Calls for Service

Kingston Police had 83 calls for service during the 24 hour period starting from 5:00 a.m. on March 9, 2016. Some of these included:

There were six individuals in cells over the last 24 hours with two men and three women, between 29 and 47 years of age, held for later release or to attend bail hearings for the following offences: break and enter and transportation fraud.

Four Arrested After Caught in the Act of Breaking and Entering

Two men and two women were quickly apprehended for a break and enter after Kingston Police were called to a Van Order Drive apartment complex.

Shortly before 8:00 p.m. on March 9th residents of 125 Van Order Drive called police after they heard the sound of a door being kicked in. Suspects were seen entering an apartment that, while currently being rented with possessions inside, was unoccupied.

Uniform patrol officers arrived on scene to observe a van about to leave the parking lot. It was stopped and two females, 30 and 40 years of age, were identified in the driver’s and front passenger’s seat. At the same time a 29-year-old male was seen walking from the building towards the van carrying a shelving unit full of property. He was wearing gloves and sweating profusely. All three were arrested for break and enter and possession of stolen property. During the arrest a second male, 34 years of age, was discovered hiding in the rear of the van and was consequently arrested for the same offences.

While searching the 29-year-old male a plastic egg container containing two dime bags of a substance believed to be crystal methamphetamine was found and placed on the rear window of the cruiser. While continuing the search the accused leaned over, picked-up the container with his mouth and attempted to swallow it. Police were able to retrieve the evidence before it became unobtainable. As a result the accused was additionally charged with possession of a controlled substance and obstructing police.

The 30-year-old female was additionally charged with breach of probation and the 34-year-old male had two additional counts of breach of recognizance added. All four accused were transported to police headquarters and held overnight in cells to attend a bail hearing the following day.

Kingston Male Charged with Voyeurism in Relation to Toronto Video

A 19-year-old male currently residing in Kingston has been charged with voyeurism and other charges after police were contacted about his suspicious activity.

Beginning in February a male housemate noticed some small property of his missing and located them in the bedroom of the accused. Also found were personal possessions of two other female housemates and what appeared to be surreptitious video recording devices.

The male housemate later spoke to the women about the issue and after becoming concerned Kingston Police were contacted. On February 29th uniform patrol officers attended the Frontenac Street address and spoke to those involved. Officers formed grounds and arrested the accused for two counts each of theft and possession of stolen property. Police received information and made observations in relation to the video surveillance equipment and detectives were informed of the matter.

A search warrant was granted and executed by detectives the following day on March 1st. Video surveillance and computer equipment were seized and the Kingston Police Electronic Crimes (E-Crimes) Unit was able to forensically examine and locate a video that investigators strongly believe was taken inside a Toronto household during the summer of 2015, where seven women were surreptitiously recorded in various states of undress. All the women have been identified and confirmed to reside in the Greater Toronto Area and have no known connection to Kingston.

As a result of the findings an additional charge of voyeurism was laid against 19-year-old Parker D. SAWADSKY, who attended a bail hearing and was later released on a recognizance with specific conditions while awaiting his next court date.

Police Looking to Identify Trio Observed near Scene of Fatal Pedestrian Collision

Kingston Police investigators are appealing to the public to identify and speak to three persons of interest seen on an exterior-facing video surveillance recording near the location of the fatal pedestrian collision that occurred at the end of February.

Shortly after 1:00 a.m. on Sunday, February 28th an Amey’s Toyota Prius taxi was westbound on Princess Street when it struck a male pedestrian near the entrance to the Shopper’s Drug Mart and other stores located at 1011 Princess Street.

Kingston Police, Kingston Fire and Rescue and Frontenac Paramedics all attended and provided emergency medical care to the pedestrian, but 42-year-old Robert Shawn ROULEAU died on scene. Princess Street was closed for a period of time while Kingston Police investigated, took witness statements and conducted collision re-construction.

Kingston Police has located and reviewed the surveillance video of a local business located at the strip mall on the south side of Princess Street, across from the Shopper’s Drug Mart. Approximately three minutes before the collision the images of three people can be seen walking eastbound on the south side of the road. Investigators are hoping the trio can recall they were at that location on February 28th at 1:00 a.m. and will contact police regardless of what they may or may not have witnessed.

The video can be viewed on the Kingston Police YouTube channel. The investigating officer, Cst. Greg Smith of the Traffic Safety Unit, is asking for any witnesses who either saw the collision or observed a male pedestrian dressed in dark clothing prior to the incident to contact him at 613-549-4660 ext. 6277 or via email at gsmith@kpf.ca. While police should be canvassing the area, local businesses in that vicinity with exterior-facing video surveillance cameras are asked to check their footage to determine if anything of value can be observed.
