<p><strong>THREATS &amp; BREACHES</strong></p>
<p><strong>            </strong>Cornwall, ON- Christopher Kootoo-Dupuis, 20 of Cornwall was arrested on the 4<sup>th</sup> of February, 2012. He was bound by aprobation order with the relevant condition to keep the peace and be of good behaviour. He was also bound by an undertaking with the condition to keep the peace and be of good behaviour and notify CCPS in writing within 24 hours of any change of address, employment, or occupation. It is alleged that on the 3<sup>rd</sup> of February, 2012 he sent a threatening message by facebook to a 35 year-old female acquaintance. Police were contacted and an investigation followed. He was charged with utter threat, 2 counts of breach of undertaking and 1 count of breach of probation order. He was released to appear in court on the 21<sup>st</sup> of February, 2012.</p>
<p><strong>DOMESTIC ASSAULT</strong></p>
<p><strong>            </strong>Cornwall, ON- A 38 year-old Cornwall man was arrested on the 5<sup>th</sup> of February, 2012. It is alleged that on the 4<sup>th</sup> of February, 2012, he got into an altercation with his 46 year-old common-law wife when he assaulted her. Police were contacted and an investigation followed. He was charged with domestic assault and held in custody until court later that day. His name was not released as it would identify the victim in this incident.</p>
<p>Cornwall, ON- A 49 year-old Cornwall female was arrested on the 5<sup>th</sup> of February, 2012. It is alleged that on the 5<sup>th</sup> of February, 2012 she got into an altercation with her 54 year-old common-law husband when she assaulted him. Police were contacted and an investigation followed. She was charged with domestic assault and held in custody until court the following day. Her name was not released as it would identify the victim in this incident.</p>
<p><strong>BREACHES</strong></p>
<p><strong>            </strong>Cornwall, ON- Carleton Mitchell, 47 of Cornwall was arrested on the 5<sup>th</sup> of February, 2012. He was bound by a Probation Order with the relevant conditions of keep the peace and be of good behaviour, and abide by a curfew - be in your place of residence between the hours of 8:00 p.m. and 6:00 a.m. It is alleged that on the 5<sup>th</sup> of February, 2012 at 2:30 a.m. he was observed to be away from his residence by members of the Cornwall Community Police Service Patrol Division. He was charged with 2 counts of breach of probation order and released to appear in court on the 28<sup>th</sup> of February, 2012.</p>
<p><strong>THEFT</strong></p>
<p><strong>            </strong>Cornwall, ON- Timothy McDonald, 18 of Cornwall and a 17 year-old man also of Cornwall were arrested on the 5<sup>th</sup> of February, 2012. It is alleged that on the 5<sup>th</sup> of February, 2012 shortly after 2:30 a.m. both males were found removing property from a vehicle. Police were contacted and an investigation followed. They were both charged with 4 counts of theft under $5000.00 and 4 counts of possession of property obtained by crime. They were released to appear in court on the 28<sup>th</sup> of February, 2012. The 17 year-old man’s name was not released as per provision under the Youth Criminal Justice Act.</p>
<p><strong>DOMESTIC MISCHIEF &amp; BREAK &amp; ENTER</strong></p>
<p><strong>            </strong>Cornwall, ON- A 21 year-old of Long Sault was arrested on the 5<sup>th</sup> of February, 2012. It is alleged that on the 1<sup>st</sup> of January, 2012 he attended his 21 year-old ex-girlfriend’s residence gained entry and damaged property. Police were contacted and an investigation followed. He was charged with break and enter and domestic mischief. He was released to appear in court on the 1<sup>st</sup> of March, 2012. His name was not released as it would identify the victim.</p>
<p><strong>THEFT</strong></p>
<p><strong>            </strong>Cornwall, ON- Lee Patrick Fullerton, 48 of Cornwall was arrested on the 5<sup>th</sup> of February, 2012. It is alleged that on the 5<sup>th</sup> of February, 2012 he attend a Second Street East store and removed property without making any attempt to pay for it. He was detained by the stores Lost Prevention Officer and turned over to a member of the Cornwall Community Police Service Patrol Division. He was charged with theft under $5000.00. He was released to appear in court on the 21<sup>st</sup> of February, 2012.</p>
<p><strong>Project Paradigm Drug Bust</strong></p>
<p align="CENTER"><em><span style="font-family: Arial; font-size: x-small;">PROJECT PARADIGM IS A JOINT-FORCES DRUG ENFORCEMENT TEAM COMPRISED OF OFFICERS FROM THE ONTARIO PROVINCIAL POLICE DRUG ENFORCEMENT UNIT, CORNWALL COMMUNITY POLICE SERVICE, AND ONTARIO PROVINCIAL POLICE DETACHMENTS IN EASTERN ONTARIO.</span></em></p>
<p align="CENTER"><span style="text-decoration: underline;"><strong><span style="font-family: Arial;">Investigation results in Arrest and Seizure of Cocaine</span></strong></span></p>
<p><span style="font-family: Arial;">(Prescott, ON) &#8211; On Thursday the 2nd of February, 2012, members of the Organized Crime Enforcement Bureau (OCEB) &#8211; Drug Enforcement Unit (DEU) &#8211; Project Paradigm concluded an investigation into street level drug trafficking in the Town of Prescott.</span></p>
<p><span style="font-family: Arial;">The DEU with the assistance of the OPP Emergency Response Team, the Canine Unit and members of the Grenville County detachment executed a Controlled Drugs and Substances Act search warrant at a downtown residence. As a result, a male party was arrested.</span></p>
<p><span style="font-family: Arial;">The following seizures were made as result of the investigation:</span></p>

