Is it time for a by law in Cornwall to require commercial establishments to ensure that animals they sell have been vaccinated, fixed, and health checked prior to sale?

At issue with over 1,000 people on a local social media page is a pet shop in Cornwall Square that sells kittens and puppies, some alleged to have come from Puppy Mills in Quebec and other places.  There was also an online petition with over 2,000 signatures.   Clearly the store has drawn the anger of many pet lovers.

The pet store itself has signs posted barring cameras and cell phones at the back of the store.   A clerk shared that they sell kittens for between $39 and $59 and couldn’t do so if vet services were required.  They cited laws about people having 72 hours to return an animal purchased there, and that it’s the owners responsibility to bring the animal to the vet of their choice.

Others feel that selling  unfixed animals without proper healthcare can only lead to unwanted offspring and health issues such as the parvo out breaks that occur in our East End so frequently.

Stores such as Petsmart sell animals via local animal shelters.  These animals have been vet serviced and fixed.

While currently it’s not against the law for the local store to sell animals in this fashion having a by law requiring commercial sales of animals to be vet checked could be passed.  It could even be extended to kennels and breeders as well all though there aren’t too many of those in Cornwall.

While technically not breaking any established laws and the local OSPCA not taking any action in spite of multiple complaints from the public there have been many reports of sick or ill cared for animals in the store that has drawn so much criticism.

  2. I have a cat who originally came from there and was on deaths doorstep when he came to me! Skin and bones, shallow breathing, no appetite, could barely walk. He was never de wormed, though they claim he was, and it’s a product they should even have right in their own store! Makes me sick to think they are allowed to do this!! Speak for those with no voice and vote now! They should definitely not be allowed to sell these sick animals to anyone and they should most definitely be held accountable for the animal cruelty that has been taking place for years!!!

  3. Cornwall should actually pass a law completely banning the sale of pets in pet stores (unless Humane Society pets), PERIOD. Many others cities have. Considering the socioeconomic status of many people in Cornwall, unsterilized, un vetted pets should not be available ANYWHERE. It’s time this stopped being about making a buck at the crappy local pet store, and time it started being about the well being of animals, and providing healthy, sterilized pets to properly screened, serious adoptive homes. Wake up people of Cornwall. ADOPT, DON’T SHOP.

  7. The main issue with THIS particular pet store is the living conditions. Overcrowding, dirty bedding and clean food and water and sanitization. It should not be an issue for any pet store, it should be proper standards for any pet store. Disease and flea outbreaks occur due to bad conditions as well as aquiring sick animals who are more than likely free, to turn a small profit.
    Banning customer’s who simply ask questions towards the animals and show concern shouldnt be treated like criminals and clearly this owner has become so accustomed to confrontation and obviously banned photographing his store because he knows people are trying to document the conditions. That tells me hes guilty and knows it.
    Vet checks should be required absolutely , worming and a bill of health, and the customer should 100% check with the vet that its legit and not forged. To expect a pet store to fix the animal and provide first shots is not conceivable…if you want a vet checked puppy with first shots and dewormer buy from a reputable breeder but your going to pay for that puppy…which is why most buy from a store..cheaper prices.
    The problem with a law that requires spays and shots is that MANY of the animals being sold are too young to provide these services to.
    And this is my point. These are all babies, puppies , kittens, ferrets, guineas, and small animals are all very young, taken from their mothers too soon, which is the beginning of their health problems,the consumer often forgets this, often it never occurs to them were they came from, how they were raised, being crammed into unsanitary cages with very little human contact, and a price tag put on their lives. The owners dont care who they sell to, if the animal is sick before it leaves,only that a bleeding heart gives them money, and gets them out of the store before they die. In their minds its a business transaction. Once that animal leaves it and its issues become your problem, you made them sick.
    Once you choose to bring a pet into your home, regardless of the source,you are responsible and its life and a very real reality check, an unfortunatly one that is costly.
    You can say all you want for people to not shop there, but a code of standards should be and must be investigated on a continual basis for clean living conditions.Want to find a solution? Ban the sales of live pets in cornwall all together, period. Thats your solution.

