More Fraud in Cornwall Ontario as Brian Caskenette Charged – POLICE BLOTTER Tues NOV 4, 2014 #CCPS #OPS #OPP

Cornwall, ON – Arthur Sampson, age 45, of Cornwall, was arrested on November 1, 2014. He was located by police on Sydney Street operating a motor vehicle while under the influence of alcohol. An investigation was conducted and he was charged with Impaired and Over .08. He was released to appear in court on November 13, 2014.

Cornwall, ON – Michael Thompson, age 47, of Akwesasne, was arrested on November 1, 2014. He was found by Canada Border Service Agency to be in care and control of a motor vehicle while under the influence of alcohol. Police were contacted and an investigation was conducted. He was charged with Care and Control while Impaired and Over .08. He was released to appear in court on November 13, 2014.

DOMESTICS

Cornwall, ON – A 49 year old Cornwall woman was arrested on November 1, 2014. It is alleged that on November 1, 2014 she engaged in a verbal argument with her estranged common-law husband who was visiting her residence. The argument escalated to the point that she threw his crock pot at him striking him in the shoulder. The crock pot then fell to the ground causing the glass lid to break. Police were contacted and an investigation was conducted. The woman was charged with Domestic Assault and Domestic Mischief. She was held for a Bail Hearing. Her name is not being released in order to protect the identity of the victim. The victim did not suffer any injuries as a result of the assault.

Cornwall, ON – A 19 year old Cornwall man was arrested on November 1, 2014. It is alleged that on this date he engaged in a verbal argument with his girlfriend at her residence which escalated to him breaking a door frame and pulling her hair. Police were contacted and an investigation was conducted. The male was charged with Domestic Assault and Domestic Mischief. He was held for a Bail Hearing. His name is not being released in order to protect the identity of the victim. The victim suffered minor injuries as a result of the assault.

ASSAULTS

Cornwall, ON – Krista Reid, age 24, of Cornwall, was arrested on November 2, 2014. It is alleged that on October 31, 2014, she became upset with a male acquaintance and assaulted him by pulling his hair. Police were contacted and an investigation was conducted. She was charged with Assault. She was released to appear in court on December 11, 2014. The victim did not suffer any injuries as a result of the assault.

Cornwall, ON – Amy Spirak, age 25, of Cornwall, was arrested on November 3, 2014. She is bound by an Undertaking Order with the relevant condition to keep the peace and be of good behaviour. It is alleged that on October 28, 2014 she assaulted four individuals within a local health care facility. Police were contacted and an investigation was conducted. She was charged with four counts of Assault and one count of Breach of Undertaking. She was held for a Bail Hearing. The victims suffered minor injuries as a result of the assaults.

WARRANTS

Cornwall, ON – Rene Lang, age 44, of Cornwall was arrested on November 3, 2014, in Lachute Quebec, on the strength of a Probation Office Warrant for Breaching his Conditional Sentence Order by failing to attend at the probation office and report to a supervisor between December 13, 2013 and January 8, 2014. Cornwall Police were contacted, attended and took custody of Mr. Lang. He was transported to Cornwall and held for a Bail Hearing.

FRAUD UNDER $5000 AND PERSONATION

Cornwall, ON – Amanda Cassell, age 33, of Cornwall was arrested on November 3, 2014. It is alleged that between September 28, 2014 and October 27, 2014 she applied for, obtained and made purchases with a credit card in an acquaintances name. Police were contacted and an investigation was conducted. She was charged with Fraud Under $5000 and Personation with Intent. She was released to appear in court on December 16, 2014.

FRAUD OVER $5000, THEFT BY CONVERSION, BREACH OF TRUST

Cornwall, ON – Following a 5 month investigation by the Fraud Unit of the Cornwall Criminal Investigation Division, Brian Caskenette, age 57, of Cornwall has been arrested on charges of Fraud Over $5000.00, Theft by Conversion and Breach of Trust.  It is alleged that between November, 2011 and May, 2014, while holding the position of President of the Cornwall Minor Hockey Association, Caskenette submitted unauthorized expenses and used a Cornwall Minor Hockey Association credit card for numerous purchases and cash advances that were deemed to be for personal use.  On November 4, 2014 police attended his residence, executed a warrant and took him into custody. Caskenette was charged accordingly and later released to appear in court on December 11th, 2014. The Cornwall Community Police Service is asking the public to contact D/Cst Scott Virtue at 933-5000, extension 2782, if they have any additional information in relation to this crime.

