Eric Little of Ottawa Ontario Suggests Service Ontario Offer More Language Services – LTE

LTEImagine walking into a Service Ontario location and being served. Now imagine sitting in a comfortable chair and having a voice/video link with a government office. Now imagine speaking in one of say 5 main languages with a real person just like at a counter. Using technology to help people is not new, you can even get an app on your smart phone to detect where your metal property line marker is. Of course that app would not help to get your new license plates or help order a new health card but there is technology that can.

Surely with a bit of planning and will, we can create something to help more people get things done in a manner that concentrates on citizens needs. Some bank machines already provide several languages to use, there are 9-1-1 call centers that instantly connect to translation services that can cover 140 languages and we have had hearing/speech impaired interfaces for years.

Why can’t we have a central station in say Toronto with round the clock operators that can provide assistance in several languages? Assistance for health cards, some translation and real time support. If after a hundred plus years of language issues that no one seems ready to discuss and work towards solutions, the least we can do is help people that need it, is that not what multiculturism & bilingualism was about? Language duality is a wonderful concept but really, after 40 plus years of the Official Languages Act, 26 years of the Ontario French Languages Services Act and billions of dollars, the percentage of bilingual Canadians has remained stagnant outside of Quebec, but let’s put technology to work for the benefit of all Canadians even as a trial, each Ontario ministry already has a language coordinator, give them technology as well, and stop saying why we can’t do something, ask your MP and MPP how we can!

“You can copy and past the charter all you want it does not state that it guarantee’s interprovincial health services.”

I have already ANSWERD you 3 times.
If you don’t understand, or want to twist it, then what can I do about that.

“Spin it what you may …but please show the readers where it guarantees in the charter interprovincial health services……we readers will be waiting …….”

NOW COULD YOU SHOW THE READERS , WHERE IN THE CANADIAN HEALTH ACT DOES IT GUARANTEE INTER-PROVINCIAL SERVICES TO ALL CANADIANS.

DO SHOW….. , WHERE CAN WE CONFIRM YOUR CLAIM?

ALL THE READERS ARE WAITING…….DO TELL….WE AWAIT

You people (the agitator gang) are pathetic. Yes, i guess I have to admit, for once you ARE RIGHT Stella.

Stella wrote, “You are really having an impact on the public and opening many eyes on your true colors and agenda.”

But, thing is Stella “the impact” has more to do with the people witnessing the familiar attitudes YOU and “the gang of agitators” from the French side of this situation that have come to the mostly English forum to belittle the hardships of people here.

It’s almost a complete microcosmic reflection of how the French are treating the English in Quebec and how they then believe it’s OK for them to go even further and blatantly stick French in the faces of the other Anglophones OUTSIDE of Quebec as well.

It’s all fine and dandy till the majority anglophones in this country decide. THAT’S IT. We have taken this sh!t for far too long now and we have had it.

Please feel free to read through the following documents to verify that YOU were WRONG and the title of KING OF INACCURACIES may best suit YOU,though I still think that was a childish approach.

“Please feel free to read through the following documents to verify that YOU were WRONG and the title of “KING OF INACCURACIES” may best suit YOU, though I still think that was a childish approach.”

NONE OF THIS HAS ANYTHING TO DO WITH YOUR ORIGINAL INACCARACTE CLAIM. YOU ARE REFFERING TO A WHOLE DIFFERENT THING. THIS IS NOT THE CANADIAN HEALTH ACT. YOU CLAIMED….THE FOLLOWING……

    highlander August 25, 2013 at 5:16 pm

“Spin it what you may YOU ARE WRONG AGAIN THE CANADA HEALTH ACT GUARANTEES INTERPROVINCIAL HEALTHCARE .”

“YOU SEE LIVES FOR LIES THE CHARTER GUARANTEE’ EQUAL SERVICES THROUGHT TRANSFER PAYMENTS ,BUT DOES NOT GUARANTEE INTERPROVCIAL SERVICES ,THAT IS GOVERNED BY CANADA HEALTH ACT.”

I HAVE RESPONDED AND ANSWERED ACCURATELEY. YOU ON THE OTHER HAND ARE TRYING TO VINDICATE YOURSELF WITH YET AGAIN REFFERING TO INACCARACTE IRELEVANT NEVER MENTIONED INFORMATION. THIS IS NOT WHAT YOU CLAIMED.

“THE CANADA HEALTH ACT GUARANTEES INTERPROVINCIAL HEALTHCARE” IS YOUR CLAIM. NOT A COMMITTEE THAT IS SEPERATE FROM THE CANADIAN HEALTH ACT. THE ACT IS THE LEGISTLATION WHICH DOES NOT GARANTEE INTER-PROVINCIAL ACCESS. THE ACT ADDRESSES CASH DISBUREMENT FROM THE FEDERAL GOVERNMENT DOES NOT ADDRESSE INTER-PRVINCIAL ACCESS.

