Cornwall PoliceDRUG WARRANT

 

Cornwall, ON – Lyle Perkins, 51 of Cornwall was arrested on January 9th, 2015 and charged with possession on a controlled substance. It is alleged that on January 9th, 2015 members of the Cornwall Street Crime Unit executed a warrant at a Gulf Street residence and found the man to be in possession of marijuana. He was taken into custody, charged accordingly and released to appear in court on January 27th, 2015.

 

FRAUD

 

Cornwall, ON – Jody Burgess, 45 of Cornwall was arrested on January 9th, 2015 and charged with six counts of fraud. It is alleged that between December 10th, 2014 and December 19th, 2014 the man cashed several fraudulent cheques. Police were contacted and an investigation ensued. During their investigation the man was taken into custody, charged accordingly and released to appear in court on February19th, 2015.

 

THEFT UNDER, BREACH

 

Cornwall, ON – Megan Locker, 24 of Cornwall was arrested on January 11th, 2015 and charged with theft under $5000 and breach of probation for failing to keep the peace. It is alleged that on January 11th, 2015 the woman attended a Brookdale Avenue store and remove a quantity of merchandise making no attempt to pay for the items as she left the store. The woman was taken into custody by the Loss Prevention Officer and police were contacted. She was transported to police headquarters, charged accordingly and held for a bail hearing.

 

IMPAIRED OPPERATION

 

Cornwall, ON – Brian Kirkey, 55 of Cornwall was arrested on January 11th, 2015 and charged with impaired operation of a motor vehicle and over 80. It is alleged that on January 11th, 2015 the man was found to be operating a motor vehicle while in the area of Cariere Avenue while under the influence of alcohol. He was taken into custody during a traffic stop, charged accordingly and later released to appear in court January 22nd, 2015.

 

ASSAULT WITH A WEAPON

 

Cornwall, ON – A 49-year-old Cornwall woman was arrested on January 11th, 2015 and charged with assault with a weapon. It is alleged that on January 1th, 2015 during an argument with a 51-year-old Apple Hill man that was known to her, the woman struck him in the face with a shoe. Police were contacted and an investigation ensued. During their investigation the woman was taken into custody, charged accordingly and released to appear in court on February 17th, 2015. Her name was not released as it might identify the victim in the matter.

 

THEFT UNDER, RESIST ARREST, BREACH

 

Cornwall, ON – Joshua Jarvis, 24 and Cheyanne Sylvester, 20 both of Cornwall were arrested on January 11th, 2015 and charged with theft under $5000 and resist arrest. It is alleged that on January 11th, 2015 they entered a Second Street East grocery store and removed items making no attempt to pay for the items as they left the store. The man was taken into custody by the Loss Prevention officer after a brief struggle and the woman fled the scene. Police were contacted and located the woman a short distance away. Both were taken into custody by police and charged accordingly. Sylvester was later released to appear in court on February 10th, 2015 while Jarvis was held in custody for a bail hearing.

 

WARRANT

 

Cornwall, ON – Jamie Garlow, 22- of Cornwall was arrested on January 12th, 2015 on the strength of a warrant. It is alleged that the man was in breach of his conditional sentence order and a warrant was issued for his arrest. On January 12th, 2015 the man was located at his residence, taken into custody on the strength of the warrant and held for a bail hearing.

 

THEFT UNDER, BREACH

 

Cornwall, ON – Jeffrey Leblanc of no fixed address was arrested on January 12th, 2015 and charged with three counts of theft under, three counts of breach of probation for failing to keep the peace and three counts of breach of recognizance for being in the possession of alcohol. It is alleged that on three occasions in the month of December, 2014 the man attended a Second Street East store and removed alcohol making no attempt to pay for the items as he left the store. Police were contacted and an investigation ensued. On January 12th, 2015 police located that man at the Cornwall Courthouse and took him into custody. He was charged accordingly and held for a bail hearing.

DRUGS SEIZED AT TRAFFIC STOPS

(South Glengarry) – On January 10, 2015 at approximately 2:39am, an SD&G OPP officer had the occasion to stop a vehicle for a traffic violation on Highway 401, South Glengarry Township. The stop resulted in the seizure of a quantity of suspected marihuana.

The male driver, Daniel RIORDAN (24) of South Stormont Township, Ontario was arrested and is charged with;

– Possession of a Controlled Substance – Cannabis Marihuana – Under 30 Grams

He was released and scheduled to appear at the Ontario Court of Justice in Alexandria on March 4, 2015.
(South Glengarry) – On January 11, 2015 at approximately 7:43pm, an SD&G OPP officer had the occasion to stop a vehicle for a traffic violation on Highway 401, South Glengarry Township. The stop resulted in the seizure of a quantity of suspected marihuana.

The male driver, Sumaya DALMAR (26) of North York, Ontario was arrested and is charged with;

– Possession of a Controlled Substance – Cannabis Marihuana – Under 30 Grams

He was released and scheduled to appear at the Ontario Court of Justice in Alexandria on March 4, 2015.
(South Glengarry) – On January 11, 2015 at approximately 11:40pm, SD&G OPP officers responded to a request for assistance at the Ministry of Transportation (MTO) scales on Highway 401, South Glengarry Township. The check of a tractor-trailer unit resulted in the seizure of a quantity of suspected marihuana and methamphetamine pills.

The male driver, Pascal COURCHESNE (36) of Sorel-Tracy, Quebec was arrested and is charged with;

– Possession of a Controlled Substance – Cannabis Marihuana – Under 30 Grams
– Possession of a Controlled Substance – Methamphetamine (2 counts)
He was released and scheduled to appear at the Ontario Court of Justice in Alexandria on March 4, 2015.