  9. It’s only natural should you buy a pet from any pet store it be 100% healthy !!! Sad to think this is not so, after all the animals are sold for very high prices. One would think they are getting a clean well taken care of pet.
    Without knowing this, we bought a 400.$ pet that which was ill, in Cornwall at a pet store. He died. The kids cried so did I.

I have worked there a couple times with different management and owners and have seen alot myself and have tried dozens of times to close that place down…please this is just minimal of what you see…please make this a by law and save those poor animals… From any living critter to fish…we need these people to end this!!!!!

  19. It is legal to sell or serve dog meat in Canada as long as it has been properly inspected. You would think that some level of inspection would be required for live sales. Go figure.

    Furtz I was in the store yesterday and there were two kittens there with clean litter. I really don’t think as it stands, at least during my visit, they are breaking any laws. I could be wrong, and that’s why I’m suggesting the new by law as I don’t think personally the animals should be sold without having ever seen a vet, especially if they are being imported from out of province.

  22. I believe that “Donna” said it all in her comment made earlier this morning. I have a family member who believed she/he was doing the right thing by rescuing a sick animal. That animal cost them over $1000 in vet bills with in a week of getting it home. I know people think that they are “saving” the poor animals by taking it home, but they are only making room for the next one to be brought in.

What is it going to take before this heartless pet store owner is shut down and forced to make money in a more respectful and honest way?   26. I think a law should be passed nationwide. Have animals vet checked, shots and fixed. That will make the animals more expensive, and ensure they are healthy. They sell kittens for cheap and anyone can afford them, then we get stories like the one about a kitten being beaten half to death and stomped on, then left in a bag near a dumpster to die slow and painful. Puppies being sold that come from puppy mills where they are kept in cages. This is NOT a Cornwall problem. It’s a national problem, but baby steps would even be fine. I love my two dogs more than I love people. To think that someone can hurt them makes literally angry. If there are any cops out there trying to silence this movement when protesters are being peaceful, please get their name and badge number, they need to be questioned on why they support animal abuse.

Who can possibly think that it’s okay to keep dogs in small cages, either outside in extreme temperatures or else in a cold, dark barn, staring endlessly at blank walls day after day with no vet care, no exercise, no stimulation of any kind? Toronto, Waterloo and Vaughan are three Ontario cities (amongst others across Canada) that have already outlawed this horrific cruelty. Uneducated mill owners with no understanding of genetics are making $ 90,000 a year solely from the sale of puppies. For that kind of money they can cram a lot of small dogs into cages in the back of the barn. Please don’t support this abuse.

  28. Sheila, nobody wants to support puppy mills. That’s why there should be nation wide regulations regarding where pet stores can source their animals for sale. We need to pressure government about the issue. Ruining one man’s business at the mall is going to accomplish nothing in regards to keeping animals safe and healthy. It’s like whack a mole. He’ll close and another will open. Until we start showing how serious we are by giving very big fines and or jail for anyone involved in puppy mills or mass producing animals for profit.

  29. Veterinarian licensing is a provincial matter. So, I’d presume that any regulations that would be proposed would have to come from Kathleen Wynne. Are we going to see this happen? Not with her in charge we won’t.

  30. I certainly believe that all pets must have a vet check, for puppies and kittens 8 weeks or older is perfect!! As for having them fixed, they would have to be 6 months old before that can happen!! That may cause a problem, as most people want them at a younger age! I believe the store and SPCA should work together in finding them good homes!! They could hire a vet on the premises or something!! I mean, it’s all about helping the animals isn’t it?? Maybe about getting the animal fixed, the buyer could sign a contract that they will proceed with it, once the animal reaches their proper age??

  31. I agree with everything that Jerry said and I only glanced a tiny bit at the toilet papers of record about a pet shop at the square not being clean. I didn’t get the full scoop of what went on but there should be a law everywhere on how pets are kept in the stores and the cleanliness of their cages and if those cages are made for those animals – sizes and how they are cleaned out, etc. It makes absolutely no sense to put people out of business at all and whoever owns that store should know about cleanliness. Diseases spread very easily. When I was a child I used to go to Bissonette’s pet shop and at the same time they sold food – that wouldn’t be allowed nowadays but these people were clean as a whistle compared to what some places are like. I love animals even though I have none of my own I love them very much.
