Calls for Service
Kingston Police had 381 calls for service over the weekend of September 28-30, 2018. Of these, 274 calls occurred in the city central area, 72 in the west end, 11 in the east end, and 9 north of Highway 401. Some of these included:

There were 15 individuals arrested over the weekend of September 28-30, 2018 including 10 men and 5 women, between 21 and 57 years of age, for the following: theft of a motor vehicle, possession of a controlled substance, impaired driving, operating a vehicle with over 80 mg of alcohol, forcible entry, harassment, two counts of obstruct police, assault police, three counts of theft, thirteen counts of possession of stolen property, public intoxication, breach of peace, four counts of breach recognizance, and five counts of breach probation. Three persons were arrested on warrants.

Witness Assists Police in Locating Impaired Driver

On September 30, 2018 at approximately 1:00 a.m. the accused was driving in the area Portsmouth Avenue and Bath Road when he struck a sign. The vehicle received significant damage to the front passenger side, but the accused failed to stop. A witness called police and assisted officers with locating the vehicle on Elliot Street near Division Street. Officers initiated a traffic stop and at first the vehicle stopped, but then suddenly accelerated and turned onto Division Street. The vehicle continued southbound at a high rate of speed before turning onto Day Street where it finally stopped.
Officers made observations the accused was impaired by alcohol. The accused was arrested and transported to police headquarters where he provided two breath samples. The accused was found to have more than 2 times the legal limit of alcohol in his system.
A 30-year-old local main is charged with impaired driving and operating a vehicle with over 80 mg of alcohol.
The accused was later released with a future court date. His driver’s licence is automatically suspended for 90 days and would face a one year suspension if convicted. The vehicle was seized and impounded for 7 days, with the accused being responsible for all fees and fines.

Stolen Vehicle Found after Officers Check on Suspicious Vehicle

On October 1, 2018 at approximately 2:20 a.m. police attended an underground parking lot on Princess Street to investigate a suspicious vehicle with bicycle parts laying beside it. On arrival officers found two persons inside the vehicle. The vehicle was confirmed to be stolen and both persons were arrested. During a search of the male, officers found a bag of suspected methamphetamine in his coat pocket. During a search of the vehicle, officers found numerous items including jewelry, computers, identification cards and additional bicycles parts.
Both accused were transported to police headquarters where they were held to attend bail hearings. A 33 year-old local man and a 58-year-old local woman are jointly charged with theft of a motor vehicle, and possession of stolen property. The man is additionally charged with possession of a controlled substance, and breach recognizance. The woman is additionally charged with three counts of breach probation.
Building Owner Charged after Harassing Tenant

On September 24, 2018 the complainant was in his mid-town apartment when the accused who is the owner of the building began pounding and kicking at the door. The complainant did not answer the door and went into his bathroom. Upon emerging from the bathroom, the complainant discovered his rear screen door had been torn open and an eviction notice had been left in an envelope with profanity written on it.
On September 28, 2018 after being out of town for a few days the complainant returned home and was unable to get into his apartment due to a damaged door lock. The complainant also discovered his name had been torn off his mail box and the lock had been changed.
The complainant called police and reported both incidents. Police responded to the apartment and contacted the accused by phone. The accused was agitated and belligerent with officers when he attended the building. When asked about the damage to the complainant’s apartment door lock, the accused stormed down the hall and kicked open the door. The accused was arrested for forcible entry.
The accused was transported to police headquarters where he was later released on conditions with a future court date.
A 57-year-old local man is charged with forcible entry, and harassment.
Wanted Woman Caught after Bicycle Stop

On September 28, 2018 at approximately 3:50 a.m. a patrol officer stopped the accused female and a male who were riding bicycles on Joseph Street without lights. The male properly identified, however the accused female provided a false name. After being cautioned regarding obstructing police, the female provided a second false name. The accused then resisted arrest and the officer was required to use force to handcuff her. The accused continued to resist as the officer attempted to place her in the cruiser, kicking the door and then striking the officer in the face with her arm.
Once lodged in the back of the cruiser, the accused eventually provided her name and was found to be wanted for numerous charges and failing to attend court, by Brockville Police and Smiths Falls Police.
During a search the accused was found to be in possession of several credit and debit cards not in her name. The bicycle she was riding was also determined to be stolen.
The accused was transported to police headquarters where she was held to attend a bail hearing.
A 21-year-old local woman is charged with obstruct police, assault police, and eleven counts of possession of stolen property.

The next Kingston Police auction will be held on Saturday, October 13, 2018, at the Portsmouth Olympic Harbour Sail Room, 53 Yonge Street. Doors open at 8:00 a.m. to allow for time to view the items for sale and to register for the auction. Bidding begins at 10:00 a.m.

About Property at the Auction
Property (including bicycles) offered at our auction has come into police possession for the following reasons:
- The property was stolen from its owner or was found abandoned in a public place, and the owner could not be identified.
- The property was seized by a member of the police service in the lawful execution of his or her duties, all legal proceedings in respect of the property have been completed, there is no court order for its disposition and there is no legal requirement, apart from this section, that it be retained or disposed of.
The chief of police may cause the property to be sold, and the police services board may use the proceeds for any purpose that it considers in the public interest.
If the property is perishable, it may be sold at any time without notice. If the property is not perishable, the following rules apply to its sale:
- The property may be sold when it has been in the possession of the police force for at least one month, in the case of a motor vehicle as defined in the Highway Traffic Act or a bicycle, or for at least three months, in the case of other property.
- The sale shall be by public auction or by public tender.
- At least ten days’ notice of the time and place of the public auction shall be given by publication in a newspaper of general circulation in the municipality.
- The sale may be adjourned, repeatedly if necessary, until the property is sold.