The city’s minor hockey president has been suspended by the district governing body in what a local official claims is a power struggle between the two organizations.

Brian Caskenette has been stripped of his Cornwall Minor Hockey Association (CMHA) duties for one year, said his vice-president Mike Piquette.

“It could cripple minor hockey’s day-to-day operations,” the VP said.

Piquette agreed to speak publicly after Ottawa District Minor Hockey Association (ODMHA) president Dodie Malcolm declined to confirm or discuss the punishment she laid out for what Piquette described as a “trumped up” charge.

HOME INVASION

(South Dundas) – On November 3, 2014 at approximately 9:22pm, SD&G OPP officers responded to a report of a home invasion at a residence on Weegar Road, South Dundas Township. Investigation indicated that just prior to calling police; multiple male suspects entered the home and confronted a male occupant brandishing knives demanding cash. The victim was not injured. The suspects stole two (2) long guns and left in a passenger vehicle.

The suspects are described as follows;

1- Black male, tall, slender build, 5’6”-5’7”,  short curly hair, wearing dark hooded shirt, track pants, running shoes and a tan coloured baseball cap.

2- Black male, approximately 5’9”, wearing a blue hooded shirt and a baseball cap.

3- Black Male – tall, slender, wearing dark coloured hoodie pulled over his head.

Kingston Police had 96 calls for service during the 24 hour period of November 3rd with 9 additional dispatches between midnight and the morning shift. Some of these included:

There were four males in police cells this morning, between the ages of 18 to 54 years old. The offences involve: Assault, Assault with a Weapon, Mischief, and Fail to Comply with conditions.

Home Repair Frauds Occurring in Kingston

Detectives with the Kingston Police Fraud Unit are warning residents to be careful of a trio who are offering to install leaf gutter guards on residents’ homes for vastly inflated costs.

During the last week of October 2014 an older white male, possibly in his 60’s or early 70’s canvassed mostly elderly homeowners in the area of Roden Street and Pember Place. The suspect identified himself as “James Stewart” and was apparently working with a younger male whom he identified as his son. In one instance an older woman who said she was “Stewart’s” wife attended the victim’s residence to collect the payment cheque.

The homeowners began to talk amongst themselves and were able to recoup their money by cancelling their cheques soon after the work was completed. None of the involved suspects have been identified. They were apparently travelling in a vehicle that towed a work trailer.

Detectives want to remind the public to check work references, contact information and the business background of these seasonal operators to avoid further scams.

Male Charged for Throwing Rocks at Moving Vehicles and Setting Marsh Fire

A 39-year-old Kingston man was in a destructive mood when he decided to throw rocks at vehicles travelling along the Highway 401 corridor and then proceed to set fire to the marsh area along the Cataraqui River.

At approximately 3:00 p.m. on November 3rd, 2014 Kingston Police were dispatched to the area of the Montreal Street overpass at Highway 401 where a male was observed in the westbound lanes and under the bridge throwing rocks at vehicles travelling at or in excess of 100 km/h.

He was then observed by witnesses descending down an embankment and heading south of the highway to the marsh area of the Cataraqui River, where he began to set a fire. Kingston Fire and Rescue were also then dispatched.

With assistance from witnesses police eventually located the male standing on an island with trees within the marsh, approximately one kilometer away from the highway. Officers proceeded into the marsh, eventually locating and arresting the male while Kingston Fire and Rescue extinguished the fire.

The accused was transported to cells to attend a bail hearing the following day. He is being charged with Mischief Endangering Life, Arson and Breach of Recognizance.

Charge Laid where Vehicle Collided with a Pedestrian

On October 7th, 2014 at approximately 4:30 p.m. a 68 year old woman was stuck by a turning vehicle at Bayridge Drive at Milford Drive in the City of Kingston. The intersection was closed for several hours while a Kingston Police re-constructionist investigated the collision.

On October 29th, 2014 Kingston Police charged the driver, a 59 year old Kingston man, with “Turn – not in Safety” contrary to section 142(1) of the Ontario Highway Traffic Act. The pedestrian remains in serious condition in hospital.

  1. My comment is on the 5 month investigation that took place concerning “Brian Caskenette”. I am very proud that the force was able to accomplish their arrest even after “4” years. What is very upsetting is giving authority to people of this kind to just have our hard earn money get stolen. Again, I am very glad to see creed that always comes back to hurt you.
