CORNWALL, ON (October 28, 2014) – The Ontario SPCA has laid charges against a Cornwall man who threw two nine week old border collie-type puppies and one terrier mix puppy over a seven foot fence at the Ontario SPCA Stormont, Dundas & Glengarry Branch.
This act resulted in the puppies landing forcefully on the gravel on their necks, backs and other parts of their body.
One of the puppies had difficulties getting up and was walking with a limp afterward.
The charges are as follows:
- One count of causing distress to an animal
- One count of permitting distress to an animal
- Failure to provide adequate and appropriate protection from the elements
- Failure to provide the care necessary for an animal’s general welfare
“The Ontario SPCA would like to thank the public for coming forth with information that has led to finding the person responsible for leaving the puppies,” says Steve Toy, Senior Inspector.

Whoever did this should be prosecuted and a lot of people should not have pets. Pets should be granted to people who can afford them and can be a great animal care giver. There is a great deal more than just looking at the animal and the food, vet bills, etc. are mighty expensive and if you cannot meet those expectations and walk the dog at least twice a day then forget it. They come with a great deal of love and don’t expect much in return. A person who takes in animals has to be financially well off or else don’t go and get a pet.
Yes it’s animal cruelty. But just to make people think of the other side of the fence, why do the OSPCA charge so much to surrender an animal. I believe they shouldn’t be trying to double dip most people surrender their animals because they can’t afford to keep them. So why should we penalize them for trying to get then to a better home.
This is fantastic news! Too bad they will only get a tiny slap on the wrist. Hope they get a huge fine and at least 3 months jail.

The maximum sentence is two years in prison and/or a five thousand dollar fine, unless it has changed recently. With so many pedophiles receiving six month suspended sentences what would be appropriate for this occurrence? This is an animal not a child so would a $5.00 – $10.00 fine fit our liberal idea of justice? Or should they simply have a brief time out?
