THEFT, BREACHES
Cornwall, ON – James Quinn, 30 of Cornwall was arrested on December 12th, 2014 and charged with theft under $5000, breach of undertaking for having incendiary devices and breach of probation for failing to keep the peace. It is alleged that on December 12th, 2014 the man attended a Brookdale Avenue store and removed a bottle of alcohol making no attempts to pay for the item as he left the store. Police were contacted and located the man a short distance away. He was taken into custody and found to be in possession of matches despite being on conditions not to. He was charged accordingly and released to appear in court on January 23rd, 2015.
Cornwall, ON – Michael Masson, 27 of Cornwall was arrested on December 13th, 2014 and charged with theft under $5000 and breach of probation for failing to keep the peace. It is alleged that on December13th, 2014 the man took a snow blower that did not belong to him from a Gerald Street address. Police were contacted and located the man travelling south bound on McConnell Avenue with the snow blower in the back of the truck. Police conducted a traffic stop and took the man into custody after a brief foot chase. He was charged accordingly and held for a bail hearing.
THEFT UNDER $5000
Cornwall, ON – Tate Jocko, 25 of Akwesasne was arrested on December 13th, 2014 and charged with theft under $5000 and breach of probation for failing to keep the peace. It is alleged that in the early morning hours of December 13th, 2014 the man took a car that did not belong to him while the owner was paying for gas. Police were contacted and an investigation ensued. Akwesasne Mohawk Police located the vehicle in a ditch on Cornwall Island and took the man into custody on Cornwall’s charges. He was transported to Cornwall’s headquarters, charged accordingly and released to appear in court on January 22nd, 2015.
ASSAULT
Cornwall, ON – A 37-year-old Cornwall man was arrested on December 14th, 2014 and charged with assault. It is alleged that on December 14th, 2014 during an argument with his 33-year-old girlfriend the man pulled her hair and threw her to the ground. An OPP officer who was traveling on Montreal Road intervened and took the man into custody. A member of the Cornwall Community Police Service then assumed custody of the man and charged him accordingly. He was transported to police headquarters and held for a bail hearing. His name was not released as it might identify the victim in the matter.
MISCHIEF
Cornwall, On – A 53-year-old Cornwall man was arrested on December 14th, 2014 and charged with mischief. It is alleged that during an argument with his 41-year-old girlfriend the man broke the driver’s side door window of her car. Police were contacted and an investigation ensued. During their investigation the man was taken into custody, charged accordingly and held for a bail hearing. His name was not released as it might identify the victim in the matter.

Projects KARMA and CALAMITY wrap up with 27 people charged
(Ottawa)—The Ottawa Police Service conducted two simultaneous projects this year to address gun violence, gangs and drugs and laid a total of 254 charges and arrested 27 people involved with gang activities or organized crime.
The two projects – Karma and Calamity — were created to respond to street gang criminal activity, specifically firearms and drug offences.
Project KARMA, led by the Guns and Gangs Unit, began in June 2014 and ran until the end of November, with the objective to address street gangs brazen firearms violence. It resulted in 14 people charged, 137 charges laid, 4 firearm seized, drugs with an estimated value of $61,500 and approximately $5,000 in Canadian currency (see Appendix A for details).
Project CALAMITY, led by the Drug Unit, began in June 2014 as a spinoff of KARMA and ran until August. It targeted people in the drug trade who were suspected of having access to or using firearms to commit offenses. It resulted in 13 people charged, 117 charges laid, 3 guns seized, 400+ rounds of ammunition, drugs with an estimated value of $24,000 and approximately $45,000 in Canadian and U.S. currency (see Appendix B for details).
“Street gang activity and the associated gun violence we have seen are a concern for our community and the Ottawa Police,” said Insp. Chris Renwick. “We continue to proactively respond to emerging criminal activity to address the concerns of residents and hold people accountable.”
“The Ottawa Police continues with enforcement and suppression projects that are a key pillar of our community’s Gang Strategy to make our City safer,” said Insp. Renwick. “Increased patrols, proactive policing efforts and investigations continue to focus on street gang activity and recent shootings in Ottawa.”
(Ottawa)—On December 11, 2014, the Ottawa Police Service did an enforcement project targeting illegal activity at local pawn shops/second hand stores.
The Break & Enter Units and Neighbourhood Officers from all three OPS divisions as well as City of Ottawa By-law officers visited 14 pawn shops throughout the City.
