Bilingual Rouse – Government Ineffectiveness in New Brunswick – LTE by Barry Irvine Campbellton

Multiculturism is great and should be included in the school curriculums; communities should also offer taining centers (whether instructor only or combined with training materials such as books and/or software based) in public libraries or other public centers. Real life skills and practical real world learning is essential in today’s global village. Prioritizing a compulsory French immersion program through institutional bilingualism is a sample of government misrepresentation and an obvious sellout to Quebec and lobbyist demands. This restrictive and undemocratic practice violates Section 16.1 of the Charter of Human Rights and Freedoms that stipulate the right (as is the affirmed role of government and the legislature) to equal representation and specifically mentioned is distinct educational institutions.
Jody Carr, Education Minister for NB, could not, or did not, answer why our laws were being broken to enforce this institutional policy, He then went on to state that there will always be an insertion point for the French Immersion Program and that the stakeholder forced this policy. This was on Rogers’ Voice of the Province for a call in program; I’ve been notified by someone in Moncton that the program was rebroadcast but my first call, as well as two others, were censored. An exemption form for French Immersion for English kids stated that the program was compulsory in NB. It also stated in the third paragraph that there would be less opportunity in higher education and the work place for kids choosing to quit. So much for equal opportunity eh!!

As Bill 14 looms in Quebec we already see how this institutional racism that promotes Forced Immersion fails to acknowledge the more predominant Spanish or Mandarin as top languages prevelant in Europe as well as much of North America, including Canada. We should note that these policies, combined with Language Commissioner’s granting municipal councillors the power to accept Bill Z22 (sign laws), taken almost verbatim from Bill 22 and now called Bill 101, have crept across geographical boundaries and been enacted in the Russel Townships and municipalities in NB. These constitutional level laws have been classified as violations of the Freedom of Expression but allowed through a ‘notwithstanding’ clause with no other explanation than it furthers the French in our country. Allowing municipalities to promote such controversial laws through unqualified Councillors with no legal training, is misrepresentation by our government and its agents. The criminal behaviour and ineptness of this and previous Quebec Prime Ministers demonstrates that there is indeed “…something rotten in the State of Denmark.” as Shakespeare penned.

I hail from a French / English family and have an Acadian heritage. This is to no avail simply because I was brought up in the English school system and don’t consider myself bilingual, although I speak more French than most French people can speak English and are certified bilingual. The current system of bilingualism has high benchmarks for English – bilingual certification whereas there is little to certify French – bilingual. The system has no evaluative measures to check on the reprecussions of the societal effects of this affirmative action program that was created to appease the Quebec Seperatists and Acadians some half a century ago. The onus is always on the Majority population and the benefits laregly empower French first bilingualism.

Merit hiring has succumbed to the lobbyist (stakeholder) pressure and French has become the top prerequisite in government job banks here in Campbellton, NB. Our town has a French only community college, a French hospital administration and label, the next township (Atholville) has declared itself French (as did Dieppe, NB) and accepted Bill Z22 sign laws. There is a French only immigration center to the east of Campbellton (Dalhousie, NB) despite this area being predominantly French. This did not happen through atrition but more social engineering through minority funding and development through heritage dollars. Remember that English Acadians, or Anglocadians as I call them, are not considered in any of the French only Acadian papers that are free. There is no seperation of identity between French and Acadian around here so if you speak French you are accepted as Acadian.

I’ve written to all levels of goverment with these various observations, including our Prime Minister. I’ve yet to receive an answer, despite my comments in those correspondance that I represent a group of approximately 1000 members concerned with the discriminatory effects of this system of bilingualism enforced by our government. I’ve submitted proposals for removing the discriminatory effects of this system as well as for the Education Sector. I’ve always stipulated that this is a governmnt affair and that only a democratic and diplomatic solution should be considered. I am also a member of other National Language rights groups and have been drawn into this active role of democratic rights’ protection for 15 years.

My Facebook group, Equal Rights for New Brunswick Anglophones, has over 715 members currently. It is an open and inclusive group. I stipulate that we do not protest French Rights but instead focus on English rights and those areas that discriminate against us. I am ostericized in my own hometown and have been approached and threatened (online and off) for voicing my concerns. And that is echoed throughout Quebec’s streets. It is also reflective of the contradictory nature of the one-sided laws and policies that claim one thing but produce quite another. The government is apparently the only one not reacting to the growing voice of discontent to this ineffectiveness of office.