<p><strong><span style="font-family: Arial;">William (Billy) SAUNDERS</span></strong> <span style="font-family: Arial;">was arrested and charged with Possession for the Purpose of Trafficking &#8211; Schedule II (Cannabis Marihuana) and Possession of Property Obtained by Crime Under $5000 and is due to appear on the March 23, 2012 at the Brockville Provincial Courthouse.</span></p>

</strong>Cornwall, ON- Kevin O’Brien, 51 of Cornwall was arrested on the 1st of February, 2012. It is alleged that he was operating a motor vehicle on Marleau Avenue in the City of Cornwall while under the influence of alcohol. The male was arrested for impaired operation of a motor vehicle and transported to police headquarters for further testing which resulted in a charge of Over .80. He was released to appear in court on the 21st of February, 2012 to answer to the charge.Possession of Child Pornography</p>
<p>Cornwall, ON- Matthew Brunton, 26 of Cornwall was arrested on the 1st of February, 2012. He was bound by the provisions of a probation order with the relevant conditions to keep the peace and to not possess or view child pornography. It is alleged that on the 1st of February, 2012 a search warrant was conducted on his residence and as a result he was charged with possession of child pornography (x2), accessing child pornography and breach of probation. The male was held in custody until court the next day.</p></div>

<p><strong>            </strong>Cornwall, ON- Mitchell Sunday, 24 was arrested on the 31<sup>st</sup> of January, 2012 on the strength of two outstanding warrants. It is alleged that he failed to attend court on the 21<sup>st</sup> of June, 2011 and the 26<sup>th</sup> of July, 2011 therefore warrants were sought. He was located and held in custody until court the following day.</p>

<p><strong>POSSESSION OF PROPERTY</strong></p>

<p><strong>            </strong>Cornwall, ON- Andrew Gates, 19 of Cornwall was arrested on the 31<sup>st</sup> of January, 2012. It is alleged that on the 30<sup>th</sup> of December, 2011, he pawned property which was reported stolen. Police were contacted and an investigation followed. He was charged with possession of stolen property and released to appear in court on the 14<sup>th</sup> of February, 2012.</p>

<p><strong>            </strong>Cornwall, ON- A 12 year-old Cornwall youth was arrested on the 31<sup>st</sup> of January, 2012. The youth was bound by two probation orders with the pertinent condition to keep the peace and be of good behaviour. The youth was also bound by an undertaking with the condition to abide by the conditions of the probation orders. It is alleged that on the 31<sup>st</sup> of January, 2012 he removed property and caused damaged. Police were contacted and an investigation followed. The youth was charged with theft under $5000.00, mischief under $5000.00, 2 counts of breach of probation order and 1 counts of breach of undertaking. The youth was held in custody until court the following day. The youth’s name was not released as per provision under the Youth Criminal Justice Act.</p>

<div>A comprehensive B&amp;E booklet has also been developed with information which includes:  common reactions to a B&amp;E, things that you can do that may help, common reactions in children, helping children cope, as well as home security and helpful local resources/business listings (i.e. police services, locksmiths, alarm companies, glass companies etc.).</div>
<div>.</div>
<div>B&amp;E victims receiving the information will also be called for a follow-up by Victim Services and offered support, referrals as well as the opportunity to receive a free Home or Business Security Audit performed by trained members of the Police Services or Victim Services.  Members of Victim Services have been formally trained in Crime Prevention Through Environmental Design (CPTED).</div>

<div>The purpose of this project is to support and assist victims of a B&amp;E as well as offer recommendations on how to better protect their home and property.  Recommendations are done based on the concepts used through CPTED, the process whereby one manipulates the physical environment to produce the desired behavioural effects. By providing some basic target hardening recommendations, it is anticipated that homeowners/business owners can take some easy, economical steps to protect themselves from further incidents.&nbsp;</p>

