CFN – Members with the Ontario Provincial Police have located the body of a missing man from the Kingston area.
On September 4, 2014 the family of 32-year-old Shawn CRICKARD last observed him leaving in his vehicle. Kingston Police was advised and a missing person investigation was initiated.
During the evening of September 18 a Leeds County officer of the Ontario Provincial Police (OPP) located the vehicle, a Chrysler Sebring, in the Newboro area. Kingston Police was notified and a search by the OPP Emergency Response Team the morning of September 19 located the body of Shawn Crickard a short distance away from the vehicle.
This is a Coroner’s investigation. No foul play is suspected in the matter.
Detectives from the Kingston Police wish to thank the public and media partners who greatly assisted in spreading the word and generating numerous tips relating to the investigation.

ASSAULT
Cornwall, ON – Lorette Lachance, age 50, of Cornwall, was arrested on September 18, 2014. It is alleged that on September 13, 2014 she verbally confronted a 47 year old man in a local licensed establishment which escalated to her pushing him. The verbal argument continued outside in the parking lot. Police attended and conducted an investigation. The woman was charged with assault. She was released to appear in court on October 14, 2014.
BREACH
Cornwall, ON – Kyle Hogan, age 18, of Cornwall, was arrested on September 19, 2014. He is bound by a Recognizance Order with the relevant conditions of a curfew from 9 p.m. to 6 a.m. and to notify the Cornwall Police of any change of address. He is also bund by a Probation Order with the relevant condition to keep the peace and be of good behaviour. He was located by police on this date driving on Eleventh Street at approximately 1 a.m. Police conducted a traffic stop and Mr Hogan was taken into custody and an investigation was conducted. He was charged with 2 counts of Breach of Recognizance and 1 count of Breach of Probation. He was held for a Bail Hearing.
WARRANT
Cornwall, ON – Michael Mantle, age 44, of Cornwall, was arrested on September 18, 2014. It is alleged that on September 12, 2014, he did not attend for a scheduled court appearance in relation to the charge of Causing a Disturbance. A Bench Warrant was issued for his arrest. On September 18, 2014, he turned himself in at the Cornwall police station. He was placed under arrest on the strength of the warrant. He was charged with Fail to Attend Court. He was held for a Bail Hearing.
Brockville Police Service
Brockville Police investigated a collision earlier today involving a motor vehicle and a pedestrian.
At approx. 10:30 on September 18th, a south bound vehicle left its lane of traffic and struck a pedestrian who was walking north bound on the sidewalk.
The 20 year old pedestrian was taken to Brockville General Hospital and treated for non-life threatening injuries.
The 31 year old driver of the motor vehicle was charged with Careless Driving.
On September 17th, Brockville Police responded to Super store on Parkedale Ave. in regards to a theft complaint.
A male and female attended the store and stole a television. They were approached by a loss prevention officer who was able to recover the property. Police caught up to the pair in the area of Parkedale Ave. and California Ave. The female was interfering in the arrest of the male and visa versa.
Both parties were charged with Theft, Obstruct Police and the female was charged with breaching release conditions from an unrelated criminal matter.
The 22 year old female and the 40 year old male were released on conditions with a future court date. Both are local residents.
On September 17th, Brockville Police responded to a south end residence in regards to an unwanted person.
Family members were concerned about another family member who was intoxicated and causing problems.
A local 37 year old male party was arrested to prevent a further breach of the peace.
He was released unconditionally when sober.
On September 17th Brockville Police responded to a south end apartment complex in regards to an unwanted male party.
A local 54 year old male was bothering his ex in contravention to probation orders.
He was charged with 3 counts of breaching his probation and was released with a future court date.
Now that the municipal election season is in high gear in Ontario, the Brockville Police would like to remind all voters, candidates, campaign teams and their supporters of the rules regarding Municipal Election Campaign signs within City Limits.
