POSSESSION OF WEAPON

 

            Cornwall, ON- A 17-year-old Cornwall youth was arrested on September 5th, 2012. It is alleged that shortly after 2:30 pm on August 28th, 2012 the youth attended a local school while concealing a hand gun. Police were contacted, the weapon was seized and an investigation followed. The youth was subsequently charged with Weapons Dangerous, Carrying a Concealed Weapon and Unauthorized Possession of a Prohibited Firearm. The youth was released to appear in court on September 20, 2012. The youth’s name was not released as per provision under the Youth Criminal Justice Act.

 

ASSAULT WITH A WEAPON & BREACH

 

            Cornwall, ON- Shaun Lafave, 34 of Cornwall was arrested on September 5th, 2012. He was bound by a Recognizance with the conditions of not to be away from his residence between the hours of 9:00 pm and 6:00 am. It is alleged that on August 25th, 2012 shortly before 3:30 am, he got into an altercation with a 16-year-old male, an 18-year-old male and a 20-year-old man which are friends to a neighbour. He assaulted the males with a pipe and uttered threats. The 20-year-old male suffered injury and received medical treatment. Police were contacted and an investigation followed. He was charged with Assault, Assault cause Bodily Harm, Utter Death Threats, 3 counts of Assault with a Weapon, Possession of a Weapon for Dangerous Purpose and Fail to Comply with Recognizance. He was held in custody until court the following day.

 

BREACHES

            Cornwall, ON- Drew Jacobs, 23 of Akwesasne was arrested on September 5th, 2012. He was bound by a Recognizance with the relevant condition not to be away from my residence except in the presence of a staff member of Onen’To:Kon Treatement Centre. He was also bound by a Probation Order with the relevant condition to keep the peace and be of good behaviour. It is alleged that on September 5th, 2012 he attended the Canadian Border Service Agency and was detained. He was turned over to a member of the Cornwall Community Police Service and charged with Fail to Comply with Recognizance and Breach of Probation Order. He was held in custody until court the following day.

            Cornwall, ON- A 14-year-old Cornwall youth was arrested on September 6th, 2012. The youth was bound by an Undertaking with the relevant conditions of abide by a curfew 9:00PM to 7:00AM and be in your place of residence as well as Keep the peace and be of good behaviour. It is alleged that at approximately 5:30 AM on September 6th, 2012 the youth was found to me away from his residence by a member of the Cornwall Community Police Service Patrol Division. He was charged with 2 counts of Fail to Comply with Undertaking and held in custody until court later that day. The youth’s name was not released as per provision under the Youth Criminal Justice Act.

THEFT

            Cornwall, ON- A 25-year-old Cornwall female was arrested on September 5th, 2012. It is alleged that on August 27th, 2012 she attended her 24-year-old ex-boyfriend’s residence and removed property that was not hers. Police were contacted and an investigation followed. She was charged with Theft under $5000 and released to appear in court on October 9th, 2012. Her name was not released as it would identify the victim.

Cornwall, ON- Karen Papineau, 50 of Cornwall was arrested on September 5th, 2012. It is alleged that on September 4th, 2012 while at a friend’s residence, she removed a wallet which contained an undisclosed amount of money. Police were contacted and an investigation followed. She was charged with Theft under $5000 and released to appear in court on October 9th, 2012.

DOMESTIC MISCHIEF

            Cornwall, ON- A 22-year-old Cornwall female was arrested on September 5th , 2012. It is alleged that on August 27th, 2012 she got into an altercation with her 26-year-old ex-boyfriend when property was damaged. Police were contacted and an investigation followed. She was charged with Domestic Mischief and released to appear in court on October 9th, 2012. Her name was not released as it would identify the victim in this incident.

THEFT

 

            Cornwall, ON- Deborah Smith, 42 of Cornwall was arrested on September 4th, 2012. It is alleged that on July 25th, 2012, while being a superintendant of a building on Ninth Street, she collected money from a tenant and failed to deposit the rent money to the owner of the building. Police were contacted and an investigation followed. She was charged with Theft under $5000 and released to appear in court on October 16th, 2012.

 

POSSESSION OF CHILD PORNOGRAPHY

 

            Cornwall, ON- Kyle Carriere, 23 of Cornwall was arrested on September 4th, 2012. It is alleged that on August 22nd, 2012, while executing a search warrant a member of the Cornwall Community Police Service Criminal Investigation Branch located several explicit images on the males computer. He was charged with Possession of Child Pornography. He was released to appear in court on October 16th, 2012.