The enforcement initiative stemmed from business and resident concerns that stolen property was being sold to pawn/second hand goods shops. The project was conducted to ensure that pawn/second hand good shops were complying with current provincial and By-law rules.
As a result, 48 summonses were issued against a total of 14 businesses and several stolen items were recovered, valued at $4000.00. The offences include charges in relation to proper record maintenance, storage of goods, proper signage, failure to comply with police inspection, and unlawful sale of tobacco products, per City of Ottawa By-laws and the Pawnbrokers Act.
(Ottawa) – On Tuesday, December 9, 2014, Ottawa Police Service Patrol officers responded to a disturbance call in the 300 block of Kent Street.
A male was subsequently arrested for being intoxicated in a public place and taken into custody. During the search of his belongings in the cellblock, officers located a gift wrapped box that concealed 169 jewelers type bags containing cocaine.
Items seized during the search included:
- 83 grs of cocaine valued at $8,300.00
- 0.5 grs of marihuana
- Approximately $265.00 in Canadian currency
As a result, Liban ARABETO, 58 years old of no fixed address was charged with:
- Possession for the Purpose of Trafficking Cocaine sec 5(2) CDSA
- Possession of a Schedule II Substance (Marihuana) sec 4(1) CDSA
- Possession of Proceeds of Crime under $5,000.00 sec 355 (b) CC
- 2 counts of Breach of Undertaking 145(5.1) CC
Liban ARABETO was held for a show cause hearing and remains in custody with a court date of Monday, December 15, 2014.
SD&G OPP
IMPAIRED DRIVER
(North Glengarry) – On December 13, 2014 at approximately 4:59pm, SD&G OPP officers responded to an impaired driving complaint on County Road 34 in the Town of Alexandria, North Glengarry Township. A vehicle was intercepted and investigation indicated the adult male driver was under the influence of alcohol. An open container of liquor was also seized from inside the vehicle.
Robert SCHLUTER (54) of North Glengarry Township was arrested and is charged with;
– Care of Control of a Motor Vehicle while Impaired
– Driving a Motor Vehicle with More than 80 Milligrams of Alcohol in Blood
– Having Care or Control of a Motor Vehicle with Unsealed Container of Liquor (Liquor Licence Act)
He was released and scheduled to appear at the Ontario Court of Justice in Alexandria on February 4, 2015.
OBSTRUCT PEACE OFFICER
(South Dundas) – On December 12, 2014 at approximately 1:30pm, SD&G OPP officers were conducting a Reduce Impaired Driving Everywhere (RIDE) checks on Carman Road at Bath Road, South Dundas Township. A check of a vehicle indicated that the adult male driver provided false identification. Further information also revealed he was in contravention of a condition imposed from a previous incident.
Justin RUST (26) of South Dundas Township was arrested and is charged with;
– Obstruct Peace Officer
– Personation with Intent to Avoid Arrest
– Fail to Comply with Probation Order
He was released and scheduled to appear at the Ontario Court of Justice in Morrisburg on January 6, 2015.
DRUGS SEIZED
(South Dundas) – On December 12, 2014 at approximately 1:17pm, SD&G OPP officers were conducting a Reduce Impaired Driving Everywhere (RIDE) checks on Carman Road and County Road 2, South Dundas Township. A check of a vehicle resulted in the seizure of a small quantity of suspected marihuana from inside the vehicle.
Gregory MCCASLIN (24) of South Dundas Township was arrested and is charged with;
– Possession of a Controlled Substance
He was released and scheduled to appear at the Ontario Court of Justice in Morrisburg on January 6, 2015.
(South Glengarry) – On December 14, 2014 at approximately 1:26am, SD&G OPP officers responded to a request for assistance from Ministry of Transportation Ontario (MTO) members at a site (MTO scales) on Highway 401, South Glengarry Township. Investigation indicated that a check of a vehicle resulted in the seizure of a small quantity of suspected marihuana. The adult male driver also provided officers with false identification.
Walid STA-ALI (19) and a male passenger, Mehdi ARRAG (18), both of Saint-Laurent, Quebec were arrested and each charged with;
– Possession of a Controlled Substance
STA-ALI is also charged with;
– Obstruct Peace Officer
Both were released and scheduled to appear at the Ontario Court of Justice in Alexandria on February 4, 2015.
STOLEN BACKHOE
(North Stormont) – Between December 9-12, 2014, a backhoe was removed from a property on Tolmies Corners Road, North Stormont Township. The unit is described as a 1986 Case 580SE backhoe, yellow.
An investigation continues.