<p><strong>ASSAULT, ASSAULT WITH WEAPON &amp; THREATS</strong></p>
<p><strong>            </strong>Cornwall, ON- A 31 year-old Cornwall man was arrested on the 27<sup>th</sup> of January, 2012. He was bound by a probation order with the conditions to keep the peace and be of good behaviour, under house arrest from 6:00 p.m. to 6:00 a.m. daily. He was also bound by recognizance with the conditions to abstain from the consumption of alcohol absolutely and to follow all his probation conditions. It is alleged that between the 26<sup>th</sup> of December, 2011 and the 31<sup>st</sup> of December, 2011, he got into an altercation with his 64 year-old mother when he assaulted her, threaten her and assaulted her with a weapon. The victim suffered minor injuries. It is also alleged that on the 26<sup>th</sup> of January, 2012 he refused to let his mother leave the residence. Police were contacted and an investigation followed. He was charged with assault, utter threats, assault with a weapon, weapons dangerous, forcible condiment, 2 counts of breach of recognizance and 3 counts of breach of probation order. He was held in custody until court the following day.</p>
<p><strong>THEFT</strong></p>
<p><strong>            </strong>Cornwall, ON- Michel Tremblay, 45 of Cornwall was charged with theft on the 27<sup>th</sup> of January, 2012. It is alleged that during August 2011, he removed property from a rental unit. Police were contacted and an investigation followed. He was charged with theft under $5000.00 and released to appear in court on the 14<sup>th</sup> of February, 2012.</p>
<p><strong>DRUGS</strong></p>
<p><strong>            </strong>Cornwall, ON- Four people were arrested on the 27<sup>th</sup> of January, 2012 for possession of controlled substances. It is alleged that shortly after 10:15 p.m. on the 27<sup>th</sup> of January, 2012, a member of the Cornwall Community Police Service Patrol Division conducted a traffic stop and found the four occupants to be in possession of what was believed to be marijuana and pills believed to be methamphetamines (speed).</p>
<p>Summer Mercure, 20, of Ingleside was charged with 2 counts of controlled substances and released to appear in court on the 16<sup>th</sup> of February, 2012.</p>
<p>Noah Lascelle, 18, of Cornwall was charged with 2 counts of controlled substances and released to appear in court on the 16<sup>th</sup> of February, 2012.</p>
<p>Brandon Secord, 18, of South Stormont was charged with 2 counts of controlled substances and released to appear in court on the 16<sup>th</sup> of February, 2012.</p>
<p>Pierre Godard, 18, of Cornwall was charged with 2 counts of controlled substances and released to appear in court on the 16<sup>th</sup> of February, 2012.</p>
<p><strong>DOMESTIC THREATS &amp; MISCHEIF</strong></p>
<p><strong>            </strong>Cornwall, ON- A 28 year-old Cornwall man was arrested on the 27<sup>th</sup> of January, 2012. He was bound by two separate recognizance with the relevant conditions to not have any communication with or attend his 34 year-old ex-girlfriend’s residence except in the presence of a police officer for belongings, as well as abstain from alcohol absolutely. He was also bound by a probation order with the relevant condition to keep the peace and be of good behaviour. It is alleged that on the 27<sup>th</sup> of January, 2012 he attended his 34 year-old ex-girlfriend’s residence and got into an altercation with her when her threaten her and caused damage. Police were contacted and an investigation followed. He was charged with domestic mischief, utter threats, 4 counts of breach of recognizance and 1 counts of breach of probation order. He was held in custody until court the following day.</p>
<p><strong>WARRANT</strong></p>
<p><strong>            </strong>Cornwall, ON- Paul Buckshot, 39 of Akwesasne was arrested on the 29<sup>th</sup> of January, 2012 under the strength of two outstanding warrants. It is alleged that he failed to attend court on the 18<sup>th</sup> of December, 2008 as well as on the 19<sup>th</sup> of January, 2009. He was released to appear in court on the 14<sup>th</sup> of February, 2012.</p>
<p><strong>FAIL TO PROVIDE BREATH &amp; DRUGS</strong></p>
<p><strong>            </strong>Cornwall, ON- Mohsen Damghani, 21 of Cornwall was arrested on the 29<sup>th</sup> of January, 2012. He was bound by a probation order with the conditions to abstain from the purchase/possession/<wbr>consumption of alcohol also to abstain from the purchase/possession/<wbr>consumption of drugs and to keep the peace and be of good behaviour. It is alleged that shortly prior to 2:30 a.m. on the 29<sup>th</sup> of January, 2012, a member of the Cornwall Community Police Service Patrol Division conducted a traffic stop and found the driver to have an odour of an alcohol beverage on him breath. He was requested to provide a suitable sample into an approved instrument when her refused. Further investigation revealed that he was in possession of a controlled substance believed to be marijuana. He was charged with fail to provide breath sample, possession of a controlled substance and 3 counts of breach of probation order. He was released to appear in court on the 14<sup>th</sup> of February, 2012.</wbr></wbr></p>
<p><strong>BREACH</strong></p>
<p><strong>            </strong>Cornwall, ON- Matthew Sawyer, 25 of Cornwall was arrested on the 29<sup>th</sup> of January, 2012. He was bound by a recognizance with the relevant condition not to be away from his residence save and except when in the company of his surety. He was also bound by a probation order with the condition of with the relevant condition to keep the peace and be of good behaviour. It is alleged that 29<sup>th</sup> of January, 2012 he was observed to be away from his residence by a member of the Cornwall Community Police Service Patrol Division. He was charged with breach of probation order and breach of recognizance. He was held in custody until court the following day.</p>
<p><strong>BREAK &amp; ENTER</strong></p>
<p><strong>            </strong>Cornwall, ON- The Cornwall Community Police Service is currently investigating a break and enter that occurred on the 29<sup>th</sup> of January, 2012 at a Second Street West residence. The suspect(s) gained entry by climbing onto the balcony and entered a window. The suspect(s) proceeded to remove a 42” Toshiba LCD flat screen television with a 10” black and silver sub-woofer. <p>The stop revealed that the 27yr old male driver (Cory PERKINS of Augusta Township) was operating a vehicle under the influence of alcohol.</p>
<p>He was arrested and faces charges of:</p>

<li>Impaired Operation / Motor Vehicle</li>
<li>Exceed 80 Milligrams Blood Alcohol Content</li>
</ul>

(South Glengarry) – On 29Jan12, at approximately 11:00pm, SD&amp;G OPP officers responded to a report of a theft of a snowmobile on Loyalist Road, South Glengarry Township.</strong></strong></p>
<p>The investigation revealed that sometime during the day unknown suspect(s) attended a residence and removed a 1998 Polaris snowmobile.</p>
<p>The investigation is ongoing.</p>

<p>Zainab, (19), Sahar, (17), and Geeti, (13) Shafia , as well as Rona Amir Mohammad, 52, their father&#8217;s childless first wife in a polygamous marriage were found dead in a vehicle in Kingston Ontario.</p>
<p>It was a strange case resulting in the Shafia family being arrested and now convicted for First Degree murder.</p>
<p>The murders of this Montreal family stem from an &#8220;Honour System&#8221; practiced by this family from Afghanistan.    This sense of honour seems quite odd to many here in Canada; and of course placing the dead bodies in a car and putting it in a canal didn&#8217;t seem &#8220;honorouble&#8221; either?</p>
<p>Mohammad Shafia, his wife and son have been found guilty of four counts of murder which carry a minimum of 25 years in jail.</p>
<p>In the purest sense this was simply a sad murder case that resulted in a family&#8217;s destruction.  It also sends a loud message to Canadians that our laws should be observed, and if they wish to practice such barbarity that perhaps immigration to Canada isn&#8217;t the solution to their life goals?</p>
<p>It also is grist for discussion around this Country, and the world about the roles of women and rights of women.</p>