 

PAROLE WARRANT

 

            Cornwall, ON- A 35-year-old Cornwall man was arrested on September 4th, 2012 under the strength of an outstanding Warrant of Apprehension. It is alleged that he had been breaching his condition of associating with persons under the age of 18. He was transported to the Correctional Service in Ottawa.

 

LARGE AMOUNT OF DRUGS SEIZED

 

            Cornwall, ON- Members of the Cornwall Community Police Service Street Crime Unit executed a drug search warrant shortly after 4:00 p.m. on August 30th, 2012 at a Hamilton Crescent residence. As a result of the investigation, a male and a female were arrested and charged with 10 drug and Criminal Code related offences when it was alleged that he was found to be in possession of controlled substances. Police seized a large quantity of substance believed to be Methamphetamine (Speed), MDMA (Ecstasy) and marijuana. Police located approximately 3,000 MDMA (Esctasy) pills and approximately 1,000 Methamphetamine (Speed) pills. The total value of seized drugs and property is estimated at $35 000.

 

Cory Michaud, 29 of Cornwall was charged with 3 counts of Possession of a Controlled Substance, 2 counts of Possession for the Purpose of Trafficking and Possession of Property Obtained by Crime. He was held in custody to await a bail hearing.

 

Irene Mondoux, 34 of Cornwall was charged with 2 counts of Possession of a Controlled Substance and 2 counts of Possession for the Purpose of Trafficking. She was released to appear in court on October 11th, 2012.

(South Glengarry) – On 05Sept12, at approximately 10:00am, SD&G OPP officers responded to a report of a single vehicle collision on Highway 401, South Glengarry Township.

The investigation revealed that a 26yr old male driver (Djivenson MCNALLY of Montreal, QC) was operating a 2008 Nissan east bound on Highway 401 (when for reasons under investigation) he lost control and entered the ditch.

Further investigation revealed that there was (small amount) of suspected marihuana in the vehicle. The driver and both his male passengers (Shervens XAVIER 26yrs and Jeff MENTON 18yrs both of Montréal, QC) were arrested and face charges of:

– Possession Schedule  II Cannabis Marihuana

The driver was held in custody pending an appearance in Cornwall court while the two male passengers are scheduled to appear 07Nov12 in Alexandria court.
THEFT

(South Stormont) –On 05Sept12, at approximately 5:30pm, SD&G OPP officers responded to a report of a theft on Dickinson Drive, Ingleside On.

The investigation revealed that sometime between 31Aug12 – 05Sept12 unknown suspect(s) removed a 2007 Lynx tent trailer from an address on Dickinson drive.

The investigation is ongoing.

Ontario Provincial Police News Portal [STORMONT DUNDAS and GLENGARRY] Labour Day Weekend Results 2012-09-05

(ORILLIA, ON) – According to the Ontario Provincial Police (OPP), over the Labour Day Long Weekend, two people were killed in separate motor vehicle collisions and two people died in separate marine incidents within OPP jurisdiction.

OPP officers were highly visible enforcing the law on highways, trails and waterways and over the weekend they laid a total of 15,749 driving related charges. 339 distracted driving charges, 10,860 charges for speeding, 1,186 seat belt charges and 196 alcohol-related charges.

This weekend’s deaths drive this year’s total number of road fatalities to date (within OPP jurisdiction) to 238, a 20 per cent increase when compared to the same time last year.

The OPP continue to remind Ontarians that as is usually the case, most of the deaths on our highways, trails and waterways are preventable. With children returning to school and summer still upon us, the OPP will remain highly visible and committed to reducing injuries and saving lives in Ontario.

(North Dundas) – On 01Sept12, at approximately 10:00pm, SD&G OPP officers stopped a vehicle on County Road 43 North Dundas Township,  the driver was reported to be involved in a domestic dispute earlier that same evening.

The 32yr old female driver (from North Dundas) was found to be operating a vehicle under the influence of alcohol.

She was arrested and faces charges of:

– Impaired Operation / Motor Vehicle / Alcohol
– Exceed 80 Milligrams Blood Alcohol Content / Motor Vehicle

She is scheduled to appear 13Sept12 in Cornwall court.
(South Glengarry) – On 01Sept12, at approximately 9:30pm, SD&G OPP officers responded to a report of a two vehicle collision on Highway 401, South Glengarry Township.

The investigation revealed that a 68yr old male driver (William BERNIE of Montreal QC) was operating 1987 Volvo east bound on Highway 401(when for reasons under investigation) he lost control and struck a 2005 Ken Worth tractor trailer.

