PROJECT ARROWTOWN
Two OPP officers charged

(BROCKVILLE, ON) – The Ontario Provincial Police (OPP) Organized Crime Enforcement Bureau and OPP Professional Standards Bureau, with the assistance of the Royal Canadian Mounted Police (RCMP), OPP Emergency Response Team (ERT) and  the Service de police de la Ville de Montréal (SPVM), conducted an 18-month investigation into criminal activity by police officers in Leeds County, ON.

Project ARROWTOWN was launched in May 2014 and as a result, on November 12, 2015 investigators executed 7 search warrants and arrested 9 individuals, including 2 OPP officers. A warrant is outstanding for one adult male.

Charged are:

  1. Richard VANDERWAL, 55 of Front of Yonge with:
  • Possession for the Purpose of Trafficking – Marihuana
  • Possession for the Purpose of Trafficking – Cocaine
  • Trafficking a Schedule II Substance – Marihuana
  • Trafficking a Schedule I Substance – Cocaine
  • Production of a Schedule II Substance – Marihuana
  • Possession of Proceeds of Crime Over $5000

He was remanded into custody and will appear in the Ontario Court of Justice, Brockville on November 17, 2015.

  1. Albert WHITE, 59 of Mallorytown with:
  • Possession for the Purpose of Trafficking – Marihuana
  • Possession for the Purpose of Trafficking – Cocaine
  • Trafficking a Schedule II Substance – Marihuana
  • Trafficking a Schedule I Substance – Cocaine
  • Production of a Schedule II Substance – Marihuana

He was remanded into custody and will appear in the Ontario Court of Justice, Brockville on November 17, 2015.

  1. Donald KASTNER, 45 of Mallorytown with:
  • Possession for the Purpose of Trafficking – Marihuana
  • Trafficking a Schedule II Substance – Marihuana
  • Production of a Schedule II Substance – Marihuana (2 Counts)

A warrant in the First Instance is outstanding for his arrest.

  1. Danny RYAN, 43 of Mallorytown with:
  • Possession of a Schedule II Substance – Marihuana (2 Counts)
  • Possession for the Purpose of Trafficking – Cocaine
  • Possession of a Schedule I Substance – Cocaine
  • Trafficking a Schedule I Substance – Cocaine

He was remanded into custody and will appear in the Ontario Court of Justice, Brockville on November 17, 2015.

  1. Derek SYTSMA, 34 of Mallorytown with:
  • Possession for the Purpose of Trafficking – Marihuana
  • Trafficking a Schedule II Substance – Marihuana

He was remanded into custody and will appear in the Ontario Court of Justice, Brockville on November 17, 2015.

  1. Samantha BOHAN, 45 of Mallorytown with:
  • Possession for the Purpose of Trafficking – Marihuana

She was released on a Promise to Appear and Officer-In Charge Undertaking to appear in the Ontario Court of Justice, Brockville, on December 4, 2015.

  1. Kim DURANT, 37 of Mallorytown with:
  • Possession of a Schedule I Substance – Cocaine
  • Possession of a Schedule II Substance – Marihuana (2 Counts)

She was released on a Promise to Appear and Officer-In Charge Undertaking to appear in the Ontario Court of Justice, Brockville, on December 4, 2015.

  1. Mitch VANDERWAL, 25 of Mallorytown with:
  • Trafficking a Schedule II Substance – Marihuana
  • Production of a Schedule II Substance – Marihuana

He was released on a Promise to Appear and Officer-In Charge Undertaking to appear in the Ontario Court of Justice, Brockville, onDecember 4, 2015.

  1. Provincial Constable Jason REDMOND, 36 of Lynn with:
  • Obstruction of Justice
  • Trafficking a Schedule II Substance – Marihuana (3 Counts)
  • Forgery
  • Breach of Trust

Redmond is a 10-year member of the OPP, posted to Leeds County detachment. He has been suspended from duty with pay in accordance with the Police Services Act (PSA).
He was released on a Promise to Appear and Officer-In Charge Undertaking to appear in the Ontario Court of Justice, Brockville, onJanuary 8, 2016.

  1. Provincial Constable David VOLGELZANG, 41 of Elizabethtown with:
  • Obstruction of Justice

Volgelzang is a 16-year member of the OPP, posted to Leeds County detachment. He has been suspended from duty with pay in accordance with the Police Services Act (PSA).
He was released on a Promise to Appear and Officer-In Charge Undertaking to appear in the Ontario Court of Justice, Brockville, onJanuary 8, 2016.

Search warrants were executed in Front of Yonge Township at:

1)      151 County Road 5

2)      149 County Road 5

3)      94 County Road 5 (Known as Mallorytown Auto)

4)      12 Peryl Road

5)      150 County Road 5

6)      153 County Road 5

7)      19 Correll St.

During the investigation, the following was seized:

  • Cocaine
  • Marihuana
  • Cash

The investigation is continuing. Further charges are pending.