SO, WE ALL AWAIT YOUR ACCEPTANCE TO THE FACT THAT YOU ARE WRONG. MY CLAIM REMAINS ACCURATE. THE CANADIAN CHARTER OF RIGHTS AND FREEDOMS, GRANTS ACCESS TO ALL CANADIANS TO HEALTH SERVICES.

I’M TEMPTED TO REUSE YOUR TITLE BUT, OUT OF RESPECT FOR THE RULES I WILL NOT. IT’S TOO BAD BECAUSE I THOUGHT THAT IT WAS SO VERY BECOMING.

YET ONCE AGAIN YOU ARE UTILIZING FALSE INFORMATION IN HOPE THAT NO ONE WILL NOTICE THAT YOU ARE WRONG.

Interprovincial Health Insurance Agreements Coordinating Committee (IHIACC)

The Canada Health Act Division chairs the Interprovincial Health Insurance Agreements Coordinating Committee and provides a secretariat for the Committee. The Committee was formed in 1991 to address issues affecting the interprovincial billing of hospital and medical services as well as issues related to registration and eligibility for health insurance coverage. It oversees the application of interprovincial health insurance agreements in accordance with the Canada Health Act.

The within-Canada portability provisions of the Act are implemented through a series of bilateral reciprocal billing agreements between provinces and territories for hospital and physician services. This generally means that a patient’s health card will be accepted, in lieu of payment, when the patient receives hospital or physician services in another province or territory. The province or territory providing the service will then directly bill the patient’s home province. All provinces and territories participate in reciprocal hospital agreements and all, with the exception of Quebec, participate in reciprocal medical agreements. The intent of these agreements is to ensure that Canadian residents do not face point-of-service charges for medically required hospital and physician services when they travel in Canada. However, these agreements are interprovincial/territorial and are not required by the Act.

Part III Section 36. 1,C of The Canadian Charter of Rights and Freedoms.

    Equalization and regional disparities.

( c ) providing essential public services of reasonable quality to all Canadians.

Part III Section 36.2 of The Canadian Charter of Rights and Freedoms

    Commitment respecting public services

( 2 ) Parliament and the government of Canada are committed to the principle of making equalization payments to ensure that provincial governments have sufficient revenues to provide reasonably comparable levels of public services at reasonably comparable levels of taxation.

THIS EQUALIZATION AND REGIONAL DISPARITIES IS MONIES DIRECTED TO PROVINCIAL ENTITIES AND MUST FOLLOW THE Canadian HEALTH ACT.

THE CHARTER SETS FORWARD EQUALIZATION AND NOT INTERPROVINCIAL SERVICES THAT IS COVERED BY THE HEALTH CANADA ACT .

PLEASE LOOK AT MY ABOVE POSTING -THE FEDERAL GOVERNMENT DOES NOT REIMBURSE FOR INTERPROVINCIAL FUNDING BUT IS CHAIRING THE COMMITTEE .

THE CHARTER ONLY INDICATES THAT FUNDING THROUGH TRANSFER PAYMENTS FOR EQUALIZATION OF SERVICES .
    THEREBY GUARANTEEING EQUALITY OF SERVICES

IT REMAINS THE HEALTH CANADA ACT THAT ENSURES THAT THERE IS INTERPROVICIAL SERVICES.

THERE IS NOTHING IN THE CHARTER THAT GUARANTEE’S INTERPROVINCIAL SERVICES !

THEREFORE YOU REMAIN WRONG AGAIN THERE HUNGRY AND MY ABOVE DOCUMENTS PROVE SO.

YOUR HUMAN JUST ADMIT YOU ARE WRONG AND BE DONE WITH THIS……
IF YOU CONTINUE TO DISAGREE SHOW WHERE IN THE CONSTITUTION IT GUARANTEE’S INTERPROVINCIAL SERVICES .

IN HEALTH CANADA ACT ITS VERY CLEAR ON INTERPROVINCIAL COVERAGE .

BUT LET YOUR PRIDE CONTINUE TO CLOUD YOUR JUDGMENT!

YOU STILL REMAIN WRONG ON THIS SUBJECT.

  22. Highlander,

If for one second I thought I was wrong I would have no

CC2 I think it’s pretty clear that if you address a poster it should be by the name used to post the comment or a reasonable abbreviation. If they posted with another pseudonym in the past that was the past.

I think you yourself use a few monikers.

The bottom line is the more time I spend moderating such as I am now the more cranky I get as I’m not doing the tasks I need to. Nobody wants hyper moderation. I think it’s very very clear what our standards are which is not to post to the poster but to the point or topic.

