HOF 6CFN – Heart of the Family, a 24 hour daycare facility licensed for up to 150 children has been shut down by order of the Director for the purposes of the Day Nurseries Act.

Friday officials shut down the facility with parents left with the weekend to find places for their tots.

Judy Rose, Executive Director of A Child’s Secret Garden Day Care sent in the following statement;

We are working on increasing our occupancy so we can accommodate some of the displaced families.  The installation of the required additional sinks will be completed early next week.  Once that is done, there is a plumbing inspection and a final inspection by the chief building official.
After we get the new occupancy letter, we will then submit it for review by the Ministry of Education.  We are doing our very best to assist the families and child care services .   We only have 2 spaces, and they are already spoken for.
It is unfortunate that a centre has so many violations. That is what happens when the director is not a registered early childhood educator.   Quality programs do not operate that way. Everything is transparent.   Parents need to know that their child is in a safe and secure environment.
It saddens me that young, helpless children were put in harm’s way.   That is not who we in child care are. We do not hurt innocent children.   This is the first time in our community that we have had a negative impact in our field. Parents should know that not all child care centres operate in this manner. There are some very excellent centres and educators working in the field.

Ask for references
Visit unexpectedly during the day.
Look for the diplomas on the walls.
Look for certification in first aid and CPR.
Ask questions.
Speak to the director if you have any concerns.

    Hopefully they are done providing care to our most vulnerable members of society.

It is the hardest thing to find good quality child care and I know I have been through hell with all of this way back in the late 70’s all through until I quit my permanent federal government job in 1985 to stay home with my kids. When my kids were in school full time I went to work for the agencies here in Ottawa. I never regretted one minute was to be with my children which was the most important to me – they were and are my life.

    I had individual sitters and most loved soap operas and neglected my kids out in the hot sun and freezing cold. Some were good – the Greek ladies I had were excellent all the way A++++ but they had to go back to work and I had nobody. The others were no good.

    You have to be mighty careful where you put your children. I have been through hell many a times and I won’t go into that but just to say that I will never forget those days. Treasure your children and bring them up well – they are tomorrow’s adults and what you teach them now and what they see and hear stays for life.

  4. i am not surprised… heard many things from employees of the past four years.. it is strange to me that it lasted this long.. it is not to say that there are good people working there – but, rather misguided from the professionals leading them in the managerial staff.

I had warned a few moms when I’d see them talking about applying to heart of the family, as I tell all potential clients for my daycare, “if you place your child with me and you get off early, do not phone me to tell me, just show up” and #1, always always go with your gut feeling. Those poor children.

Child care is a very sensitive nature and I’m not prepared to speculate this early in the investigation, especially since free news is the first to cover it with such little current public information. Take notice that the paper work on the door says “suspension”. I don’t think we have seen the end of heart of the family. This is Cornwall’s largest and most thriving daycare. Cornwall has a desperate need for childcare that other center’s can’t quench. I find it comical and almost laughable that Judy Rose is so eager comment on Hearts downfall and offer 2 open spots that are already spoken for. Do I sense a little competitive jealousy? Judy this is childcare not the fast food industry. Instead of pointing the judgemental finger why don’t we hope the best for heart of the family so they can get back to providing a childcare need that no other organization is capable of.

  7. Wow Judy Rose, Bravo! You have demonstrated quite the professionalism. Heart of the Family has been serving the community with excellence and top notch care. My children have been attending there for 4 years now and I have had not one problem with the Director or her present staff. What this looks like to me, is the product of a couple disgruntled staff and other jealous directors trying to attack the best daycare that offers the best possible care to all our children. How can someone who submits a letter such as this one, be an integral part of the community “attempting” to offer childcare with excellence. Heart is not done and will come back stronger and better because of people like Judy! So thank you, you have just show the community exactly the type of director we do not need, nor should respect to offer the care to our precious babies. Stay strong Heart, my kids cry every night asking when they can go back to their “school” and see their teachers, friends, and FAMILY. When this is all said and done, some people are going to feel pretty small and regret making petty allegations without an ounce of proof against this incredible organization. Bet you (those of you disgruntled staff, Judy, disgruntled parents ) didn’t think it would go this far did you? Thank you for providing an opportunity for Heart to show their true colors! As for the spots, I interpreted it to mean that spaces at the centre are at a premium. She never said they were up for grabs. I know her personally, and let me tell you, there is absolutely no jealousy there. In fact, her centre was the model that Heart of the Family tried to emulate, without success, I might add.
    Do you know for sure that other centres are not considering stepping up to the plate and offer evening and weekend care? I didn’t think so.
    Even with the undeniable negligence, control, intimidation and abuse of power not to say physical and emotional abuse to the children, do you really think they will re-open? If they do, it will be a sad day for child care in this community if they cover this up.