1) Private Property:
• Prior to election campaign signs being placed on private property permission must be received from the owner/tenant of the property. Signs should be placed in a manner that is safe for all those involved and not cause an obstruction which may create a safety hazard.
2) City of Brockville Property (By-Law #084-1989)
• No permit shall be required for any poster, banner, or sign of a candidate in a Municipal, Provincial or Federal election
• Except as otherwise provided in the by-law, no person shall erect or maintain any sign which projects over any road allowance in the City of Brockville unless such sign is a fascia sign and that no portion of such sign shall project more than .45 metres (18 inches) over the road allowance or City Property
• No person shall attach any sign, poster, hand bill, notice or advertisement to any pole or tree or any highway; or paint or impress anything on any sidewalk or roadway without permission to do so , by resolution of council
• Election signs erected within the City of Brockville must be removed within 2 days following the election.
• No election sign shall be placed within the corner visibility triangle at an intersection. The corner visibility triangle is the triangular area formed by the intersecting curb lines and a straight line connecting them 10 metres from their point of intersection. In simple terms, no roadside election sign can be placed within 10 metres of where the adjacent curb would intersect with the crossing street if the curb line continued straight.
3) Near Provincial Highways (under Public Transportation and Highway Improvement Act)
• An election sign must not be placed upon or adjacent to the right of way of a Class 1 Freeway or a Class 2 Staged Freeway (i.e. 401)
• Election Signs may be erected on the right of way or adjacent to a Special Controlled Access, Major or Minor Highway for municipal elections in accordance with any By-Law outlining a time frame for the placement of municipal election campaign signs.
• Signs up to 0.7 m2 (8 sq. ft) in size must be placed at least 4 m (12 ft.) from edge of pavement. Signs over 0.7 m2 (8 sq. ft) and up to 3.7 m2 (40 sq. ft.) must be placed at the outer limit of the right –of-way (i.e. fence line). Election signs must not exceed 3.7 m2 (40 sq. ft.).
• An “election sign” must not be affixed to a permanent or an official sign or to guide rail or other highway structure or facility and must not be placed where it may interfere with visibility, an official sign, traffic signal, or other safety device.
• Portable read-o-graph sign trailers must not be placed upon a provincial highway right-of-way. Portable read-o-graph sign trailers may be utilized providing they are erected on private property that is zoned commercial and meets all the requirements of the ministry for portable read-o-graph signing.
• A Sign Permit or a Letter of Approval for any signs erected under these instructions is not required.
• Election Signs must be removed from the Ministry right-of-way and adjacent properties within three (3) working days after Election Day.
• Signs not retrieved by this time will be picked up by the Ministry patrol forces and stored in a safe place (patrol yard, etc.) for a period of two weeks. After this time they will be disposed of.
4)Damage, Removal or Defacing of Election Signs:
• The damage, removal or defacing of election can result in criminal charges for mischief to property or theft.
• During election campaigns the Brockville Police Service often receive several complaints from candidates or their campaign offices of election signs being stolen or removed. Most often these acts are not directed toward one individual but rather random acts of mischief. We ask members of the public to respect our democratic process and protect the rights of our citizens who choose to display election signs and the candidates who have chosen to stand for public office.
On September 16th, Brockville Police responded to Thousand Islands Secondary School in regards to an assault complaint.
As a result of the investigation, charges of Assault X 2, Uttering Threats and Breach of Recognizance were laid.
Police are currently attempting to locate the local 16 year old male.
On September 15th, Brockville Police responded to a north end apartment complex in regards to an assault complaint.
A 29 year old local female was arrested and charged with Assault on her partner.
There were no injuries sustained. She was later released on conditions and given a future court date.
On September 15th, Brockville Police responded to a shoplifting complaint at Walmart on Parkedale Avenue.
A 17 year old, local youth was arrested and charged with Theft Under $5000.00 X 2 and Breaching his Officer In Charge Undertaking.
The youth was awaiting court on outstanding charges stemming from charges laid earlier in summer. He was released from custody and given a future court date.