CFN is not here for a battle of personalities. I’m sure there are some other places for that. We want to be as hospitable as possible; but the lines are pretty clear.

I respectfully decline on agreeing on disagreeing .

I have researched and provided the facts to prove that it was the Canada health act.

If for one second I thought I was wrong I would have no
problem admitting to my mistake particularity when one has provided overwhelming evidence as I have .

You may respectfully decline for further discussions ,but the proof has been provided as well as the link to justify my arguments in this debate.

So even when there is overwhelming evidence one can justify their defense of the debate through stating “we will agree to disagree”?

So I guess when I am proven wrong (again) in due time as I am only human, I should stand my ground even when the evidence is against me and state “we will agree to disagree”

    There’s the solution !

  29. Highlander August 27, 2013 at 9:55 pm

“You may respectfully decline for further discussions ,but the proof has been provided as well as the link to justify my arguments in this debate.”

It is not correct. It proves nothing. All it confirms is the bureaucratic administration and criterion that Provincial Health services must uphold to receive funding.

“I have researched and provided the facts to prove that it was the Canada health act.”

The facts that you provide is the financial payments. The committee’s mandate is to determine how the hospitals will be paid. The whole Health Act is legislation which defines Federal spending Powers and sets the rules for that funding.

The questions that needs to be asked is why does this committee exist? Who sits on this committee? What is the purpose of the committee?

The Committee is comprised of federal, provincial, and territorial health department officials. The Canada Health Act Division chairs the Committee and provides its secretariat. Members meet formally three times a year, in addition to engaging in regular communication through conference calls and written correspondence. The purpose of these interactions is to share information and to engage in collaborative problem-solving between governments.

The committee deals with the bureaucracy and finances. They are the Secretariat that Administers and represent Canadian Government in negotiations with Provincial Health providers.

They negotiate with Provincial Health Services on payment agreements so that government can come good on the guarantee made to all Canadians through The Canadian Charter of Rights and Freedoms Part III Section 36. 1,c that they will as the Canadian Government ,( c ) provide essential public services of reasonable quality to all Canadians.

And how they achieve this is with the bureaucratic spending legislation called Canadian Health Act that is administered by bureaucrats.

Why is this so hard to understand? Take another same example.

Canadian Languages Act. Is it the Act that guarantees bilingual services? No! Part I Section 16.-22 of the Canadian Charter of Rights and Freedoms is what guarantees that all Canadians will have access of bilingual Services.

The Languages Act is the bureaucratic legislation framework, that administers and ensures compliance, so that the Canadian Government can comes good on the guarantee made to all Canadian’s, through The Canadian Charter of Rights and Freedoms, Part I section 16 -22 that English and French are the official languages of Canada and have equality of status and equal rights and privileges as to their use in all institutions
of the Parliament and government of Canada.

If a Canadian feels that his right has not been respected he invokes a breach of his Constitutional Right not a breach of the Health Act.

  30. Imagine walking into a Service Ontario location and being served. Now imagine sitting in a comfortable chair and having a voice/video link with a government office.

OR, simply imagine doing what is sane and saves billions of dollars and at the same time demands a realistic basic respect from anyone deciding to move to the “country in question” and call it their home.

Do what the French are doing but in reverse.

    — Of course, within their sense of entitlement and feelings of grandeur, the French have gotten it a little backwards and gotten ahead of themselves since they are insanely applying such a thing “to a PROVINCE” when everyone knows and completely accepts the idea that this is completely disrespectful to the country you live in and should only be something that COUNTRIES aspire to and DO.

And what is it, you ask ? To declare.

    http://youtu.be/ui_XgfFceYc?t=42s

That way everyone can still have their own language as a second language and keep those languages and their cultural elements as much as they want within their own homes and communities but, this concept produces a real sense of ONE in the community with ONE language that brings everyone together in public and when using services like banks and hospitals and so on.

Maybe the French “that part” right ? except, as i said. ONLY countries should have this right as provinces have a unfortunately element in them. Yes, the citizens of the actual country who live there too 🙂

I’m sorry highlander, I led you astray with my confusion. Please erase my foolishness from your memory so as not to taint the impression you hold of our fellow poster hfft.

Oh not to worry I have had an impression of him after he pretty well insulted the majority of the writers.

But that’s all rights he is fair minded you know lol..lol..lol..lol..lol

The readers know what he is like ,I need not further explain.

“Show us were is says in the constitution Guaranteeing interprovicial health services that you claim.”

It’s simple Watson. CANADIAN Charter of Rights and Freedoms.
For all Canadian Citizens living in all provinces = Inter-PROVINCIAL

“Still wrong and we the readers are still waiting for that proof”

I believe the intelligent ones have already understood. They do
    not require any further proof.

  37. @highlander

My claim was never about Iinter-PROVINCIAL access.