I implore each and every one who reads this to start considering a more active role in demanding their equal rights and representation. UNESCO, the international watchdog for Language Rights, acknowledges that the Freedom of Expression is the touchstone to heritage and cultural development. NATO forewarned of Nazi-like similarities to Quebec’s sovereignty and Bill 101. Others in the international community recognize language as a form of racism and some even go so far as to label institutional bilingualism as a form of institutional racism – but not OUR government. NOW is the time to act before we lose our voice completely.

More importantly, I implore all readers to PLEASE DO NOT confront individual citizens. This is a matter created through an undemocratic policy by government and only they can change this – but nothing will happen if YOU DO NOT ACT NOW!!

  4. With Pauline Marois at the helm of teh “Just Society” we see her brand of tyranny being expressed at the expense of anyone who speaks English. French is less than 4% of teh population yet we as teh rest of Canada are expected to bend to teh will of Quebec. I say that Political correctness has taken over, which loosely translates into those who push teh french agenda at teh expense of justice have what is called “intellectual Aids”.

    Acadian people are a separate and distinct culture from teh Quebecois and they in essence have their own brand of french which unlike Quebecois avec Joyal does not require to have a translator present to understand it. Them time has come to p[olitely but firmly tell Quebec that its divisive language laws and sign laws have no place in a free society. Quebec wants to dominate all aspects of life in quebec and now wants the rest of Canada to follow suite. The correct but politically incorrect answer is simple Non Merci.
    Fact is this. We had better learn to speak Spanish because we are getting to teh point where there will soon be more Spanish speakers than pure lain francais speaker.

    There is no french identity crisis never has been. It is a bogeyman teh Quebec politicians resurrect now and then to distract the populace from teh ills that are in Quebec, such as corruption, high taxes. There is no need to kneel to quebec and accord it special status. It is no more than teh sum of its parts like every other provicen, no better no worse. Time for Quebec to start to live in teh 21st Century rather than teh times of defeat at teh Plains of Abraham.

    I was at lcbo today & outside speakers were loudly broadcasting something in French only.I listened intently waiting for the English version, then music came on.Got me thinking Ontario is becoming Frenchified…Then it dawned on me all the lcbo employees must be bilingual, yet another place a pure laine English girl like me can’t work.
    I am ready to fight for my rights, sign me up!!!!

    It reminds us that we ALL MUST stop pretending that what is going on in Quebec is ONLY a result of the PQ as the Liberals had their hand in bill 22 and never really opposed bills 178 or 101 to any major degree.

  9. Mr. Irvine, can you lead a charge to ask New Brunswick citizens to vote on a question before the new language commissioner try’s her spin?

    Something like, currently, the commissioners mandate provides for increasing the minority language services at 20% or more. Should that number be increased? 32% would be the Census number of Francophone’s by mother tongue in the province.

    This is why Canadians in the rest of Canada MUST BE very careful about this — ever so slow but insidious French encroachment which is happening in EVERY PART of Canada outside the province of Quebec.

    Every day there are more and more demands for more and more French (or what they call bilingualism that ultimately turns into French ONLY. Like the French ONLY clinics in Eastern Ontario) services.

    What started as a simple kind gesture by the government (a gesture which btw was originally accepted and applauded by the majority English) to help the minority French feel included in Canada by providing service to the French in their language

This, of course, is why their ranks are so thin. They might as well meet in somebody’s basement on the third Thursday of every month, and b!tch and chew, and do it again the next month. As long as these people are socially engaged and focused on a cause, it can’t be all bad, unless they start buying pressure cookers.

  25. Thanks to one and all for contributing to this thread. I would point out that Our constitution states we were never meant to all know two languages. UNESCO also specifies that minority rights mustn’t interfere with the federal organization (majority). It was rather peculiar back in the day when Trudeau began his trips to China and subsequently we have the same minority rule in our civil government, known as the Mandarin Syndrome in communist China.

    When Jody Carr admitted to breaking the law to force Stakeholder interests above those of the majority rights he admitted something even more in my mind. When the State dictates policy to prioritize learning French Second Language for the majority in all English schools they promote French culture and heritage above ours. Language is one thing but when you force kids to learn French arts and French math, etc., you alter learning beyond language issues.

    Think of some of the tests you took in math, especially word problems. Remember the confusing ambiguity of some questions?? Now inject another language asking you these problems… The children get frustrated at the very least. This is not expected in French schools and the certification and testing for French bilingual is not as stringent either. This institutional racism is lobsided and violates our heritage and culture while allowing elected and appointed politicians to break the law, change our constitution (notwithstanding), promote Quebec’s invasive language laws that violate our Freedom of Expression and more.

