UPDATE FROM NOVEMBER 11TH INVESTIGATION

Cornwall, ON – On November 11th, 2018, the CCPS were called to investigate an alleged sexual assault in an area between Sixth Street/Seventh Street and Sydney Street/Adolphus Street. At this time, police believe this to be an isolated incident. The investigation is still in its early stages and as such, further details will be provided when they become available. We appreciate the cooperation of the public as we investigate this matter.

FRAUD, PERSONATION

Cornwall, ON – Terri-Line Sergerie, 37, of Cornwall was arrested on November 9th, 2018 and charged with fraud under $5000 and personation. It is alleged on August 1st, 2018, the woman attempted to open an account using someone else’s name and personal information. Police were contacted and an investigation ensued. On November 9th, 2018, the woman was taken into custody, charged accordingly and released to appear in court on December 4th, 2018.

BREACH

Cornwall, ON – A 45-year-old Cornwall man was arrested on November 9th, 2018 and charged with breach of recognizance for contacting his girlfriend. It is alleged the man breached his conditions and called his girlfriend multiple times on October 16th, 2018. Police were contacted and an investigation ensued. On November 9th, 2018, the man was taken into custody, charged accordingly and held for a bail hearing. His name was not released as the conditions stem from a domestic incident and would identify the victim in the matter.

WARRANT, ROBBERY WITH A WEAPON, DANGEROUS OPERATION OF A MOTOR VEHICLE, THREATS, THEFT OF A MOTOR VEHICLE, POSSESSION OF A WEAPON FOR A DANGEROUS PURPOSE, OBSTRUCT, THEFT UNDER, BREAK AND ENTER, MISCHIEF UNDER, BREACH

Cornwall, ON – Shaine Robertson, 31, of Cornwall was arrested on November 9th, 2018 on the strength of a warrant. He was also charged with the following:

• Robbery with a weapon
• Dangerous operation of a motor vehicle
• Threats
• Theft of a motor vehicle
• Possession of a weapon for a dangerous purpose
• Break and enter x 3
• Theft under $5000
• Mischief under $5000
• Obstruct police
• Breach of probation x 5 (fail to keep the peace)
• Breach of recognizance x 4 (fail to remain in residence and reside at a certain address)

It is alleged the man breached his probation and a warrant was issued for his arrest. It is further alleged throughout the month of October, the man forced his way into multiple businesses in the City of Cornwall. On November 6th, 2018, the man allegedly demanded money from a delivery driver, all the while holding a knife and making threats to harm him. The man subsequently took the delivery driver’s vehicle and police were contacted to investigate. On November 9th, 2018, police were called to investigate a theft at a Second Street East business, at which time the man was located and falsely identified himself to police. He was taken into custody, charged accordingly and held for a bail hearing.




DOMESTIC ASSAULT

Cornwall, ON – A 31-year-old Cornwall man was arrested on November 10th, 2018 and charged with domestic assault. It is alleged during an argument on November 10th, 2018, the man assaulted his girlfriend and police were contacted to investigate. During the investigation, the man was taken into custody, charged accordingly and released to appear in court on November 27th, 2018. His name was not released as it would identify the victim in the matter.

MISCHIEF UNDER $5000

Cornwall, ON – Jason Lewis, 46, of Cornwall was arrested on November 10th, 2018 and charged with mischief under $5000. It is alleged the man threw a beer bottle at a vehicle window, belonging to a woman he did not know. Police were contacted and an investigation ensued. During the investigation, the man was taken into custody, charged accordingly and released to appear in court on December 13th, 2018.

IMPAIRED, OVER 80

Cornwall, ON – Davit Kvachidze, 52, of Toronto was arrested on November 11th, 2018 and charged with impaired operation of a motor vehicle and over 80. It is alleged the man was operating a motor vehicle while under the influence of alcohol in the area of Ninth Street and Brookdale Avenue. He was taken into custody during a traffic stop, charged accordingly and released to appear in court on November 27th, 2018.

DANGEROUS OPERATION OF A MOTOR VEHICLE, FLIGHT FROM POLICE, POSSESSION OF PROPERTY OBTAINED BY CRIME, BREACH, POSSESSION OF COCAINE, POSSESSION FOR THE PURPOSE OF TRAFFICKING COCAINE

Cornwall, ON – Kerby Franklin, 28, of Cornwall, was arrested on November 11th, 2018 and charged with the following:

• Dangerous operation of a motor vehicle
• Flight from police
• Possession of property obtained by crime
• Breach of probation (fail to keep the peace)
• Possession of cocaine
• Possession for the purpose of trafficking cocaine

On November 11th, 2018, members of the CCPS attempted to conduct a traffic stop on a vehicle being operated by a man who was wanted in Ottawa. The man fled from police, operating the vehicle in a dangerous manner in the area Pitt Street and Twelfth Street. A pursuit ensued, with the motor vehicle coming to a stop in the area of Twelfth Street and Ontario Street. The man was taken into custody on the strength of the outstanding warrant and during the course of the investigation, found to be in possession of a quantity of cocaine and money. The man was charged accordingly and released into the custody of the Ottawa Police Service. He will appear in court on CCPS charges on December 18th, 2018.

BREACH

Cornwall, ON – A 33-year-old Ottawa man was arrested on November 12th, 2018 and charged with breach of recognizance for contacting his ex-girlfriend. It is alleged the man breached his conditions and called his girlfriend on November 9th and November 11th, 2018. Police were contacted and an investigation ensued. On November 12th, 2018, the man attended police headquarters to deal with the matter. He was taken into custody, charged accordingly and held for a bail hearing. His name was not released as the conditions stem from a domestic incident and would identify the victim in the matter.

WARRANT, ASSAULT TO ASSIST ARREST, THEFT UNDER, FAIL TO APPEAR PRINTS, BREACH

Cornwall, ON – Marc Racine, 43, of Cornwall was arrested on November 12th, 2018 on the strength of a warrant. He was also charged as follows:

• Assault with intent to resist arrest
• Theft under $5000 x 3
• Fail to appear for prints
• Breach of probation x 5 (for attending a certain business and failing to keep the peace)

It is alleged the man failed to attend for prints on October 24th, 2018, as well as court on November 6th, 2018 and a warrant was issued for his arrest. It is further alleged between October 21st, 2018 and November 12th, 2018, the man attended three Second Street businesses and removed merchandise, making no attempt to pay for the items as he left the stores. On November 12th, 2018, the man was stopped by a Loss Prevention Officer and subsequently assaulted him. Police were contacted and an investigation ensued. During the investigation, the man was taken into custody, charged accordingly and held for a bail hearing.

CALLS FOR SERVICE

There were 167 calls for service in the City of Cornwall in over the long weekend (8am Friday to 8am Tuesday morning).
