Maybe someone has a bunch of mice in their house to catch and taking cheese is a way of attracting them to the mouse traps. In downtown Ottawa there are plenty of rats (the 4 legged kind) and you see them at night especially where the garbage cans are located. Where we used to live in Ottawa it was near a tiny creek of water and we would look out from the window at night and spot them.
