DRUG SEARCH WARRANT EXECUTED

Cornwall, ON- Members of the Cornwall Community Police Service Street Crime Unit executed a drug search warrant on the 1st of August, 2013 at a Second Street west residence. As a result of the investigation two men were arrested and taken into custody.

Grant Faulkner, 21 of Cornwall, ON is bound by an Undertaking with relevant conditions to: Notify a change of address, keep the peace, not to associate with persons known to have a criminal record and not to possess any weapons. He is also bound by a Probation order with conditions to keep the peace and not to possess any drugs. He was charged with the following:

  • ·         Possession of Marihuana
  • ·         Possession for the Purpose of trafficking Marihuana
  • ·         Possession of Property Obtained by Crime (bicycle)
  • ·         Breach OIC Undertaking x 4
  • ·         Breach Probation x 2

 

The second man, an 18-year-old from Cornwall, ON was bound by a YCJA Probation order with relevant conditions of not to associate with certain persons and to keep the peace. He was also bound by a Recognizance with conditions to: reside with surety, not to communicate with certain persons, not to possess drugs, not to associate with persons know to have a criminal record and not to possess any firearm or prohibited weapon. He was charged with the following:

  • ·         Possession of Marihuana
  • ·         Possession of Hashish
  • ·         Possession of Methamphetamine
  • ·         Possession for the Purpose of Trafficking Marihuana
  • ·         Possession for the Purpose of Trafficking Methamphetamine
  • ·         Possession of Property Obtained by Crime(Canadian currency)
  • ·         Possession of Stolen Property  (I Phone)
  • ·         Possession of a Prohibited Weapon x 2 (Brass Knuckles and a knife)
  • ·         Unauthorized possession of a firearm (hand gun)
  • ·         Breach of J.P Recognizance x 5
  • ·         Breach Probation x 2

 

His name was not released as per provisions of the Youth Criminal Justice Act.Both men were held in custody for a bail hearing. The total value of seized drugs is estimated to be approximately $11000.00 which consisted of Marijuana, Methamphetamine pills and Hashish. A quantity of Canadian currency, scales, cell phones, hand gun and brass knuckles were also seized.

 

POSSESSION OF STOLEN PROPERTY

Cornwall, ON- Peter Warner, 27 of Long Sault was arrested on the 3rd of August, 2013 and charged with Possession of stolen property. It is alleged shortly after 2 am on the 3rd of August, 2013 the intoxicated man who was carrying a parking meter while walking on Second Street was spotted by a uniformed police officer. He was taken into custody and charged accordingly. He was later released to appear in court at a later date.

 

 

DOMESTIC BREACHES

            Cornwall, ON- A 43-year-old Cornwall man was arrested on the 3rd of August, 2013 and charged with breaching his Probation order for having contact with his ex-girlfriend while having consumed alcohol and not keeping the peace. It is alleged that on the 3rd of August, 2013 the intoxicated man attended his 55-year-old ex-girlfriend’s residence on Jane Street. Police were contacted and an investigation ensued. During their investigation the man was taken into custody and charged accordingly. He was transported to police headquarters and held for a bail hearing. His name was not released as it might identify the victim.

Cornwall, ON- A 41-year-old Cornwall man was arrested on the 4th of August, 2013 and charged with two counts of breach of a recognizance for having been within 100 meters of his 35-year-old ex-girlfriend and having communicated with her. It is alleged that on the 4th of August, 2013 he attended the area where his ex-girlfriend resides and uttered something to her. Police were contacted and an investigation ensued. During their investigation the man was located at his residence, taken into custody and charged accordingly. He was transported to police headquarters where he was held for a bail hearing. His name was not released as it might identify the victim.

 

DOMESTIC ASSAULT, MISCHIEF

            Cornwall, ON- A 20-year-old Cornwall woman was arrested on the 4th of August, 2013 and charged with two counts of assault and one count of mischief. It is alleged that on the 3rd and 4th of August, 2013 during  arguments  the woman punched her 22-year-old common law husband in the head and on one occasion threw his eye glasses causing them to break. Police were contacted and an investigation ensued. During their investigation the woman was spotted walking on McConnell Ave. by a member of the Cornwall Community Police and subsequently taken into custody and charged accordingly. She was transported to police headquarters where she was released with a court date of the 20th of August, 2013. Her name was not released as it may identify the victim.

Cornwall, ON –A 45-year-old Cornwall man was arrested on the 5th of August, 2013 for mischief. It is alleged that on the 5th of August, 2013 he attended his 54-year-old ex-girlfriend’s residence and broke a window. Police were contacted and an investigation ensued. During their investigation they located the man at his residence, took him into custody and charged him accordingly. He was transported to police headquarters where he was later released with a court date of the 10th of September, 2013. His name was not released as it might identify the victim.