My claim was and remains that it is not the Canadian Health Act that guarantee’s access to Health services.

The Canadian Charter of Rights and Freedoms Part III Section 36. 1,c (1982)

( c ) providing essential public services of reasonable quality to all Canadians.

  38. Eric August 29, 2013 at 10:49 am

“HFTT, granted I went through the Charter quickly and may have missed something in another post, but where is the part you mentioned? And does it specifically say health care?”

The Canadian Charter of Rights and Freedoms Part III Section 6. 1,c

Health Care is an essential Public service. – Canada Health Act
Bilingual Services is an essential Public service. – Languages Act
RCMP is an essential Public Service. – RCMP Act
Federal Courts is an essential Public Service. – Federal Courts Act.
    Etc….etc….etc….

Alberta court of Appeal & Supreme Court of Canada.
This is an excerpt of Justice Irving’s judgement.

“Justice Irving held that the federal government was not acting beyond its jurisdiction when it imposed conditions on its transfers to the provinces. Rather, he concluded that such conditions created “legitimate national standards”, and that the existence of
federal shared-cost programs, such as the national health insurance scheme established under the Canada Health Act, was explicitly recognized under section 36 of the Constitution Act, 1982.

The constitutional validity of such federal spending was confirmed by the Supreme Court of Canada in its 1991 decision in
Reference Re Canada Assistance Plan16 and reaffirmed, with regard to the Canada Health Act in particular, in the Court’s recent decision in Eldridge v. British Colombia.”

  39. But the Canada health Act does allow for for a guarantee to access. Could both of you be right?

    CANADIAN HEALTH CARE POLICYhttp://laws-lois.justice.gc.ca/eng/acts/c-6/page-2.html#h-3

Marginal note:Primary objective of Canadian health care policy

    3. It is hereby declared that the primary objective of Canadian health care policy is to protect, promote and restore the physical and mental well-being of residents of Canada and to facilitate reasonable access to health services without financial or other barriers.
    1984, c. 6, s. 3.

Just to add the rest of section 3 and to show (a) could allow or be be misconstrued to mean, for the benefit of a minority.

    – 36. (1) Without altering the legislative authority of Parliament or of the provincial legislatures, or the rights of any of them with respect to the exercise of their legislative authority, Parliament and the legislatures, together with the government of Canada and the provincial governments, are committed to
    (a) promoting equal opportunities for the well-being of Canadians;
    (b) furthering economic development to reduce disparity in opportunities; and

( c ) providing essential public services of reasonable quality to all Canadians.

    With all due respect,

I have made my case. The rest of what needs to be understood can be referenced from my supporting information in my posts. I have no interest to be right or wrong let those that want to know discover. They can conclude for themselves.

  41. It was written…
Health Care is an essential Public service. – Canada Health Act
Bilingual Services is an essential Public service. – Languages Act”

    Ah hem, Canada..
Err uhmm that does include Quebec doesn’t it?
Right, they are “still in Canada” right?
Still a JUST a “province” in this country right?
Not separated or having declared themselves as “separate” yet, right?

Still receiving “Majority anglophone” transfer payments from ALL the rest of Canada, right?

    in that case…
I figure SOMEONE should tell these clowns all about this…
“Bilingual Services is an essential Public service” concept.

    http://youtu.be/2hKXw24la-8?t=22s

Oh wait, that doesn’t apply in this case right?
Cause it’s Quebec and their , “SPECCCCHIIIALLL” right?

Translates to, I just like to see my name in print. I do not care what you or others think about my opinions, as long as they all know what I think, they will be better off in their lives. My time is more important than yours, and you are less than dung beneath my shoes.

    ~~

Curious, if you do not care if you are right or wrong, why are you so loud and obnoxious about others opinions? Why are you the only one who’s words should hold value, regardless of their validity? Who taught you the art of conversation and debate? Who mistakenly led you to believe that your opinion, regardless of validity, is of value like some sort of commodity?

  43. bella, i do so enjoy how you “cut to the chase” as demonstrated in this post. Well said.

PS: I think it has to do with that oil his folks rubbed on him when he was a baby 😉

    Good response and Questions Bella!

“Curious, if you do not care if you are right or wrong, why are you so loud and obnoxious about others opinions?”

Well that’s simple others opinions are not his and thereby they are wrong!
He is the know all that has proven to all wrong.

“Why are you the only one who’s words should hold value, regardless of their validity?”

That’s because of his greatly inflated ego and his perception of his illusions of Grandeur which is self perpetuating.

” Who mistakenly led you to believe that your opinion, regardless of validity, is of value like some sort of commodity

Well himself of course “he is special you know” in his own mind anyways.

Well bella I answered your questions with regards to hungry in the best of my researched ability(as per his past posts ).

    A superiority complex for sure!