The male was found to be operating a vehicle under the influence of alcohol.
He was arrested and faces charges of:

– Impaired Operation / Motor vehicle / Alcohol
– Fail to Provide Breath Sample / Approved Instrument / Peace Officer / Motor vehicle

He is scheduled to appear 03Oct12 In Alexandria court.
DOMESTIC INCIDENT

(North Dundas) – On 01Sept12, at approximately 10:30pm, SD&G OPP officer responded to a report of a domestic incident on County Road 31, North Dundas Township.

The investigation revealed that a female and her 47yr old boyfriend were involved in a verbal altercation that resulted in the male assaulting the female.

He was arrested and faces charges of:

– Assault
– Breach of Probation Order x3

He was held in custody pending an appearance in Cornwall court.
BREACHED CONDITIONS

(South Stormont) – On 01Sept12, at approximately 1:00am, SD&G OPP officers responded to a report of a male breaching his earlier release conditions on County Road 2, South Stormont Township.

The investigation revealed that a 49yr old male was in the company of a female that he was not to have any contact with.

He was arrested and faces charges of:

– Fail to Comply – Undertaking before Officer in Charge

He was held in custody pending an appearance in Cornwall court.
THEFT

(South Glengarry) – On 31Aug12, at approximately 5:00pm, SD&G OPP officers responded to a report of a theft on William St. South Glengarry Township.

The investigation revealed that sometime overnight unknown suspect(s) attended a residence and removed a 2001 Honda ATV (all terrain vehicle).

The investigation is ongoing.

CHARGES LAID IN HUMAN SMUGGLING/TRAFFICKING RING

After a three month investigation, the Cornwall/Massena Border Enforcement Security Taskforce (BEST) and the Cornwall Regional Task Force have arrested four (4) individuals in connection with their involvement in an alleged human smuggling and human trafficking ring.

The following law enforcement agencies played an integral role in the investigation’s success:  Cornwall & Greater Toronto Area (GTA) CBSA Enforcement & Intelligence Operations Divisions, the Akwesasne Mohawk Police Service, the Cornwall Community Police Service, the Peel Regional Police Service and RCMP Toronto Immigration Task Force.

Police allege that on or about June 18th, 2012, Emmanuel Stanley OMOGHAN (age 46) and Felix OMOGHAN (age 66) both from Brampton, Ontario, Seth LAZORE (age 28) from Akwesasne, Ontario as well as Oren LAZORE (age 21) from Snye, Quebec were involved in the smuggling and trafficking of a family of five from USA into Canada in the Cornwall, Ontario area.  All accused face various charges under the Immigration and Refugee Protection Act (IRPA) and the Criminal Code for their involvement in this criminal enterprise.

Police allege that the family was transported by land from the USA to Cornwall Island where they were subsequently transported to Cornwall via boat across the St. Lawrence River.  The family consisted of two adults and three children.

“These four arrests are the result of the great partnership HSI has with our law enforcement on both sides of the northern border in our unyielding resolve to bring human traffickers to justice,” said Nick DiNicola, assistant special agent in charge of Homeland Security Investigations (HSI) Albany. N.Y. “Thanks to the great law enforcement cooperation we have with our Canadian partners via the BEST, these individuals will now face charges for their actions. HSI will continue to work with our Canadian colleagues to ensure that those who commit these heinous crimes are held accountable for their actions, whether in the United States or Canada.”

“Human trafficking involves victims and, for their benefit, we must prioritize these types of investigations.  It is obvious that organized crime exploits the geography of this area to move whatever commodity, including people, across the shared Canada – US border.  Our collective investigative team was successful in thwarting the further trafficking of this family.” stated Insp. Tim Kimpan, Officer in charge of the Cornwall Regional Task Force.  Insp. Kimpan added this file could not have been investigated without the collaborative efforts of local, provincial, federal and foreign law enforcement agencies. 

 

“The CBSA and its law enforcement partners take all allegations involving the illegal entry of persons into Canada very seriously, said Lance Markell, CBSA Director of Enforcement and Intelligence Operations Division.  This case is an important example of how we can work together to deter others who seek to benefit from this type of illegal activity.”

 

The Border Enforcement Security Taskforce (BEST) is led by Homeland Security Investigations (lead agency) and is partnered with federal, state, local and foreign (RCMP & OPP).  BEST operates from Massena, New York, USA.  BEST is a multi-agency team developed to identify, disrupt and dismantle criminal organizations posing significant threats to border security.
