,000 from 2012. Over the past decade, the rate of police-reported breaking and entering has decreased by half (-51%).
While B&E’s reported are down, cases of fraud and ID fraud are increasing
Cases of identity theft and fraud have increased across Canada from 10,807 in 2012 to 11,594 in 2013 – a 6% increase. Identity thieves are looking for such documents so they can assume identities, secure credit card accounts, lease vehicles for export and even take out a mortgage against victims’ properties without their knowledge. Victims may not realize they have been victimized until it is too late, costing them time and money to rectify the damage.
Factors influencing police-reported crime
There are many factors that influence police-reported crime statistics. First, an incident must come to the attention of police. The decision by the public to report criminal incidents to police has a considerable impact on the number of crimes ultimately recorded by police. The 2009 General Social Survey on Victimization, which provides the most recent information on Canadians’ crime reporting behaviour for selected offences, indicated that about one-third (31%) of crimes in the year prior to the survey had been reported to police.
Second, differences between individual police services, such as available resources or departmental priorities, policies and procedures can also have an effect on police-reported crime. For instance, as a crime prevention measure, some police services have implemented initiatives to focus attention on prolific or repeat offenders within the community. Moreover, certain crimes such as impaired driving, prostitution, and drug offences can be notably affected by a police service’s enforcement practices. Some police services may also make greater use of municipal bylaws or provincial statutes to respond to minor offences such as mischief and disturbing the peace.
Thirdly, and more broadly, social and economic factors can influence the volume of crime at a national, regional, municipal or neighbourhood level. In particular, crime rates can be affected by age demographics, economic conditions, neighbourhood characteristics, the emergence of new technologies or by peoples’ attitudes toward crime and risky behavior.
On February 25th, Brockville Police received a harassment complaint from a 49 year old female.
Her ex-boyfriend, 49 years of age, had been bothering her through unwanted phone calls, texts and social media posts.
He was located by police and subsequently charged. He was held for a bail hearing.