  13. Last time I checked Judy Rose has the #1 daycare
    In this city. At least she knows the definition of GREAT childcare. I’m certain her centre has never been suspended. Thank goodness she has offered to try her best to accommodate children who need a place to go. She has a full house as it is. That’s what happens when you have proper child care. Her staff is by far the best and clearly this city knows it. She makes sure her staff is the best, and won’t settle for any less. Jealousy? Haha that’s funny. Again, number 1 daycare versus the one with numerous complaints, cases with CAS and closed doors. Enough said.

And to Shelley, I drop in unexpected to the centre all the time and I have never once called to say I was picking my daughter up early. The staff treat the kids like they were their own, I will take my daughter back there in a heartbeat. What goes on at all those unlicensed day cares? it scares me to even think about it. And to Judy, we are all so glad that you have filled your 2 spots, daycare is a business like everything else, I hope you never have an incident at your facility because I’ll be the first to jump on you and criticize your business.

They should fire and have those who are guilty charged with neglect.I know how hard it is to trust someone these days to watch over our precious little children.they need more day cares yes,but need stricter rules and they should be checked into all the time no matter if there is complaints or not,and it should always be unexpected visits,to catch them off guard.

  17. Shelley Boisvenue you just hit the nail on the head. People go with your gut feeling and this is something that I neglected to do since I was so mighty desperate for sitters. Never ever put your work above your children. I know things that I will not divulge what happened to my children and the living hell that I went through and would never repeat those same mistakes again. Money comes and money goes but your children’s health and safety, etc. is always with you. If you lose your child you lose everything and no amount of money will bring them back. Investigate a place thoroughly before you put the life of your child in anybody’s hands. I would never repeat the same mistake again if I had to do that all over again.

  19. Really should just follow the money…Executive Directer was not qualified nor any formal education to operate a child care facility . However there were funds released and approved through city of Cornwall because Christian harvest church through an extended branch called compassionate care applied to use a portion of the church property to open a large daycare. This pastors wife playing executive directer was collecting a very large paycheck as were many more parishioners on the payroll . It of course would directly effect the large salaries of the superiors if they were to hire the adequate number of early childhood educators legally required. The issues are not just recent but stem back over a period of years. This is really an abuse of children as an opportunity for profit…It is a disgrace that a church organized daycare deems its self above rules and regulations that are necessary to protect innocent children entrusted to their care. There are layers of information that will never be disclosed .Perhaps the community will wake up and see the wolves in sheep’s clothing. Greed knows no bounds…

She has never been in competition with anyone. Rather, it was they who tried to model themselves after A Child’s Secret Garden Daycare without much success, I might add.

  22. In my opinion, I think those who are trying to back Heart of the Family are obviously delusional if they can’t see how wrong this is. I have a 4 year old and I NEVER thought of sending her there, I have heard too many negative things. Obliviously, by reading all the allegegations, this is serious stuff and I am disgusted that people are trying to protect the reputation of this place rather than their own child’s safety. I wouldn’t ever feel comfortable sending her back there even if proven to be false. My heart goes out to those families affected by this. Shame on you heart of the family!!!

  23. As a former client of this centre, my family is not at all surprised by this closure and figure it is about time. We sent our two childrens there for a period of time. At first we liked it and found the care providers to be good, but the management to be lacking. Luckily the in class staff were great at that time. Then through constant staff shifting and no consistency in the class room, the care definitely dropped. With new people in the rooms every other week there was no continuity of care. Our kids became very upset with going to the centre. They threw temper tantrums and screamed and kicked when being dropped off….something that never happened at the start. We started to see bad supervision, too many kids with one care provider, children with special needs (such as aspbergers) being neglected, left in child seats to cry, or scolded in appropriately. We confronted the management a couple of times about specific incidents we witnessed. We were assured appropriate action would be taken, but things never seemed to change. We quickly arranged for other emergency care for our one child still there at the time and pulled them out of there. There was no way such a poorly managed facility with so many children could run properly or safely when all the best staff were neglected, berated, threatened when they spoke out, or effectively dismissed through strong-arm tactics such as constantly moving shifts, changing classroom assignments, being moved to night shifts, etc. I have no doubt these posted things did happen, and my family is happy to hear something finally happened, but are always left to wonder what happend to our children without us knowing.

