WARRANT
Cornwall, ON – Darrell Herne, 29, of Cornwall was arrested on April 5th, 2019 on the strength of a warrant. It is alleged the man failed to sign in to police on two occasions, despite his conditions, and a warrant was issued for his arrest. On April 5th, 2019, the man attended police headquarters to deal with the matter. He was taken into custody on the strength of the warrant and held for a bail hearing.
DRUG WARRANT
Cornwall, ON – On April 5th, 2019, members of the Cornwall Police Service Street Crime Unit, with the assistance of the Ontario Provincial Police, executed a drug warrant at a Carleton Street address. As a result of the warrant, a quantity of cocaine, a stolen laptop, a quantity of American currency, as well as a quantity of Canadian currency in an amount over $5000 was located in the residence.
As a result of the investigation, four people were taken into custody and charged as follows:
Robert Kaufman, 58, of Cornwall:
• Possession for the purpose of trafficking cocaine
• Possession of property obtained by crime over $5000
• Possession of property obtained by crime under $5000
• Breach of undertaking (for failing to keep the peace)
Chantal Ceasor, 46, of Cornwall:
• Possession for the purpose of trafficking cocaine
• Possession of property obtained by crime over $5000
• Possession of property obtained by crime under $5000
Megan Powless, 24, of Cornwall:
• Personation x 2 (for falsely identifying herself to police twice during the investigation)
• Breach of probation (for failing to keep the peace)
It should be noted Megan Powless was also arrested on the strength of a warrant for failing to abide by her recognizance and probation throughout January 2019.
Carmela Licursi, 38, of Cornwall:
• Possession of cocaine
Carmela Licursi and Chantal Ceasor were released to appear in court on May 9th, 2019. Megan Powless and Robert Kaufman were both held for a bail hearing.
THREATS, POSSESSION OF A WEAPON FOR A DANGEROUS PURPOSE
Cornwall, ON – Andre Rose, 31, of Cornwall was arrested on April 5th, 2019 and charged with threats and possession of a weapon for a dangerous purpose. It is alleged the man made threats to kill someone he did not know, all the while brandishing a knife. Police were contacted and an investigation ensued. During the investigation, the man was taken into custody, charged accordingly, and released to appear in court on May 7th, 2019.
BREACH
Cornwall, ON – A 35-year-old Lunenburg man was arrested on April 6th, 2019 and charged with breach of recognizance for contacting and being within 100 metres of his ex-girlfriend and for attending her residence. It is alleged on April 6th, 2019, while investigating an unrelated matter, the man was found at his ex-girlfriend’s residence, despite his conditions. During the investigation, the man was taken into custody, charged accordingly, and held for a bail hearing. His name was not released as it would identify the victim in the matter.
WARRANT
Cornwall, ON – Miranda Steeves, 24, of Cornwall was arrested on April 6th, 2019 on the strength of a warrant. It is alleged on April 1st, 2019, the woman damaged a window at an Augustus Street residence and a warrant was issued for her arrest. On April 6th, 2019, police located the woman. She was taken into custody on the strength of the warrant and released to appear in court on May 7th, 2019.
ASSAULT, THREATS, BREACH
Cornwall, ON – Rebecca Dillabaugh, 39, of Cornwall was arrested on April 6th, 2019 and charged with assault, threats, and breach of probation for failing to keep the peace. It is alleged on April 6th, 2019, the woman assaulted a woman known to her and made threats to kill her. Police were contacted and an investigation ensued. During the investigation, the woman was taken into custody, charged accordingly, and released to appear in court on May 23rd, 2019.
IMPAIRED, OVER 80, DRIVE WHILE PROHIBITED, BREACH
Cornwall, ON – Jordan McCormack, 20, of Cornwall was arrested on April 7th, 2019 and charged with impaired operation of a motor vehicle, over 80, drive while prohibited, and breach of probation for failing to keep the peace. It is alleged the man was operating a motor vehicle, despite being disqualified from doing so, while under the influence of alcohol. Police conducted a traffic stop in the area of Pitt Street and Ninth Street and took the man into custody. He was charged accordingly and released to appear in court on April 23rd, 2019.
BREACH
Cornwall, ON – Ali Mire, 32, of Ottawa was arrested on April 7th, 2019 and charged with breach of probation for being outside of his residence with alcohol in his body and failing to keep the peace. It is alleged the intoxicated man was breaching his conditions on April 7th, 2019 and an investigation ensued. During the investigation, the man was taken into custody, charged accordingly and released to appear in court on May 9th, 2019.
DOMESTIC BREACH
Cornwall, ON – A 26-year-old Cornwall man was arrested on April 7th, 2019 and charged with breach of recognizance for contacting and being within 200 metres of his girlfriend and two of their children. It is alleged the man was found at his girlfriend’s residence, despite his conditions, and an investigation ensued. During the investigation, the man was taken into custody, charged accordingly, and held for a bail hearing. His name was not released as it would identify the victim in the matter.