    It uses social engineering to promote change and subvert (or exploit as the SANB calls it) attrition and the natural processes. It allows common folk (councillors at the Municipal level) to promote Quebec French Language Laws such as Bill 22 labelled Bill Z22. The Z probably stands for snooze you lose. The Language Commissioner of NB, Michael Carrier, passed this. The SANB goes in and promotes the Bill (Z22) afterwards and the economic carrot dangling is just the tip of the iceberg of Frenchification.

    So in Quebec the lawyer who struck down a bilingual medical teaching hospital for a French only hospital for the reasons of watering down French Language then wins the case in the Russell Townships in Ontario to promote the, as of then illegal, Quebec Sign Laws to promote bilingualism. There are dozens of more contradictions to the rouse of bilingualism that we tried to address our government about but they won’t even listen and simply give the ‘carte blanche’ party line that the PC fully support bilingualism – despite my reproach that it violates our rights and is discriminatory. Still think your government doesn’t know what is going on?? THINK AGAIN!

    Well said Barry. I can just imagine.
    I have also heard an example from both my own sons’ experience in his school — AND —
    from a few others as well through friends etc) that there is a degree
    of French cultural bias that comes across in these French immersion programs also.

    Of course, this would stand to reason wouldn’t it ?

    The teachers for these programs are generally culturally more tied to the
    French Canadian side.

    Through simple pride, one can imagine how this could lead to an innate degree of
    self promotion of ones OWN CULTURE.

    It stands to reason that these — mostly “French” teachers — actually come to this
    teaching scenario and automatically bring with them their own inborn French cultural
    experiences.

    Given what we know of the typical character of MANY of the French there is little doubt
    that this bias “creeps in” when they are teaching history or speaking about historical
    events (especially Canadian historical events.)

    The predominant narrative that gets taught is likely that of the French culture side
    as opposed to the Anglo cultural side.

    So, along with the problems you mention of dealing with difficult math equations combined
    with the language at what point do we say enough.

    This degree of subtle culturally bias “programming” that MUST be going on
    seems like a given.

    But that — does not — make it good situation, or right.

  28. I have nothing against the Fre”nch or English languages. My beef is about when I go to a store and speak to the person working there in English and they reply in French. I would have no problem with this if that person couldn’t speak English, but when this happens and the person clearly does speak English, this pisses me off. This has happened to me plenty of times in many of the stores around here. If it’s a bilingual province you should be served in the language of your choice. This also happened at the hospital too with some of the nurses. They call this a “bilingual” province, bs.

    Well Barry here in Ontario often french language communication takes precedence over MERIT and is very prominent with teacher’s and nursing .

    We hear of many examples including and not limited to those professions.

    A example is LFA’s president Chris Cameron who has 12 years experience in a level one unit and certification in his field and was denied a position due to language and not for lack of merit.

    The person who received the job had no experience in that field,no certification ..nothing ,BUT THEY SPOKE FRENCH.

    THE TAXPAYERS FOOTED THAT BILL TO TRAIN THAT INDIVIDUAL IN THAT FIELD AT AN APPROX COST OF $18,000 + YET STILL THAT PERSON STILL HAD NO EXPERIENCE .

    So you see that hiring process was geared to that bilingual hiring quota as opposed to patient care and best practices.

    Chris has said to the groups that there is a lot more damaging information to the story ,but he wishes not to get those staff members involved and put their employment at risk.

    Debbie Cameron who also is a well Qualified nurse with 4 specialties in what is classified as acute care could not even give a flu shot at a flu shot clinic because SHE WAS NOT BILINGUAL ENOUGH!

    If language were taken out of that equation she would have been considered well over qualified ,but that should not limit her employment,but language has.

    Barry I am sure there are a great amount of stories similar to this in New Brunswick .
    What Canadians must understand and learn by these scenarios is that Canada as well as individual provinces now have with language laws that ENCOURAGED LANGUAGE APARTHEID.

    EQUALITY AND RIGHTS SHOULD NEVER HAVE EXCEPTIONS!