    As a followup, my one child still goes to daycare in the city and he LOVES to go. He cried the first day there, but never since. He loves the staff, looks forward to going and playing there, talks constantly about how much he likes them, the classes are all well supervised, the facility is properly managed by trained professionals. There was definitely something wrong at heart and unless it reopens under entirely new management, with trained child care professionals at the helm, and extensive oversight, in my opinion, no one should send there children there.

  24. Defenders! Please read the information provided. Most news sites first highlight the proven allegations vs the the ongoing investigation part so the confusing is expected. But what are people defending here? The first section is stuff they have found and are able to prove thus it is too dangerous to have kids their while the rest of the investigation continues. It is not a norm to shut down anything for investigation without cause, actually it is very common to be investigated while still operational. If you research it there are all sorts of temp licences you can obtain for these cases . And a single employee or several for that matter do not have the power to do so. The ministry and CAS would not shut down the Cities largest day care just to inconvenience ppl. You cannot just be “disgruntle” and spew lies and get a place shut down lol.

    Furthermore I have picked up kids from this day care. They let you in by a video camera, its the only way you can get in. So it is nonsense for the parents who say ” I come by at all different times and see nothing” well DUH you have to be let in and one of their most serious allegation is covering up incidents. It is easy to do that when you see every single individual enter the place. And are these parents going classroom to classroom talking to each child ?

    Also I have over head this director talk about some of the parents who get subsidies and who are the ones who mostly support her daycare, she has a name for them she calls them C.W.T “Cornwall White Trash.”

    Can parents really be so upset about the inconvenience of finding a new day care that they will defend someone who has placed their children at risk of harm?

    Finally the real story here in my opinion is not about a few employees who might be whistle-blowers. It is that the City of Cornwall has backed this lady with tens of thousands of dollars without any formal training or background in this field, how does this happen??. This editor likes to attack the city so hello, run with it!

After deliberation and hestitation the past 3 years we did thought it was time to integrate and trust our son with other children to get him ready for school this fall 2013 . We are currently also pregnant with twins this situation has caused us grief. . Because we did the research we asked around looked at our options and chose very carefullly. This is our child we chose heart of the family . My family dont have the options forsubsidy for daycare . We make to much money. So. Unlike some this will take a financial hif to us .. and im very open to the rights of peoples opinions. But for one. An obvious invalid man is calling hof seedy .. by saying that are you aware youre calling my child and other children basically {MODERATED}LOVE THE LAZARES ON 8TH STREST. AND PLEASE FEEL FREE TO ADD YOURSELVES AND SHARE THE GROUP MY WIFE AND I MADE “FAMILIES OF HEART OF THE FAMILY”.

Yeah there was allegations against the daycare dosent mean they are true they haven’t proven to be true my daughter is 15 months old and has been going there since she was 6months old not once have I had a problem with them. Chris is the best daycare cordinator ever. Heard and seen so many bad things, that I wouldn’t even go for the interview… I applaud Judy for trying to step in and help… Everyone thinks she had a “step up” in this? Anyone who is smart would know there would have to be more than one complaint for the ministry to shut it down so quickly..For the parents who are furious, why dont you stop complaining and be happy an investigation will be going on.. That could be your child! Don’t forget what city we live in.. stop acting so shocked..It’s always the people you DONT think it will be. I choose to stay home with my kids until they are school age because this stuff DOES happen. I don’t trust anyone with my kids. My family members and myself were sexually abused at a daycare when we were children. I feel bad for the parents who are stuck without a babysitter but an investigation will get to the bottom of this and we shall see what the truth is.

  34. I am in no way delusional and will say that I will bring my children back there. I have had no issues, attend the facility at various times without warning, and my boys love it there. The sheets posted are one sided communication and go back three years. Any educated person can see the size of the building, # of employees, # of kids, ect and determine that there will be more issues/areas of concerns than with a small centre or a home daycare. There are some issues that need to be addressed and I’m sure hotf will work with the moe to address the allegations and improve the service.

