SCHOOL BUS SAFETY

 

Cornwall, ON- The Cornwall Community Police Service are reminding motorist to be on the lookout for School Buses in our community as school will be starting within the following weeks. Motorists who do not stop for school buses is a problem that we have every year, and this threatens the safety of our children.

 

We are taking a “zero tolerance level” on the enforcement of this type of violations.  School bus operators are also carrying violation forms, that they complete and turned over to police for investigation. This form contains details of the alleged offence such as, licence number of the offending vehicle, location, date & time of the offence, description of the driver.

 

Officers will also pro-actively follow school buses looking for violators and in some cases we will have officers aboard specific school buses travelling in known trouble spots.  They will in turn report violators to a nearby patrol vehicle so that the offender may be apprehended and fined.

 

Fines for these offences are as follows,

 

Section 175 (11) H.T.A.          Fail to stop for school bus, meeting,                      

$490.00 & 6 demerit points

Section 175 (12) H.T.A.

Fail to stop for school bus, overtaking,

$490.00 & 6 demerit points

Section 175 (12) H.T.A.

Stop within 20 metres of school bus.

The introduction of the school bus violation form has been a major factor in reducing the number of violations however, the numbers are still too high, one offence is one too many.  Your children are still at risk and their safety is threatened with each of these incidents.

 

In conclusion, we would like to remind all motorists to be on the lookout for children on their way to and from school, and to be prepared to stop for school buses.

 

WARRANT

 

Cornwall, ON – Oliver McTaggart, 29 of Cornwall was arrested on the 25th of August, 2013 on the strength of a warrant for failing to re-attend court. On the 25th of August, 2013 police conducted a traffic stop in the area of Second Street and McConnell Avenue and identified the passenger as the man wanted by police. He was taken into custody and held for a bail hearing.

 

BREACH

 

Cornwall, ON – A 14-year-old Cornwall youth was arrested on the 25th of August, 2013 and charged with breaching a Recognizance for being out past curfew. It is alleged that on the 25th of August, 2013 the youth was out past curfew and police were contacted. An investigation then ensued. While police were conducting their investigation the youth, who returned home was taken into custody and charged accordingly. The youth was then transported to police headquarters and held for a bail hearing. The youths’ name was not released as per provisions of the Youth Criminal Justice Act.

 

CRIMINAL HARASSMENT AND BREACH

 

            Cornwall, ON – Bernard Prevost, 42 of Cornwall was arrested on the 26th of August, 2013 and charged with Harassment and breach of an Undertaking for failing to keep the peace. It is alleged that the man made attempts to contact a 35-year-old woman on several occasions between  March 17th , 2013 and the 3rd of June, 2013 despite having been warned by police not to contact her. Police were contacted and an investigation ensued. On the 26th of August, 2013 the man attended police headquarters to deal with the matter. He was taken into custody and charged accordingly. He was then held for a bail hearing.

 

THEFT UNDER $5000

 

            Cornwall, ON – Cory Sabourin, 34 of Cornwall was arrested on the 26th of August, 2013 and charged with Theft Under $5000. It is alleged that the man attended a Ninth Street store and removed items without making attempts to pay for them. The man was stopped by a store employee and police were contacted. During the police investigation the man was taken into custody, charged accordingly and held for a bail hearing.

 

DOMESTIC ASSAULT, ASSAULT WITH A WEAPON AND MISCHIEF

 

Cornwall, ON – A 21-year-old woman from Cornwall was arrested on the 26th of August, 2013 and charged with Assault, Assault with a Weapon and Mischief. It is alleged that on the 26th of August, 2013 the woman damaged a vehicle with her vehicle then entered a bar on Thirteenth Street and attempted to strike a 23-year-old man with a beer bottle. The woman then tried to push the man out of the building and police were contacted. During their investigation the woman attended police headquarters to deal with the matter. The woman was taken into custody, charged accordingly and held for a bail hearing. Her name was not released as it might identify the victim in the matter.

 

MISCHIEF

 

            Cornwall, ON – Matthew Labbe, 22 of Cornwall was arrested on the 27th of August, 2013 and charge with Mischief Under $5000. It is alleged that on the 19th of August, 2013 the man damaged a kitchen chair that belonged to a 25-year-old man. Police were contacted and an investigation ensued. During the course of their investigation on the 27th of August, 2013 police learned the man was in custody on an unrelated matter and advised him of the charge of Mischief. The man was then held for a bail hearing.

Stabbing Incident on Bronson Place

(Ottawa) — At approx. 01 50 hrs, the Ottawa Police Service responded to a stabbing that occurred in the 400 Block of Dalhousie South of Rideau St. One male in his mid-twenties had been stabbed outside and was quickly transported to hospital, where he is presently listed in serious but stable condition. Investigation is continuing.

Missing 35-year-old male

 

(Ottawa) – The Ottawa Police Service is seeking the assistance of the public in locating a 35-year-old male who has been missing since approximately 3:30 pm on Aug 24, 2013.

Brian Lean is described as a white male, 6 feet 4 inches tall, slim build, with short brown hair (graying), clean shaven, wearing a gray t-shirt and jeans with a brown belt. Brian has a tattoo of Rachel on his left inside wrist.

Update: Recovered Body

(Ottawa) — The Ottawa Police Service attended the Ottawa River at Shirley’s Bay on reports of a body floating off shore. A male body was recovered at 7:30pm on August 23rd, 2013. The recovered body was confirmed to be that of the missing boater reported on August 19th, 2013. The identity is not being released at the request of the family who ask for privacy at this time.