<p>We live in a gracious country that tries to accommodate newcomers,  and we as a country should always be welcoming and allow people to retain and add their culture to ours; but certain practices have to be left at the border, and for the vast majority of people that come to our country those are not issues; but for the Shafia family sadly; that lesson has been delivered home by our Canadian justice system, and hopefully a message to those that would hurt their families within our borders.</p>

<p><strong>FRAUD and SCAM INFORMATION</strong></p>
<p><strong>            </strong>Cornwall, ON – The Cornwall Community Police Service recognizes that its’ not always easy to spot a scam and that new ones are invented on a daily basis. If you suspect that you may be a target of fraud, or if you have already sent funds, don’t be embarrassed, you’re not alone.  The Cornwall Community Police Service along with the Canadian Anti-Fraud Centre would like to inform you of some frauds reported in our community and wish to provide you with Crime Reduction tips to reduce the risk.</p>
<p align="center"><strong>How Can I recognize a Scam?</strong></p>
<p><strong><span style="text-decoration: underline;">If It sounds too good to be true</span></strong></p>
<ul>
<li>You&#8217;ve won a big prize in a contest that you don&#8217;t recall entering. You&#8217;re offered a once-in-a-lifetime investment that offers a huge return. You&#8217;re told that you can buy into a lottery ticket pool that cannot lose.</li>
</ul>
<p>In the last few months, police have received several reports of telephone calls advising citizens that they have won money and/or a lottery. The caller asks for all your confidential banking and/or credit card information. Honest businesses do not require these details unless you are using that specific method of payment.</p>
<p>Always research the caller’s telephone number and business prior to providing any personal information. If the company or number is believed to be associated to a scam or fraud a warning will be attached to it.  These types of scams are difficult to trace and the suspects are sometimes not found.</p>
<p><strong><span style="text-decoration: underline;">You must pay or you can&#8217;t play</span></strong></p>
<ul>
<li>“You’re a winner!” but you must agree to send money to the caller in order to pay for delivery, processing, taxes, duties or some other fee in order to receive your prize. Sometimes the caller will even send a courier to pick up your money.</li>
</ul>
<p><strong><span style="text-decoration: underline;">Will that be cash&#8230; or cash?</span></strong><strong></strong></p>
<ul>
<li>Often criminal telemarketers ask you to send cash or a money order, rather than a cheque or credit card. Cash is untraceable and can&#8217;t be cancelled. Also, criminals also have difficulty in establishing themselves as merchants with legitimate credit card companies.</li>
</ul>
<p><strong><span style="text-decoration: underline;">It&#8217;s the manager calling</span></strong><strong></strong></p>
<ul>
<li>The person calling claims to be a government official, tax officer, banking official, lawyer or some other person in authority. The person calls you by your first name and asks you a lot of personal or lifestyle questions (like how often do your grown children visit you?). This should be making you think of a scam. Hang-up!</li>
</ul>