 

THREATS AND BREACHES

            Cornwall, ON- David Hills, 52 of Cornwall was arrested on the 4th of August, 2013 and charged with five counts of uttering death threats, one count of threats to cause harm and one count of breach of Probation for not keeping the peace. It is alleged that on the 3rd of August, 2013 he threatened a 35-year-old woman and uttered a death threat towards her children. Police were contacted and an investigation ensued. During their investigation they located the man at his residence, took him into custody and charged him accordingly. He was transported to police headquarters and held for a bail hearing.

 

ASSAULT AND BREACH

Cornwall, ON- A 16-year-old female was arrested on the 4th of August, 2013 and charged with two counts of Assault and one count of breach of probation for not keeping the peace. It is alleged that on the 4th of August, 2013 an argument took place at her residence at which point she punched her 37-year-old mother on the shoulder. She then struck a 14-year-old female who was also at the residence. Police were contacted and an investigation ensued. During their investigation the female was taken into custody and charged accordingly. She was taken to police headquarters and held for a bail hearing. Her name was not released as per provisions of the Youth Criminal Justice Act.

 

IMPAIRED OPERATION

Cornwall, ON- Timothy Paupst, 45 of Cornwall was arrested on the 4th of August, 2013. It is alleged that he operated a motor vehicle in the Wendy’s parking lot on Brookdale Ave. while under the influence of alcohol and was involved in a minor collision. Police were contacted and an investigation ensued. During their investigation the man was taken into custody charged with impaired operation. He was transported to police headquarters for further testing which resulted in a charge of Over 80.He was released with a court date of the 15th of August, 2013.

 

WARRANT

Cornwall, ON –Mary Whiteford, 49 of Cornwall was arrested on the 5th of August, 2013. It is alleged that the woman who is bound by two separate Undertakings with conditions to notify Cornwall police of any change of address and to keep the peace failed to attend for prints on the 3rd of June, 2013. A warrant was subsequently issued for her arrest. On the 5th of August, 2013 police located the female who did not notify any change of address at a Marlborough Street residence. They took her into custody and charged her with five counts of breaching her Undertaking.

SIU Investigates Shooting on the Oneida First Nations Reserve

Mississauga (3 August, 2013) — Ontario’s Special Investigations Unit (SIU) is probing the circumstances surrounding a police involved shooting on the Oneida First Nations Reserve near London at approximately 11:03 AM today.
Preliminary information indicates the following:
• On August 2, 2013, a robbery occurred on the Oneida First Nations Reserve;
• Today, the OPP was still on the reserve investigating the robbery;
• The OPP received information that the accused was driving around with a loaded gun;
• At approximately 11:03 Am, OPP officers located the male and gun fire was exchanged; and
• The male was taken the hospital with gunshot wounds.

The SIU has assigned four investigators and two forensic investigators to probe the circumstances of this incident.

The SIU is an arm’s length agency that investigates reports involving police where there has been death, serious injury or allegations of sexual assault. Under the Police Services Act, the Director of the SIU must

  • consider whether an officer has committed a criminal offence  in connection with the incident under investigation
  • depending on the evidence, lay a criminal charge against the officer if appropriate or close the file without any charges being laid
  • report the results of any investigations to the Attorney General.

SIU Concludes Death Investigation in Belleville

Case Number: 13-OOD-157

Mississauga (2 August, 2013) — The Director of the Special Investigations Unit (SIU), Ian Scott, has concluded that there are no reasonable grounds to charge any Belleville Police Service officer with a criminal offence in relation to the death of a 48-year-old man in July of 2012. The matter was brought to the attention of the SIU in July of 2013 by a family member of the deceased individual.

The SIU assigned three investigators to probe the circumstances of this incident. As part of the investigation, six witness officers and eight civilian witnesses were interviewed. One of the subject officers declined to provide her notes or an interview to the SIU, as is her legal right. The second subject officer provided a statement but not his notes.

The SIU investigation found that the following events took place on July 13, 2012:
• In the morning hours, a number of civilian witnesses saw a man standing near the north side of the local railroad tracks near Herchimer Avenue. He appeared to be acting in an agitated manner, and at least one civilian spoke to him about his condition. Another civilian contacted the police about her concerns.
• The man spoke with a subject officer. The precise nature of the interaction is unknown because the officer did not provide a statement to the SIU.
• The second subject officer, who was driving around on general patrol, also saw the man. The officer was concerned about the man because it was a very hot day and he was wearing inappropriate clothing. The man told the officer he was a train enthusiast and was waiting for a train to pass.
• At approximately 11:30 a.m., the man committed suicide by stepping onto the railway tracks as a train approached.

Director Scott said, “In my view, the second subject officer did nothing wrong in these circumstances. He took the time to speak to the man due to his odd behavior, but had no legal authority to apprehend him under theMental Health Act as the man was not acting in a disorderly fashion and he did not appear to be suffering from a mental disorder such that he would harm himself. It is unknown what the exact interaction was between the first subject officer and the decedent because she did not provide a statement to the SIU.  While the man’s death was tragic, there is no evidence to support the proposition that either subject officer was in any way responsible for this event.”