    As for Judy’s letter…it’s an intentional slam to hotf and is disgusting and insulting! It’s one thing to say your are working to support parents in need of care but it’s another to act with mo diplomacy which she did…very adult and mature

The fact that Cornwall had this kind of 24hr care option available for shift workers was amazing but the being said we cannot overlook the safety of our children just because it is the only care available. I had a few incidents I had been unhappy with during my child’s enrollment but I called in an addressed the issue and thought improvement would take place. I did not think these occurrences were a regular concern across the board. As my child’s care takers changed I noticed improvements in some areas of concern. Not all the care takers there were negligent. If that was the case I would have removed my child (this being prior to these allegations). I now have an overall feelin of disgust as a parent over these allegations. Disgruntled ex employee or not I feel maybe some truth resides behind these allegations. I wake up today and I am still in shock, sitting with a sour taste in my mouth upon hearing of the ripped out log sheets or accident reports and kids engaging in sexual behavior due to lack of supervision. A child playing with cleaner in the closet… As much as other respective HOF families may have loved their 24 hour availability, we really need to open our eyes to the possibility of truth in these comments. This could have been your child in that closet and you were not informed of this incident. Regardless I did thinking highly of some of the staff and the care they provided but not everyone in the building is of the same caliber.   40. Finally!!!!! I complained so many times about the mistreatment and negligence towards my son who was only 15 months to 2 years in there it was brutal what happened to us in that time!!! I have all documents and evidence and nothing was done. I am one happy mother right now I hope they never reopen. I was also threatened by the owner that she would sue me because I wrote a Facebook status stating my son was mistreated and listed the ways. Ridiculous, looks good on her!

And I went to the city with 5 other moms and nothing was done, so that’s disgusting, not one of our kids will ever go there 🙁 great if u had good experiences but myself and at least 10 others just on my Facebook have had to take out kids out. Also 9-5 care was different than night care so u may not have experienced , anyone who wants a list of things I have it

    Have you ever been to the daycare centre? You are so quick to judge on something you know nothing about. It has nothing to do with “protecting the reputation of this place”. The daycare provides excellent care, never would I put my child in a facility that wasn’t providing top notch care. It’s a shame that former disgruntled employees can do so much damage to such an excellent facility. You can send your child where ever you like, but don’t judge me for choosing Heart of the Family. Nothing has been proven, how would you feel if someone was making false allegations towards you? The truth will come out, it always does, and to Dennis the guy who lives across the street, your house looks seedy.

  43. Anna you called me an idiot because CAS has “proof” of the allegations. I’m not sure what year you dropped out of high school but a proven allegation is a fact, or conviction. An allegation is well, an allegation. Just like the criminal justice system we are innocent until proven guilty and heart of the family should be treated as so until these allegations are dealt with.

  44. The ministry does not shutdown down a daycare because of ex-employees. I worked there at one point and reported them several times for things like: being over ratio, not having enough food at meal time and kids still being hungry, not serving what they were telling parents that they were serving, etc. Yet nothing was done then. CAS has done an investigation, parents have filed complaints, staff have filed complaints. Several staff are not ECE qualified because it is such a poor establishment that ECEs dont even want to work there. ‘Nice friendly people’ when you pick up and drop off your children doesnt necessarily mean QUALIFIED. I strongly believe that the current director (who is unqualified) ripped pages out of log books. She has also snuck children out of classrooms and then written up the employee for “losing a child”. This is just the tip of the iceberg. Parents who send their children back there are putting them in harms way… I cant believe people are willing to support this place because its “24/7 and good for our community”. Absurd!

    A reminder to everyone that as distressing as some of these issues are if you can refrain from adding nasty names or grenades. CFN comments are for information and entertainment purposes. We strive for them to be as hospitable and polite as possible.

  46. I never trusted any licensed day care (government indoctrination centers). I would never allow my children near these types of child care facilities. CAS is no better. These facilities is where the abusers like to find employment.
    Find a friend or family member with the same values as you to care for your children. If you’re looking to pawn off your children to government indoctrination centers at someone else’s expense, then maybe you shouldn’t have had them. It doesn’t stop there either. The education camps we call schools are just as indoctrinating. I had to re-educate my children from the crap they’ve been taught. It’s a tough job, but I wanted children.
    I know that’s why they’re productive citizens today.

    So now we can only say what you want to hear? We have to like it or lump it? What ever happened to free speech? These are the values your children are taught in these facilities.

    No people! Always speak out, don’t let people curb your freedom of speech.