<p><strong><span style="text-decoration: underline;">Online Scams</span></strong></p>
<p>A recent report was submitted from a resident advising that Canada Revenue had sent an email informing of a payable refund for taxes by simply clicking on a link. The link requested personal and banking information for a direct deposit and confirmation of bank account. The fraud was caught when the complainant found spelling mistakes in the document and confirming the email with a trusted accountant and government officials.</p>
<p>The government officials have confirmed that they would not send any pertinent information by email and all important documents would be sent by mail directly to your home.</p>
<p><strong><span style="text-decoration: underline;">It&#8217;s a limited opportunity and you&#8217;re going to miss out</span></strong><strong></strong></p>
<ul>
<li>If you are pressured to make a big purchase decision <strong>immediately</strong>, it&#8217;s probably not a legitimate deal. Real businesses or charities will give you a chance to check them out or think about it.</li>
</ul>
<p align="center"><strong>What can I do to protect myself?</strong></p>
<p>Remember, legitimate telemarketers have nothing to hide</p>
<ul>
<li>However, criminals will say anything to part you from your hard-earned money.</li>
<li>Be cautious.<br />
You have the right to check out any caller by requesting written information, a call back number, references and time to think over the offer.</li>
</ul>
<p>Legitimate business people will be happy to provide you with that information. After all, they want the &#8220;bad guys&#8221; out of business too. Always be careful about providing confidential personal information, especially banking or credit card details, unless you are certain the company is legitimate. And, if you have doubts about a caller, your best defense is to simply hang up. It&#8217;s not rude – it&#8217;s smart.</p>
<p>If you&#8217;re in doubt, it&#8217;s wise to ask the advice of a close friend or relative, or even your banker. Rely on people you can trust.</p>
<p>Remember, you can <strong>Stop Phone Fraud &#8211; Just Hang Up!</strong></p>
<p>I suspect that a relative or friend is being targeted by unscrupulous telemarketers. What can I do?</p>
<p><strong><span style="text-decoration: underline;">Watch for any of these warning signs</span></strong></p>
<ul>
<li>a marked increase in the amount of mail or emails with too-good-to-be-true offers</li>
<li>frequent calls offering get-rich-quick schemes or valuable awards, or numerous calls for donations to unfamiliar charities</li>
<li>a sudden inability to pay normal bills</li>
<li>Any emails from government or banks</li>
<li>Requests for loans or cash online or telephone.</li>
<li>banking records that show cheques or withdrawals made to unfamiliar companies</li>
<li>Secretive behaviour regarding phone calls.</li>
</ul>
<p>If you suspect that someone you know has fallen prey of a scam or a fraud, don&#8217;t criticize them for being naïve. Encourage that person to share their concerns with you about unsolicited calls or any new business or charitable dealings. Assure them that it is not rude to hang up on suspicious calls. Keep in mind that criminal are relentless in hounding people – some victims report receiving 5 or more calls a day, wearing down their resistance. And, once a person has succumbed to this ruthless fraud, their name and number will likely go on a &#8220;sucker list&#8221;, which is sold from one crook to another.</p>
<p><strong>According to the Canadian Anti-Fraud Centre, the top three scams are as follows:</strong></p>
<p><strong>Service Scam</strong></p>
<p>Any false, deceptive or misleading promotion of services or solicitation for services. These scams typically involve third parties that make offers for telecommunications, internet, finance, medical and energy services. This category of scams may also include, but is not limited to, offers such as extended warranties, insurance and sales services.</p>
<p><strong>Prize Pitch</strong></p>
<p>One of the most common scams is the &#8220;prize pitch&#8221;. Consumers are told they have been specially selected to win a prize, or have been awarded one of three or two of five prizes. These prizes usually include cash or a vehicle. You must purchase a product and pay in advance to receive your prize. These products may include &#8220;coin collections&#8221;, personalized pen sets, etc. The products are generally cheap or overpriced, but may sound valuable over the phone.</p>
<p><strong>Remember, in a legitimate contest you do not have to purchase a product to qualify for a prize.</strong></p>
<p>You may also encounter the &#8220;sweepstakes scam&#8221;. After entering a fake sweepstakes contest in the mail, you will receive a call within two to four weeks from a fraudulent telemarketer. This person will usually identify themselves as a lawyer, judge, customs agent or other official. They will represent themselves as an agent for a particular company. You will be told that you have won a large cash award, but money must be sent up front for taxes, etc.</p>
<p><strong>Emergency or &#8220;Grandparent&#8221; Scam</strong></p>
<p>Though the “Emergency Scam” (or sometimes referred to as the “Grandparent Scam”) has been around for years, the Canadian Anti-Fraud Centre warns the public to be on alert after noting a marked increase in the number of complaints in the last two months.</p>
<p>In the typical scenario, a grandparent receives a phone call from a con-artist claiming to be one of his or her grandchildren.  The caller goes on to say that they are in some kind of trouble and need money immediately. Typically they claim being in a car accident, trouble returning from a foreign country or they need bail money. .</p>
<p>Victims don&#8217;t verify the story until after the money has been sent as the caller specifically asks that they do not want other relatives to know what has happened.  &#8221;</p>
<p>Wanting to help their grandchild, the victim sends money by a money transfer company such as Money Gram or Western Union.</p>
<p>Variations on the scam exist such as an old neighbour, a friend of the family etc. but predominantly the emergency scam is directed toward the grandparents.</p>

<p><strong>            </strong>Cornwall, ON- A 15 year-old Cornwall youth was arrested on the 23<sup>rd</sup> of January, 2012. She was bound by an undertaking with the relevant conditions to attend school without truancy, and keep the peace and be of good behaviour. It is alleged that on the 23<sup>rd</sup> of January, 2012, she failed to attended school. Police were contacted and an investigation followed. She was charged with 2 counts of breach of undertaking and held in custody until court the following day. The youth’s name was not released as per provision under the Youth Criminal Justice Act.</p>

<p>Cornwall, ON- A 29 year-old Cornwall man was arrested on the 23<sup>rd</sup> of January, 2012. He was bound by a probation order with relevant conditions to keep the peace and be of good behaviour, and not to be within 50 meters of place of residence, employment, worship of his 24 year-old ex-girlfriend. It is alleged that on the 23<sup>rd</sup> of January, 2012 he attended his ex-girlfriend’s residence. Police were contacted and an investigation followed. He was charged with 2 counts of breach of probation order and released to appear in court on the 6<sup>th</sup> of March, 2012. His name was not released as it would identify the victim in this incident.</p>

<p>Cornwall, ON- Christopher Heisler, 21 of Cornwall was arrested on the 24<sup>th</sup> of January, 2012. He was bound by an undertaking with the condition to report to a specific society as required. It is alleged that on the 10<sup>th</sup> and the 20<sup>th</sup> of January, 2012 he failed to attended a scheduled appointment. Police were contacted and an investigation followed. He was charged with breach of undertaking and held in custody until court later that day.</p>

<p><strong>            </strong>Cornwall, ON- Tracy Coleman, 31 of Cornwall was arrested on the 24<sup>th</sup> of January, 2012 under the strength of an outstanding warrant. It is alleged that she failed to attend court on the 20<sup>th</sup> of December, 2011 and a warrant was sought. She turned herself into police and was released to appear in court on the 7<sup>th</sup> of February, 2012.</p>

The youth has been in a verbal altercation and fled on foot. He was located a short time later by police and returned. Further information revealed the youth had caused damage within the home during a situation on January 21, 2012. He was arrested, charged and released with conditions. Police re-attended the residence shortly thereafter following a report the youth was being defiant to conditions imposed.</span></p>

<p><span style="font-family: 'Times New Roman';">(SD&amp;G) – On January 23, 2012, SD&amp;G OPP officers were kept busy responding to calls for service after wet road conditions turned icy as temperatures dropped late afternoon. From approximately 4:00pm into late evening, police responded to a total of 32 traffic related calls (Stormont-4, Dundas-4, Glengarry-24!) from vehicles in the ditch to property damage collisions. Fortunately, no injuries resulted.</span></p>