  30. You want to know what it is like trying to get a job as an English only speaking Canadian? I live in a small community. I passed out 20+ applications for jobs here in town. I got turned down for 18 jobs because there where other people that applied that spoke French ONLY and got the job over me. When I finally did get a job as a cashier for (insert big name canadian grocery store here) I was told that I could never move up in the company because I did not speak french. That I would have to learn basic’s in order to interact with patrons . Yet they do not offer a french as second language class I would have to pay out of pocket on a minimum wage salary. Needless to say I did not. Not only to you get harassed by your employer to learn french if you do not speak it you have people come in and be extremely rude to you because you don’t speak french. I had one woman who was french in English tell me that we did not have enough people at our store that spoke french that she was tired of not being able to be served in french. Said ” I may speak english but every where else serves me in French so you should have to as well.” I was dumb founded to say the least. I can’t say anything that wouldn’t offend this ‘high class’ bilingual woman so was forced to say nothing even after being told that I should not be working there because I do not speak french. If she has a right to be french and get a job and be served in french why is it that I who was raised English. Have to jump through hoops to find a job where I am ultimately Forced to stay in the same position and watch french speaking only teenagers pass over me? I have gone into countless stores all over N.B and could not get service because I AM ENGLISH. And yet I have to sit on my hands and say nothing wile they chastise me for not speaking ‘thier language’. I get lost in communities because there signs are all in french and when I try to get help no one speaks English!! Really people did I just step off a plane in another country? This is not the Canada I grew up in. There was laws to protect us back then. We had freedom of speech with out people threatening to fire us. We had laws that said all signs must be in french and English. So the majority of us would not get confused and not know where we are going. When did this become a french nation? I have nothing against french speaking persons. My boyfriend was raised french but speaks english as well. All I am asking for is Equal Rights. If I have to go through this hell in order to live in this place so should they. If I have to learn ‘basic’ french for a job they should have to learn English. All signs should be written in both languages and damn it give me back my freedom of speech. I am sick and tired of living in a country which I was born in and yet People from every other country, race, creed and language get treated better than I do. Of my basic charter rights being taken away by a company just so I do not ‘offend’ a minority that is calling me dirt because of my language. This needs to change. If I wanted my children to grow up with no rights and no freedoms and forced to learn a language no one in there family speaks. I would have birthed them in a communist country. People need to take a look around and see what’s happening here. I am not asking for the world on a platter. I am simply asking for the Equal Rights advertised in our charter of rights and freedoms. So I may not be discriminated against because I am a English speaking Canadian. It should not be french over English or even English over french for that matter. It should be both Equal.

    Funny how Canadian bilingualism works ,imported and pushed by many provinces yet Denied in Quebec .

    Funny how bilingualism works when language laws in Quebec force prominence of one language for business owners .
    But yet Ont,NB have language laws that force bilingual on business signs .

    Now people you do see that Quebec refuses bilingualism yet 15%+ are predominant English ,yet Ontario with 4% francophone population are going hell bent on bilingualism.

    Thank you for your impassioned response I was moved and could not help but think of the past in the United States and the civil rights movement then it was skin color, Today in Canada its about language.

    So is it fair to say that because you speak English only like 80% of the country you have less opportunities and rights ?

Actually government has been very effective, for the Acadian French speaking … non Acadians have been shut out, just as all nine provinces have been shut out when it comes to the Nation of Quebec. Pierre Trudeau told Quebec he had given them all the power they needed to control the rest of Canada and to be paid from the rest of Canada for eternity. He did .. he looked after his then province and people from Quebec. Typically the anglophone majority are silent and polite and we do not stick together as one, as a result, we have been defeated and will continue to see the demise of the majority in New Brunswick. It is what it is .. change would only come as it did in Ireland, South Africa, the USA and other nations .. but we non Quebec and non Acadian’s are pacifists unlike other minorities .. we are politically correct and thus the term used when referring to anglophones by francophone – tete carrier – square heads. Now we can not get jobs and when government restructures, like many businesses, the requirement is for french language and last name (acadians) … the same applies to federal government.

    16.(1) English and French are the official languages of Canada and have equality of status and equal rights and privileges as to their use in all institutions of the parliament and government of Canada.

    16.1(1) The English linguistic community and the French linguistic community in New Brunswick have equality of status and equal rights and privileges ,including the right to distinct educational institutions and such distinct cultural institutions as are necessary for the preservation and promotion of those communities.

    New Brunswick school district 2 :

    Request for exemption from French second language

    It states prior to signing this:

    “Before making application application for french language exemption ,parents are urged to consider the implication for their children in terms of future education opportunities and careers in a bilingual province and country”

    Question -If linguistic communities are to have equal status why would there be implications by not having the second language and it limiting their education and opportunities ?

    Question- If both linguistic communities have equal rights and privileges ,why would they be limited on those privileges by having only one language ,and thus unequal rights for those education and opportunities ?

    Question- Does the francophone schools have the same “warning” if they do not enroll their children in English second language courses ?

    Question -In that statement the school has indicated that because of parents not having enrolled their children in french as a second language that their children will be limited to education opportunities ?
    What of the charters right to distinct educational institutions ?
    What of the charters equal rights and privileges -Is this limited because of not having the second language ?
    Are there exemptions to those rights and privileges that I have not seen in the charter ?

    There should not be Limitations in Education or employment opportunities because of not having a second language as merit should always take precedence .

    Since when is Canada bilingual ?-We are a country with two official languages.
