Mississauga (5 December, 2014) —

The Director of the Special Investigations Unit (SIU), Tony Loparco, has reasonable grounds to believe that a former Ontario Provincial Police (OPP) officer committed a criminal offence against a woman in 1986, while the officer was still a member of the police service in Thunder Bay. Director Loparco has caused a charge to be laid against the former officer.
The SIU was contacted by the OPP regarding a complaint of a sexual nature against the former officer, which was alleged to have taken place on April 23, 1986. As a result of the SIU investigation, former OPP Constable Joseph Girard is facing one charge of Sexual Assault, contrary to s. 246.1 (as it then stood) of the Criminal Code of Canada.
Mr. Girard is compelled to appear before the Ontario Court of Justice at 125 Brodie Street North in Thunder Bay on January 20, 2015. The Justice Prosecutions branch of the Ministry of the Attorney General will have carriage of the prosecution.
As this matter is now before the courts, and in consideration of the fair trial interests of the charged officer and the community, the SIU will make no further comment pertaining to this investigation.

The SIU is an arm’s length agency that investigates reports involving police where there has been death, serious injury or allegations of sexual assault. Under the Police Services Act, the Director of the SIU must

  • consider whether an officer has committed a criminal offence  in connection with the incident under investigation
  • depending on the evidence, lay a criminal charge against the officer if appropriate or close the file without any charges being laid
  • report the results of any investigations to the Attorney General.

Ottawa Reverend charged with Sexual Assault and Sexual Interference

(Ottawa) — The Ottawa Police Service Sexual Assault and Child Abuse Section has charged an Ottawa Reverend following an investigation into allegations of a historical sexual assault that occurred in 2008 at a church of the Archdiocese of Ottawa located in the west end of Ottawa.

In late February 2014, investigators received a complaint and commenced an investigation into allegations of sexual assault involving a Reverend and a young boy who was 14 years old at the time of the offence.

Today, Stephen AMESSE, 56 years old, of Ottawa was charged with two counts of Sexual assault and two counts of Sexual interference with a person under 16 years of age.

He is scheduled to appear in court today.

SACA investigators are concerned that there could be other victims.

BREACH

 

Cornwall, ON – A 52-year-old Cornwall man was arrested on December 4th, 2014 and charged with breaching his probation order for being in the company of his 51-year-old common law wife while she is under the influence of alcohol and for failing to keep the peace. It is alleged that on December 4th, 2014 police attended a Third Street East residence for an ongoing dispute. On arrival they found the man was in the company of his common law wife despite the fact that she was under the influence of alcohol and he has conditions not to be in her presence when she has consumed alcohol. He was taken into custody, charged accordingly and held for a bail hearing. His name was not released as his conditions stem from a domestic incident and would identify the victim in the matter.

 

BREACH, RESIST ARREST

 

Cornwall, ON – A 14-year-old Cornwall youth was arrested on December 4th, 2014 and charged with breaching his recognizance for being outside his residence without supervision and failing to follow house rules. He was also charged with resisting arrest. It is alleged that on December 4th, 2014 police attended a Sixth Street West residence in relation to a breach complaint as the youth had left the residence without permission and without supervision. Once on scene the youth returned home and was taken into custody after a brief struggle. He was charged accordingly and held for a bail hearing. His name was not released as per provisions of the Youth Criminal Justice Act.

 

BREACH, FRAUD

 

Cornwall, ON – Steven Coleman, 31 of Cornwall was arrested on December 5th, 2014 and charged with breaching two probation orders for failing to keep the peace and fraud under $5000. It is alleged that on December 1st, 2014 the man attended a Pitt Street store and returned merchandise that he selected from inside the store for a refund. Police were contacted and an investigation ensued. On December 5th, 2014 police met with the man as he wanted to deal with the matter. He was taken into custody, charged accordingly and released to appear in court on January 8th, 2015.

FRAUD, USE OF CREDIT CARD DATA, ATTEMPT TO COMMIT, CONSPIRACY TO COMMIT

 

            Cornwall, ON – Francois Louis, 29 of Montreal and Mohamed Barkia, 28 of Lasalle, Quebec were arrested on December 3rd, 2014 and charged with several fraud related offences including:

·         8 counts of use of credit card data

·         5 counts of fraud over $5000

·         2 counts of attempt to commit an indictable offence

·         1 count of conspiracy to commit indictable offence

 

It is alleged that on five occasions during the months of March and April, 2013 the two men purchased electronic equipment from a local business while using credit cards. The credit card transactions were fraudulent as the card owners did not provide permission or have any knowledge of the transactions. The two men also attempted to use the fraudulent cards on two other occasions; however the transaction were not completed. Police were contacted and an investigation ensued. On December 3rd, 2014 the two men attended police headquarters to deal with the matter. They were taken into custody, charged accordingly and held for a bail hearing.

CRIMINAL HARASSMENT

 

Cornwall, ON – A 36-year-old Cornwall man was arrested on December 2nd, 2014 and charged with criminal harassment. It is alleged that during the months of July and August, 2014 the man communicated with his 36-year-old ex-girlfriend by way of text messages despite having been warned by police not to communicate with her. On December 2nd, 2014 police were contacted and an investigation ensued. During their investigation police located the man at his residence, took him into custody and charged him accordingly. He was transported to police headquarters and later released to appear in court on January 6th, 2015. His name was not released as it might identify the victim in the matter.

 

ASSAULT, FORCIBLE CONFINEMENT

 

Cornwall, ON – A 19-year-old Cornwall man was arrested on December 2nd, 2014 and charged with assault and forcible confinement. It is alleged that during an argument with his 18-year-old girlfriend the man put his hands around her neck, pushed her then struck her on the cheek. He then prevented her from leaving the apartment. The woman eventually left the apartment and police were contacted to investigate. During their investigation the man was located at a Second Street East residence, taken into custody, charged accordingly and held for a bail hearing. His name was not released as it might identify the victim in the matter.

Shots fired into Residence

(Ottawa) — On Tuesday December 2, 2014 at approximately 10:40pm, West Division Patrol Officers of the Ottawa Police Service responded to reports of a shooting that occurred in the 2200 block of Elmira Drive.

Through the course of the investigation it was learned that three bullets were fired into a residence and no one was injured.  The projectiles were recovered at the scene.

The Guns and Gangs Unit has taken carriage of the investigation and is looking to speak to any witnesses to the incident.

  1. The story about Ottawa priest is made more “cruel” by the fact this young man was receiving grief counseling after a schoolmate died when a barrel exploded in a shop class

    comment based on Ottawa Citizen story hopefully more trustworthy than recent story of sexual abuse by Rolling Stone magazine that seems to be slowly falling apart.