She was also bound by a probation order with the relevant conditions to keep the peace and be of good behaviour and to attend for counseling as directed by your youth worker. It is alleged that on the 20<sup>th</sup> of January, 2012 she was refusing to participate in school and counseling. Police were contacted and an investigation followed. She was charged with 2 counts of breach of recognizance and 2 counts of breach of probation. She was held in custody until court on the 23<sup>rd</sup> of January, 2012. The youth’s name was not released as per provision under the Youth Criminal Justice Act.</p>
<p>Cornwall, ON- Philip Collins, 48 of Cornwall was arrested on the 20<sup>th</sup> of January, 2012. He was bound by a Undertaking with the relevant conditions to abide by a curfew of 9pm-6am and to keep the peace and be of good behaviour. It is alleged that on the 19<sup>th</sup> of January, 2012 at 5:00 a.m. he was observed by a member of the Cornwall Community Police Service Patrol Division to be away from his residence. He was charged with 2 counts of breach of undertaking and released to appear in court on the 7<sup>th</sup> of February, 2012.</p>
<p>Cornwall, ON- Christopher Degonzaque, 38 of Akwesasne was arrested on the 20<sup>th</sup> of January, 2012. He was bound by a probation order with the pertinent condition to abstain from possession and consumption of alcohol and keep the peace and be of good behaviour. It is alleged that on the 20<sup>th</sup> of January, 2012 he was found to be in the possession of alcohol. He was charged with 2 counts of breach of probation order. He was released to appear in court on the 7<sup>th</sup> of February, 2012.</p>
<p>Cornwall, ON- A 17 year-old Cornwall youth was arrested on the 20<sup>th</sup> of January, 2012. He was bound by 4 separate youth probation order with the conditions of to abide by the following condition: to keep the peace and be of good behaviour, to reside at an address approved by the Youth Worker and be amenable to the routine and discipline at such place. It is alleged that on the 19<sup>th</sup> of January, 2012 he attended a 32 year-old acquaintance residence and removed property. Police were contacted and an investigation followed. He was charged with 2 counts of breach of youth probation order. His name was not released as per provision under the Youth Criminal Justice Act.</p>
<p>Cornwall, ON- A 19 year-old Cornwall Long Sault was arrested on the 22<sup>nd</sup> of January, 2012. He was bound by a probation order with the relevant conditions to keep the peace and be of good behaviour. He was also bound by a Youth Criminal Justice Act probation order with the relevant condition to keep the peace and be of good behaviour, abide by a curfew of 11 p.m. to 7 a.m. and to abstain from the use of alcohol. It is alleged that on the 22<sup>nd</sup> of January, 2012 shortly after 2:30 a.m. he was found to be under the influence of alcohol and away from his residence by members of the Cornwall Community Police Service Patrol Division. He was charged with breach of probation and 3 counts of breach of Youth Criminal Justice Act probation order. He was released to appear in court on the 6<sup>th</sup> of March, 2012 to answer to the charges. His name was not released as per provision under the Youth Criminal Justice Act.</p>
<p><strong>THEFT &amp; BREACHES</strong></p>
<p><strong>            </strong>Cornwall, ON- Rebecca Dillabaugh, 31 of Cornwall was arrested on the 21<sup>st</sup> of January, 2012. She was bound by a probation order with the relevant condition to keep the peace and be of good behavior. It is alleged that on the 21<sup>st</sup> of January, 2012 she attended a Water Street store and removed property without making any attempt to pay. She was detained by the store’s lost prevention officer and turned over to a member of the Cornwall Community Police Service Patrol Division. She was charged with theft under $5000.00 and breach of probation order. She was released to appear in court on the 14<sup>th</sup> of February, 2012.</p>
<p><strong>ASSAULT</strong></p>
<p><strong>            </strong>Cornwall, ON- Angus MacDonald, 71 was arrested on the 21<sup>st</sup> of January, 2012. It is alleged that on the 21<sup>st</sup> of January, 2012 he attended a First Street restaurant and got into an altercation with two 41 year-old staff members when he assaulted them. The victims were not injured. Police were contacted and an investigation followed. He was charged with 2 counts of assault and released to appear in court on the 21<sup>st </sup>of February, 2012 to answer to the charges.</p>
<p><strong>DOMESTIC ASSAULT &amp; MISCHIEF</strong></p>
<p><strong>            </strong>Cornwall, ON- A 61 year-old Cornwall man was arrested on the 22<sup>nd</sup> of January, 2012. It is alleged that on the 22<sup>nd</sup> of January, 2012 he attended a Second Street establishment and got into an altercation with his 48 year-old common-law wife when he assaulted her and caused damage to the establishment. The victim was not injured. Police were contacted and an investigation followed. He was charged with 2 counts of mischief under $5000.00 and domestic assault. He was held in custody until court the following day. His name was not released as it would identify the victim in this incident.</p>

<li>Three (3) investigations at Cornwall’s Port of Entry;</li>
<li>Six (6) investigations in South Glengarry, Ontario; and</li>
<li>Four (4) investigations in Cornwall, Ontario;</li>

