Language Rights Group stands in Solidarity with Lab Tech Heather Villeneuve – Is Cornwall pushing for Bilingual Business Signs?

CFNLanguage Fairness for All held a rally in front of the Cornwall Community Hospital this afternoon in support of Heather Villeneuve, the medical lab tech who claims that she can’t get a job at CCH due to oppressive bilingual language requirements, as per CFN’s recent report.

Heather Villeneuve told CFN that she’s “absolutely flabbergasted” over the amount of support she’s been receiving since she and South Stormont Mayor Bryan McGillis were interviewed by CFN two weeks ago.

Heather finds herself pumping gas for a living rather than working in the job for which she is trained – a job that would allow her to pay off her college debt. She explained that hospital Lab Technicians have minimal contact with the public, yet she is denied the opportunity to work at the Cornwall Community Hospital because she isn’t high level French qualified. But, then again, that can likely be said of the vast majority of Cornwallites who claim to speak French.

So why does the hospital throw that barrier in front of Anglophones and other non-Francophones?? Why do applicants whose first language is not French have to acquire a level of proficiency in French which far surpasses that of the people whom they seek to serve? Can Helene Periard, Jeanette Despatie, Jean Lecompte or anyone else provide a believable answer to the question?

She “didn’t realize how much trouble the entire community was having with this issue … we need to make everyone aware of the discrimination that’s happening here.”

In our video clip viewers will hear Villeneuve speak of a plight she shares with a rapidly increasing number of working people here in Ontario, and spreading across the country, that of finding no fairness in language laws and other policies which, according to language rights activists like Howard Galganov, infringe upon the rights of us all. LFA spokesman, Chris Cameron, also spoke to us on camera. He reports having received complaints from area business people who are allegedly being pressured by local politicians and City employees to replace their unilingual English commercial signage with, you guessed it, “bilingual” signs.

It makes no matter whether or not the business owner and staff can speak English and French, as would be implied by the displaying of such signs. Can you imagine how many thousands of signs there are in Cornwall alone that would have to be tossed out and replaced with bilingual signs, and at what cost, and for what purpose! Remember, we’re talking any sign that isn’t 50/50 English/French. Under these oppressive sign bylaws (which Cornwall hasn’t OFFICIALLY adopted yet), all-French, all-English, all-any other language of your choice signage would have to go – even if the business’ customers speak neither English nor French! Hello!

Cameron ended his presentation with an appeal for everyone to stand up for the inalienable right of Canadians to freedom of speech, a right that is supposed to be guaranteed by the Canadian Charter of Rights and Freedoms, a right which at least one judge has gone on record as saying can be over-ruled. He invites everyone to attend the 7 p.m. November 13th meeting of the South Glengarry Township Council where Howard Galganov will make an appeal that the Council adopt a Resolution, similar to the recent Bylaw of South Stormont, agreeing NEVER to trample on the right of Canadian’s to express themselves in the language of their choice.   2. I think what they did is terrible and no doubt so do the majority of Quebecers. Unfortunately there are extremist on both sides, francophones and anglophones, who enjoy causing trouble for the sake of causing trouble. They are a small minority.

    You omit the FACT that Quebec is UNILINGUAL FRENCH ONLY!!!
    AND, New Brunswick may very well be bilingual but I am afraid the words “has chosen to be” are a TOTAL LIE and misconception because THE 65-70% majority English PEOPLE in New Brunswick certainly DID NOT choose for New Brunswick to be bilingual. It was FORCED upon them by “the French powers that be” just like the French are forcing their language upon all of the rest of the majority English Canadians. These are also likely the same ones that are running the show in THAT “province” that is not all growed up and a country of it’s own yet. Quebec. 🙂

    Take your 4-8% (perhaps 20% – if we include that fascist province of Quebec and the forced into bilingualism province of New Brunswick) French pals with you to Russia and try to force them to do everything majority English Canadians have agreed to do to try to support your failing language and see what kind of reaction you would get there. They would tell you what to do with your stupid laws and pressure groups.

    Howard just happens to be one of the folks we admire for standing up and actually doing something. We don’t have to agree with everything he stands for to agree with him on this topic/message.     This is the whole idea with Stella’s propaganda to detract from the subject by insulting groups & individual rather then dealing with the subject.

    LFA supports Howard’s fight for Freedom of Expression, plain & simple. At the same time LFA fights for fair government hiring policies, plain & simple.

    We have completely detracted from the subject of Heather Villeneuve’s language discrimination at CCH. This is what we should be discussing, ways to help our young people gain employment in their own community. English is the common language & ALL other languages should be considered an asset.

    Why is language trumping education & experience????