SIU Concludes Wasaga Beach Vehicle Injuries Investigation

Case Number: 13-PVI-167

Mississauga (27 August, 2013) — The Director of the Special Investigations Unit (SIU), Ian Scott, has concluded that there are no reasonable grounds to charge an Ontario Provincial Police (OPP) officer with any criminal offence in relation to the injuries sustained by three males in July of 2013.

The SIU assigned five investigators, two forensic investigators and a collision reconstructionist to probe the circumstances of this incident. As part of the investigation, four witness officers and 18 civilian witnesses were interviewed. The subject officer declined to provide his notes or a statement to the SIU, as is his legal right.

The SIU investigation found that the following events took place on Saturday, July 13, 2013:
• In the evening hours, five males left the Wasaga Beach area in a Chrysler Sebring. The driver of the vehicle had allegedly been drinking alcohol. While driving along Main Street, the driver rear-ended a stationary vehicle and immediately fled the scene.
• The subject officer received information about the collision and the fleeing vehicle.  He first spotted the Sebring driving eastbound on River Street South and attempted to pull it over. However, the driver did not comply with the subject officer’s attempt to stop his vehicle, and accelerated away from the officer.
• Shortly thereafter, the driver of the Sebring lost control of his vehicle, causing it to leave the roadway just east of Beachway Trail, striking a house on the north side of River Road. The driver fled on foot from the accident scene and was arrested a short distance away.
• Three of his passengers, two 26-year-old males and a 28-year old male, suffered serious injuries including spinal injuries and ruptured internal organs.

According to the collision reconstruction report, The Sebring was travelling at 143 km/h in a 50 km/h speed zone when it left the roadway. There was no evidence to suggest that the subject officer’s police cruiser came into contact with the vehicle.

Director Scott said, “The subject officer had the lawful authority to enter into a suspect apprehension pursuit of the vehicle – he had information it was involved in the criminal offence of failing to remain at the scene of an accident, and its driver refused to pull over when signaled to do so. The driver of the Sebring clearly had no intention of stopping and drove in a reckless manner in an attempt to elude apprehension. The pursuit was very short because the driver quickly lost control of his vehicle, causing it to leave the roadway and strike a house. Unfortunately, three passengers in the vehicle suffered serious injuries as a result of this collision. The subject officer cannot be held criminally liable for the dangerous driving of the man in these circumstances.”

The SIU is an arm’s length agency that investigates reports involving police where there has been death, serious injury or allegations of sexual assault. Under the Police Services Act, the Director of the SIU must

  • consider whether an officer has committed a criminal offence  in connection with the incident under investigation
  • depending on the evidence, lay a criminal charge against the officer if appropriate or close the file without any charges being laid
  • report the results of any investigations to the Attorney General.

Ontario Provincial Police News Portal [STORMONT DUNDAS and GLENGARRY] OPP RAMPING UP FOR LAST SUMMER LONG WEEKEND OF THE YEAR 2013-08-26

(ORILLIA, ON) – With the last of the summer long weekends only days away, the Ontario Provincial Police (OPP) are giving advance notice that they will be honing in on distracted drivers as part of the heightened enforcement they have planned over the Labor Day weekend.

With kids heading back to school next week, distracted driving is of particular concern to the OPP as distraction-related collision fatalities in OPP jurisdiction continue to surpass impaired driving-related deaths this year.  According to the OPP, everyone travelling on roads and highways should be equally concerned about this alarming trend.

“Most people would not get into a vehicle with an impaired driver and they are at as much risk in the presence of a distracted driver as an impaired driver,” says Chief Superintendent Don Bell, Commander of the OPP Highway Safety Division.  “If drivers do not have the good sense to stop this dangerous behaviour on their own, I encourage passengers to take responsibility for their own safety by speaking up.  If you are a passenger in a vehicle and the driver is not completely focused on driving, is talking on a cell phone or even worse – texting, remind them that they are endangering your life and that you want them to stop,” added Bell.

“So far this year, 47 of the 177 people killed in motor vehicle collisions in OPP jurisdiction involved distracted driving, compared to 32 impaired driving-related collision deaths,” said Deputy Commissioner Larry Beechey, Provincial Commander of Traffic Safety and Operational Support.  “Our statistics make it clear beyond a doubt that road users need to pay greater attention to this problem and get on board with our efforts to stop it rather than wait for a devastating tragedy to occur,” added Beechey.

Speeding and other aggressive driving behaviour, impaired driving and seat belt compliance will also be on the OPP’s radar over the long weekend.  Boaters and off-road vehicle (ORV) users should also be prepared to see a strong OPP presence on waterways and trails, with ORV fatalities up 80 per cent and marine fatalities up more than 15 per cent this year.

Ontario Provincial Police News Portal [STORMONT DUNDAS and GLENGARRY] Domestic Incident 2013-08-26

(North Stormont) – On 23Aug13, at approximately 4:30pm, SD&G OPP officers responded to a report of a domestic incident on County Road 15 North Stormont Township.

The investigation revealed that a female and her 46yr old ex-boyfriend were involved in a verbal altercation that resulted in the male assaulting the female.

He was arrested and faces a charge of:

– Assault

He is scheduled to appear 01Oct13 in Cornwall court.
(South Glengarry) – On 24Aug13, at approximately 2:00am, SD&G OPP officers responded to a report of a domestic incident on Concession 9, South Glengarry Township.

The investigation revealed that a male and his 31yr old ex-wife were involved in a verbal altercation that resulted in the female damaging the residence and assaulting the male.

She was arrested and faces charges of:

– Mischief
– Assault
– Utter Threat to Cause Death or Bodily Harm

She is scheduled to appear 10Sept13 in Cornwall court.