<p>These seizures resulted in the arrest of thirteen (13) individuals who have been charged separately with the following offences:</p>
<ul>
<li>On December 22nd, 2011, Timothy McCormick (age 30) from Avonmore, Ontario, was charged under the Excise Act 2001 after being found to be in possession of 20 cases of contraband tobacco products.  The 2004 van driven by McCormick was seized.</li>
<li>On December 23rd, 2011, Brittney Skidders (age 24) from Hogansburg, NY, was charged under the Excise Act 2001 after being stopped at Cornwall’s Port of Entry with one (1) case of contraband tobacco, later found to be infested with an unknown bug.  Skidders’ 2005 pickup truck was also seized.</li>
<li>On January 1st, 2012, a male (age 33) from Rochester, NY, was arrested at Cornwall’s Port of Entry for failing to declare close to $15,000 in US currency.  This matter has been referred to RCMP Kingston’s Proceeds of Crime Unit for further investigation.</li>
<li>On January 3rd, 2012, as a result of an OPP Commercial traffic stop, Marshall McComber (age 23) and Evan Williams (age 20), both from Kahnawake, Quebec, were charged under the Excise Act 2001 after their rental cube van was searched and found to contain approx. 6,000 pounds of fine cut tobacco.</li>
</ul>
<ul>
<li>On January 4th, 2012, Michael Somerstein (age 55) from Williamstown, Ontario, was stopped by CRTF members and found to be in possession of an axe.  Investigation of Somerstein revealed he was on a Probation Order.  As a result, he was charged for breaching one of the conditions of his order and was held in custody pending a bail hearing.</li>
<li>On January 4th, 2012, Joseph Lavare (age 22) from Bombay, NY, was stopped leaving a Cornwall residence and found to be in possession of twenty (20) cases of contraband cigarettes.  Lavare was charged under the Excise Act 2001 and the 2004 crossover vehicle he was driving was seized.  Later that day, CRTF members obtained and executed a search warrant to search the Cornwall residence, resulting in the arrests of Robert Cole (age 45) and Robyn Jacco (age 29), both from Cornwall, Ontario.  They have both been charged under the Excise Act 2001 for being in possession of thirty (30) cases of contraband tobacco.  In addition to the contraband seized, CRTF members seized a 2003 pickup truck and approximately $4,200 (CDN) currency.</li>
<li>On January 9th, 2012, CRTF members on patrol in Glen Walter, Ontario, noticed a suspicious vehicle parked at the Precious Blood Church.  Upon closer examination, Christian Searle (age 21) from Summerstown, Ontario, was found to be smoking marihuana.  Searle faces a charge under the Controlled Drugs and Substances Act as he was found to be in possession of more than 30 grams of marihuana.</li>
<li>In the early hours of January 10th, 2012, CRTF members observed a vessel, occupied by two (2) unknown males, unloading twenty-eight (28) cases of contraband cigarettes onto the shores of Hamilton Island.  As members approached to effect arrests, the two males fled on their vessel.  The contraband along with a 2004 van was seized.</li>
<li>On January 16th, 2012, after observing what appeared to be a contraband transaction taking place at Cornwall’s Wharf, CRTF members stopped Michael Fodey (age 25), from Cornwall, Ontario.  Fodey was found to be in possession of twenty four (24) cases of contraband cigarettes.  He was charged under the Excise Act 2001 and the 1990 pickup truck he was driving was also seized.</li>
<li>On January 17th, 2012, further to an investigation conducted by members of the CRTF,  Georges Raymond (age 28) and Frantzy Jean (age 27) both from Ottawa, Ontario, were arrested for being in possession of marihuana.  Raymond was subsequently charged for breaching the conditions of his probation order.  Jean was charged with obstructing a peace officer by initially providing CRTF members a false name.  Jean was also charged with three (3) counts of failing to comply with the conditions of his recognizance.  Both, Raymond and Jean, were held in custody pending their bail hearings.</li>
<li>In three (3) other separate investigations, two (2) involving contraband tobacco products and one (1) involving a drug seizure, charges were not laid against individuals due to the minimal quantity involved.</li>

<div>The individuals noted above, who have been charged under the provisions of the Excise Act 2001, also face charges under the provincial Tobacco Tax Act for possession of unmarked cigarettes.</div>

<p><strong>            </strong>Cornwall, ON- A 28 year-old Cornwall female was arrested on the 17<sup>th</sup> of January, 2012. She was bound by an undertaking with the relevant conditions to abstain from the communication directly or indirectly with her 31 year-old boyfriend and to keep the peace and be of good behaviour. It is alleged that on the 17<sup>th</sup> of January, 2012, she was observed by a member of the Cornwall Community Police Service Patrol Division to be with the male. She was charged with 2 counts of fail to comply with undertaking and released to appear in court on the 28<sup>th</sup> of February, 2012. Her name was not released as it would identify the male in this incident.</p>

<p><strong>CRIMINAL HARASSMENT &amp; THREATS</strong></p>

<p><strong>            </strong>Cornwall, ON- A 31 year-old Cornwall man was arrested on the 17<sup>th</sup> of January, 2012. It is alleged that between the 16<sup>th</sup> of January, 2012 and the 17<sup>th</sup> of January, 2012 he continuously contacted his 36 year-old ex-girlfriend and her 30 year-old sister by telephone. It was also alleged that he had threaten his ex-girlfriend. Police were contacted and an investigation followed. He was charged with 2 counts of criminal harassment and threats. He was held in custody until court later that day. His name was not released as it would identify the victim in this incident.</p>

<p><strong>            </strong>Cornwall, ON- Justin Dumont, 30 of Cornwall was arrested on the 17<sup>th</sup> of January, 2012 under the strength of an outstanding warrant. It is alleged that on the 20<sup>th</sup> of December, 2011 he failed to attend for fingerprints and a warrant was sought. He was located and held in custody until court later that day.</p>

