In the 20th century is was common for police to fingerprint criminals/suspects at the time of arrest/charging. What has changed? Now we make appointments for fingerprinting? We try to make things harder for the citizens by making them lose time from their job and heap other inconveniences on them. Why not take fingerprints while you have the person in custody? It makes absolute sense!