Russell township does not want to play favorites when it comes to the two official languages .. by law then finds the predominantly french speaking population of Russell township can respect the english part of the population..by deciding that both languages have equal standing,,,,not one over the other and any other language is not ever prohibited in adding to that bylaw.clearly they are respectful of 2 official languages,…with respect to the bilingual designation… respect for the population both french english and whatever…. there …is that to technical for you all? meanwhile more taxpayers money is used and more donations are begged for by CLF and LFA . no surprise here when the court will decide . no where does the by-law say no other language is permiteed.. just respect the 2 official languages of Canada… that is the worst part for this small group accepting that Canada actually has two official languages …tomorrow`s ruling by the court will change nothing..because it will go nowhere.it will be decided but will that put an end to the bickering nope..!!

    You are misinformed there is no taxpayer money going to these groups only francophone groups-you know the 200+ francophone groups in Ontario alone.

    For you folks out there who read but do not write:

    Consider this :When a position is designated bilingual (50%+) in hospital (100%) Health unit, ect,ect- only applicants that are bilingual are considered no matter the education or experience of those other uni-lingual individuals -therefore language is superior to education-Its really that simple -think about this .

    Christopher Cameron a Registered Nurse who has a specialty in his field as well as certification had applied for a position in that field was passed over for an individual who had no experience in that field because he was not bilingual and the hospital had to send those 2 individuals to be trained in that field for a cost to taxpayers for the cost of over $15000 each minimum and yet they still had no experience .

    So therefore language is deemed more important then Education.

    Much like Micheal Thebedieu you know the federal employee that could not get a 7Up on air Canada sued and won thousands -except he has done this 3 times for monetary gain …rather then having the businesses make the choice of what goes on their business signs.

    Big difference one is for monetary gain and pushing for one culture while the other is to give business owners their own choice.

    They can not give receipts as they are classified as non profit and are not a charity.

    Oh by the way its only the 200+francophones groups that get taxpayers money-many are double /triple dipping in various government sponsored programs .

    Not one English rights groups get sponsored,so where is the two official languages “sponsored”-There is only one Official language group sponsored by the taxpayers.

    Many have come forward to me about similar issues -But for fear of retribution from the Hospital management and the SYSTEM is the problem .

    If this was a private entity the government would have been all over it ,but its the SYSTEM that is discriminatory.
    The Hospital has already set an example of this with Darlene Walsh ,this in fact was for other workers to tow the line and be quiet on the situation.

    As for myself c`est drole – I have been asked :Don’t you feel at times for giving up ?
    I have repeated this many times ,Every day it would be far easier to give up then continue ,but what drives me is how I felt and continued to feel being discriminated against by my own Government.

    I and others in Cornwall Dialysis (CCH) and my own unit at the Civic know the reality of the situation,many at both hospitals encourage that I continue to bring the Justice of equality to the system .

    Merit should always be first !But because I am not” classified ” bilingual my vast experience and education will never be considered.
    That Sir is discrimination by language ,not recognizable in Canada but is by the United Nations,discrimination by language was intentionally omitted in the charter of rights,but why one must ask?

  32. I still haven’t heard anyone explain why, if things were running so well in the 4 municipalities over sign laws, they were changed to begin with to ensure that they were bilingual – thereby stomping the rights of the business owner to post in their language of choice.

    Oh well, with a lack of response from anyone, I guess I’ll have to write to elected mayors and councils of these 4 muncipalities to discover what individual(s) and/or groups insisted upon making bilingual English/French signage a By-Law. This should be interesting as I discover who advocated to make these By-Laws to begin with.

  33. Token for Russel Township to even bother to have English signs there at all and supposedly protected by a bilingual sign By-Law? Hymmm, methinks that the town Crier should be outside of French organizations reading the By-Law ensuring that English is still included on these signs to begin with.

    Where did all of the English people that once inhabited Russel Township go by the way? Why would they have even moved from the area to begin with? Surely it was odd to see a mass exodus over the last 10-15 years.

    The fact that these people moved away from Russel Township and the fact that non-Francophones continue to head for the Western provinces is due to the fact that bilingual policies are forcing citizens from their own areas where they once lived to escape this policy for a better life. We have no other choice in the matter. For, by just being born and raised non-Francophone, we are not part of that promised tribe that all levels of government cater to so blindly…

    People that support these unfair policies are so disingenuous about the subject matter that either they sincerely think that the problem is not how we define it or that we’re out to stir trouble. What they seem not to comprehend about all of this is that we all have families, friends and lives outside of this whole matter. We would be a sorry lot if indeed we had nothing better to do with our lives but the truth of the matter is that we don’t want to one day end up in Concentration Camps for the simple fact that the Government no longer knows what to do with us non-Francophones. It may be argued that the non-Francophones don’t work (and we can see that this is the fact and increasingly so due to these laws of bilingualism), but it’s not for lack of trying. Don’t believe me? Ask Heather Villeneauve, Chris Cameron, Darlene Walsh, etc. who have all stated on camera at what time or another how desperate the situation really is.