<p><strong>            </strong>Cornwall, ON- Kevin Simser, 27 of Cornwall was arrested on the 17<sup>th</sup> of January, 2012. He was bound by an undertaking with the relevant condition to keep the peace and be of good behaviour. It is alleged that on the 17<sup>th</sup> of January, 2012 while at a bus stop on Walton Street he stole a 36 year-old women’s purse and fled the area. The victim was not injured. Police were contacted and an investigation followed. He was located and charged with theft under $5000.00 and breach of undertaking. He was released to appear in court on the 14<sup>th</sup> of February, 2012.</p>
<p>Cornwall, ON- Donald Primeau, 50 of Cornwall was arrested on the 17<sup>th</sup> of January, 2012. He was bound by a probation order with the relevant condition to keep the peace and be of good behaviour. It is alleged that on the 17<sup>th</sup> of January, 2012 he attended a Campbell Street business and removed a wallet from a 29 year-old’s office. Police were contacted and an investigation followed. He was located and charged with theft under $5000.00 and breach of probation order. He was released to appear in court on the 14<sup>th</sup> of February, 2012.</p>
<p><strong>BREACH OF PROBATION</strong></p>
<p><strong>            </strong>Cornwall, ON- Mathieu Labrecque, 21 of Cornwall was arrested on the 17<sup>th</sup> of January, 2012. He was bound by a probation order with the relevant conditions not to associate, contact or hold any communication directly or indirectly with a certain male and keep the peace and be of good behaviour. It is alleged that on the 17<sup>th</sup> of January, 2012 he was observed by a member of the Cornwall Community Police Service Patrol Division to be with the said male. He was charged with 2 counts of breach of probation order and released to appear in court on the 7<sup>th</sup> of February, 2012.</p>
<p><strong>BREAK &amp; ENTER, ASSAULT &amp; MISCHIEF</strong></p>
<p><strong>            </strong>Cornwall, ON- A 17 year-old Cornwall youth was arrested on the 17<sup>th</sup> of January, 2012. It is alleged that on the 16<sup>th</sup> of January, 2012, he attended a 23 year-old acquaintances residence, assaulted him, damaged property and forced his way back into the residence. The victim was not injured. Police were contacted and an investigation followed. He was charged with break &amp; enter, mischief under $5000.00 and assault. He was released to appear in court on the 9<sup>th</sup> of February, 2012. His name was not released as per provision under the Youth Criminal Justice Act.</p>
<p><strong>BREACH &amp; DRUGS</strong></p>
<p><strong>            </strong>Cornwall, ON- Cody Cryderman of Ingleside was arrested on the 17<sup>th</sup> of January, 2012. He was bound by a recognizance with the relevant conditions remain out of the City of Cornwall unless accompanied by your surety or while attending court, abstain from the use and/or possession of illicit drugs and keep the peace and be of good behaviour. It is alleged that on the 17<sup>th</sup> of January, 2012 he was observed by a member of the Cornwall Community Police Service Patrol Division within the city. He was found to be in possession of a control substance believed to by cocaine. He was charged with possession of a controlled substance and 3 counts of breach of recognizance.  He was held in custody until court the following day.</p>

<p><strong>            </strong>Cornwall, ON- Members of the Cornwall Community Police Service Emergency Response Team and Street Crime Unit executed a search warrant shortly before 11:30 p.m. on the 16<sup>th</sup> of January, 2012 at a St. Felix Street residence. The Cornwall Community Police Service received information regarding stolen firearms which were reported to be inside the residence. As a result of the investigation, 5 people were detained pending further investigation.</p>

<p><strong>            </strong>Cornwall, ON- Shawn Jenkins, 32 of Cornwall was arrested on the 16<sup>th</sup> of January, 2012. It is alleged that on the 16<sup>th</sup> of January, 2012 he attended a Second Street store and removed property making no attempt to pay for the merchandise. He was detained by the store’s Lost Prevention officer and turned over to a member of the Cornwall Community Police Service Patrol Division. He was charged with theft under $5000.00 and released to appear in court on the 7<sup>th</sup> of February, 2012.</p>

<p><strong>            </strong>Cornwall, ON- Cameron Harvey, 21 of Albion NY was arrested on the 16<sup>th</sup> of January, 2012. It is alleged that on the 16<sup>th</sup> of January, 2012 he was operating a motor vehicle, entered the Canadian port of entry and was found to be under the influence of alcohol. He was arrested by the Canadian Boarder Services Agency and turned over to a member of the Cornwall Community Police Service.  He was charged with over .80 and released to appear in court on the 24<sup>th</sup> of January, 2012 to answer to the charge.</p>

<p><strong>ASSAULT WITH WEAPON, MISCHIEF &amp; BREACHES</strong></p>

<p><strong>            </strong>Cornwall, ON- Cory Rocheleau, 23 of Cornwall were arrested on the 16<sup>th</sup> of January, 2012. It is alleged that on the 17<sup>th</sup> of January, 2012 he got into an altercation with a 17 year-old male acquaintance when he struck him with a fire extinguisher. The victim suffered minor injuries and was transported to hospital for medical treatment. Police were contacted and an investigation followed. He was charged with assault with a weapon and released to appear in court on the 7<sup>th</sup> of February, 2012.</p>
<p>Jordan Chandonnet, 21 of Cornwall was also arrested on the 16<sup>th</sup> of January, 2012. He was bound by an undertaking with the pertinent condition to keep the peace and be of good behaviour and abstain from the consumption of alcohol. It is alleged that during the altercation he damaged property. He was charged with mischief under $5000.00 and 2 counts of fail to comply with undertaking. He was released to appear in court on the 7<sup>th</sup> of February, 2012 to answer to the charges.</p>

He was charged with assault and released to appear in court on the 7<sup>th</sup> of February, 2012.</p>

<p>Cornwall, ON- The Cornwall Community Police Service is currently investigating a break and enter that occurred on the 16<sup>th</sup>of January, 2012 at a St. Felix Street residence. The suspect(s) gained entry by a rear door and proceeded to remove a 42” plasma Samsung television, a gold watch, gold ring and assorted frozen meats.