 

BREACH OF CONDITION

(South Glengarry) – On January 9, 2015 SD&G OPP began an investigation into a report of a female youth in contravention of a condition (attend school) imposed stemming from a previous incident.

The 14-year-old female, from Cornwall, Ontario was arrested by Cornwall Community Police Service officers on January 11, 2015 and turned over to SD&G OPP for processing. She is charged with;

– Fail to Comply with Recognizance

She was held in custody pending an appearance (bail) at the Ontario Court of Justice in Cornwall today (January 12, 2015).

An early intervention program is coming to Lanark, Leeds and Grenville to prevent youth from getting involved with the criminal justice system. The program, called Intersections, is aimed at children and youth who may have mental health, developmental disabilities, and/or substance use issues and who have had an initial contact with police services.

Community partners have been working together over the past nine months to customize and put the program in place in Lanark, Leeds and Grenville.

To introduce the Intersections program to the community, a one-day training event will be held on January 14, 2015, 9 AM to 3:30 PM, at North Grenville Municipal Centre in Kemptville, ON.

This event,aimed at professionals working with youth who have mental health, developmental and substance use problems. Teachers, social service professionals, police officers, family support workers, and allied professionals were in attendance.

The training session include:
• An overview of the new Intersections program and how it will be applied in Lanark, Leeds and Grenville;
• A look at health equity and supporting tools, including the Health Equity Impact Assessment;
• Presentations from local community support services, including addictions, mental health, developmental disabilities, and community policing.
This event was presented by the Lanark, Leeds and Grenville Intersections Steering Committee, a regional implementation team within the Champlain Youth Justice Service Collaborative (CYSJC). CYSJC is one of 18 service collaboratives across Ontario. Systems Improvement through Service Collaboratives is one initiative in Ontario’s Comprehensive Mental Health and Addictions Strategy, which is sponsored by the Centre for Addiction and Mental Health (CAMH).

About Intersections
Intersections is an early intervention program that focuses on navigation and coordination of services for children and youth with suspected mental health, developmental disabilities and/or substance use issues, who are at risk of becoming justice involved. The aim is to improve well-being and reduce involvement with police services.

Background
Systems Improvement through Service Collaboratives is one of the initiatives under Ontario’s Comprehensive Mental Health and Addictions Strategy. The service collaboratives across Ontario are focusing on improving transitions for children and youth. Four of them are dedicated to improving transitions between the mental health and justice systems. As sponsor of the initiative, CAMH is providing support to communities to implement new programs.

The CYJC brings together 74 agencies and organizations from Lanark, Leeds and Grenville, Ottawa, Prescott-Russell, Renfrew County and Stormont, Dundas, and Glengarry. These agencies work in the sectors of health, mental health, addictions, education, justice as well as those serving the region’s priority populations: Francophones, First Nations, Inuit, and Métis.

The CYJSC identified “navigating youth through various pathways to appropriate individualized supportive services” as a system gap. To address this system gap, the service collaborative adapted the Intersections program from the Youth Justice Liaison and Diversion Model, which was developed by the National Child and Maternal Health Intelligence Network, Public Health England.

In the evening on January 6th, Brockville Police responded to a theft complaint at Walmart on Parkedale Ave.

A 22 year old male from Smiths Falls was apprehended by store security trying to leave with numerous items. Police discovered the suspect was already on a probation order for past charges. There was also an outstanding undertaking in effect for charges the male had still before the courts. He was charged with Theft Under $5000.00, Breaching his Probation Order and two Breaches of his Undertaking. The party was held in custody and will appear in bail court.

Brockville Police responded to a theft complaint at the Superstore on Parkedale Ave.

A 34 year old male from the Quebec was apprehended by a loss prevention officer who witnessed the male trying to leave without paying for items. While Police were investigating the incident they discovered the male was also in possession of stolen items from the local Walmart store. The accused was also on five outstanding probation orders for charges he had already dealt with. He was held for a bail hearing and will appear in court.

Brockville Police responded to a disturbance within an apartment in the center of town.

The 63 year old tenant had trashed his entire apartment. While dealing with the male, it became obvious he issues centered around mental health.
He was transported to the Brockville General hospital and left in the care of staff there.

On January 5th, Brockville Police responded to a Break and Enter at a business on King St. W.

Unknown person(s), smashed the storefront window and removed items from the store. Police are following up on several leads and the investigation is ongoing at this time. Brockville Police K-9 and a Scenes of Crimes Officer attended the area as well.

On January 4th, Brockville Police responded to a Domestic Dispute on Laurier Blvd.

Although the dispute was verbal in nature, parties would not settle down while Police trying to intervene. A local, 19 year old male was arrested to Prevent a Further Breach of the Peace.
He was released later unconditionally.

Brockville Police are still investigating the complaint concerning an eight year old bitten by a dog on Laurier Hill.

The child was treated and released for minor injuries at Brockville General Hospital.
Police are still seeking the identity of the owner and the dog.

A local, 34 year old male was arrested for Public Intoxication after he was found unfit to care for himself. He was released with a fine when sober.

The local, 24 year old was arrested and charged with Failing to Appear in court. He was remanded into custody and will appear in Bail court.

On the 3rd of January 2015 around 7:00 pm an 8 year old female was bitten by a Husky or similar type breed of dog at Laurier Hill. The dog was chasing several children around the hill and eventually bite the victim puncturing her skin. Police are looking to identify the dog and the owner.