    We are fed up of this whole issue and especially for being painted by are so-called fellow Canadians as being anti-French. We’re not anti-anything, we just believe in the inherent right of having equal access to jobs and the opportunity to also provide for our families. Some of these bloggers on here are painting us as being anti-French but I would like to inform other new bloggers here that most of us have French relatives and/or are married to a French spouse. I myself am married to a wonderful Francophone lady and I am bilingual, speaking French 55% of the time at home. Now tell me, if I hated the French I would be hating my own mother and wife, the two most important women in my life!

    The other side’s argument simply doesn’t hold water. What I find so absolutely frightening about all of this since I started doing this over a year ago is the backlash we’ve all received from our so-called fellow Canadians. I used to be a proud Canadian, but my experience over the last year is indicative of something I would rather not get into today. I am becoming increasingly disappointed with how this is all being handled and I think it’s a shame that private Canadian citizens have had to spend so much time and money to try and bring attention to this matter.

    As of today, we still have hundreds of qualified nurses in Cornwall alone who still cannot work full-time in their own communities due to language discrimination. And, what’s more, the management of CCH and various health clinics won’t even acknowledge there’s a problem to begin with and actually actively supports the status quo.

    We’re non-Francophones, but we’re still Canadians and more importantly, should be treated as equal people too.

    just hope you never get sick outside of Quebec and demand to be addressed in French as think you should be able to in the ROC. Here, we don’t care what language you speak, our concern would be simply for a good doctor speaking any language.
    N by the way, tax dollars only pay for the Francophone side of any issue, Anglophones vis Galganov have to pay their own costs.

    To all those who read and do not post….

    The small c as in cory, says nurses can’t get hired in Cornwall, well readers, there are only so many jobs to go around in a city of 46,000. To think that everyone who graduates in nursing will have a job in Cornwall is somewhat unrealistic and foolish, hence the comment that they live in a fantasy world. Even the big C as in Christopher, the small c’s brother who lives in Timmins, was working part time in Cornwall and part time in Ottawa…..proving that that full time nursing was not available in Cornwall nor Ottawa.

    So maybe the above would explain why people had to leave Cornwall. Many students and full time workers had to leave the area. Take Domtar for instance. Many of their employees left Cornwall and headed west and elsewhere because there was no good paying jobs to be found here. Yet this group keeps claiming it’s because of language……NOT SO. There is no such thing as job guarantees anymore, yet if one doesn’t get hired…..it’s because of language.

    Now…..to say the english will all end up in concentration camps is foolish, absurd and borders on insanity. Pathetic…………one almost has to feel sorry for someone who makes those type of comments.

    As for being anti french, they are, no if, ands or buts about it. The original pamphlets, that were recently changed says it all. Tell me now dear readers, would a signs on highway 11, written in french first change your life? What about the language on signs outside a business, would that matter to your well being? What about where communities that never had a problem with signage like SG for example….does it really matter to you in what language the business has on their signs? This group failed on their attempt there. I could on for days about this nonsense.

    As for the french clinic…..guess what folks? They are not taking new patients…….full. Need I say more…..I guess it is safe to say…..it was needed for the unilingual french.

    Well all you folks out there this was proven many times over with 2 individuals from Cornwall in the Ottawa citizen stating they were refused because they did not speak french.

    So what our hateful individual is doing in not only spreading hate propaganda but mis- information.

    Stella still waiting for an intelligent debate on the subjects -well I guess that will mean when hell freezes over.

    Many have been waiting years for fulltime in the hospital -now its only bilingual staff that receive that privilege.

  40. To be fair Stella, a lot of us uni-lingual Anglos have been building fortified bunkers and hiding under our beds, living in fear of that knock at the door in the middle of the night. I know for a fact, because a wise old lady from Kelowna told me, that huge prison compounds are being constructed in every province to accommodate those who refuse to learn and use the French language! Don’t just take my word for it Stella. Ask some of the English-Pride freedom-fighters around here. We live in scary times.

    Re: Language requirements

    This is regarding the article published July 17 called Petition targets provincial hiring practice.

    While our Official Languages Act does indeed guarantee service in the language of choice, it does not mandate hiring ratios. By enforcing a 50 per cent-bilingual hiring policy in provincial places of employment, the government is promoting discrimination against the English-only of this province.

    For example my county has 91.74 per cent English-only, 10 people who are French-only, 45 who speak neither French or English, and eight per cent bilingual.

    So in essence, the government is saying we have too many English-only workers, and all positions that come open are being posted as bilingual-mandatory. Most of our eight per cent bilingual population are English mother tongue, and when tested for these jobs are being told they are not ‘bilingual enough.’

    So here we sit, almost 100 per cent of our county’s population unable to be hired or advance in government jobs.

    Meanwhile, those jobs still need to be done, so the current staff who are English-only are filling those hours, usually at overtime pay.

    Regardless of what our government or Michel Carrier says, this is indeed discrimination. This is 2013; with the technology we have, no one should be denied a job just because we speak English only.
