Cornwall Ontario Police Blotter Monday Aug 19 Toronto Officer James Forcillo Charged with 2nd Degree Murder in Death of Sammy Yatim SIU

            Cornwall, ON – A 16-year-old Brockville youth was arrested on the 16th of August, 2013 and charged with Identity Fraud, breach of Probation for not keeping the peace and breach of Recognizance for not residing at a specified address and being away from that address. It is alleged that on the 16th of August, 2013 shortly after 8 AM the male was spotted looking through parked cars in the area of Twelfth Street. The youth was stopped by police and gave police a wrong name. He was then taken into custody and charged accordingly. He was transported to police headquarters and held for a bail hearing. His name was not released as per provisions of the Youth Criminal Justice Act.

 

BREACHES

 

            Cornwall, ON – Paul Emile Chartrand, 69 of Cornwall was arrested on the 18th of August, 2013 and charged with three counts of breach of Recognizance for failing to report to Cornwall Police, not keeping the peace and not carrying his release documents with him. He was also charged with breaching an Undertaking for failing to keep the peace. It is alleged that on the 5th of August, 2013 the man failed to sign in at Cornwall Community Police headquarters. On the 18th of August, 2013 the man was spotted by police driving an e-bike on Montreal road. He was subsequently stopped, taken into custody and charged accordingly. The man was then taken to police headquarters where he was released with a court date of the 24th of September, 2013.

 

DOMESTIC ASSULT, ASSAULT WITH A WEAPOON AND THREATS

 

            Cornwall, ON – A 22-year-old Cornwall man was arrested on the 18th of August, 2013 and charged with three counts of Assault, one count of Assault with a Weapon and Threats to Property. It is alleged that between May, 2013 and August, 2013 the man pushed his 31-year-old girlfriend, grabbed her by her arms, threatened to damage her cellular phone and in one incident threw rocks at her. On the 18th of August, 2013 police were contacted and an investigation ensued. During their investigation the man attended police headquarters to deal with the matter. He was subsequently taken into custody and charged accordingly. His name was not released as it might identify the victim in the matter.

Toronto Police Service Officer Charged in Death of Sammy Yatim

Case Number: 13-TFD-181

Mississauga (19 August, 2013) — The Director of the Special Investigations Unit (SIU), Ian Scott, has reasonable grounds to believe that a Toronto Police Service (TPS) officer committed a criminal offence in relation to the shooting death of 18-year-old Sammy Adib Yatim in July of 2013. Director Scott has caused a charge of Second Degree Murder contrary to s. 235(1) of theCriminal Code to be laid against the officer. The incident took place on a TTC streetcar around midnight on July 26-27, 2013.


A warrant was issued this morning for the arrest of TPS Constable James Forcillo.

Because the arrest warrant was just issued, Cst Forcillo has not been arrested at this point. An updated news release will be issued and tweeted as soon as there are any material developments.

The SIU is an arm’s length agency that investigates reports involving police where there has been death, serious injury or allegations of sexual assault. Under the Police Services Act, the Director of the SIU must

  • consider whether an officer has committed a criminal offence  in connection with the incident under investigation
  • depending on the evidence, lay a criminal charge against the officer if appropriate or close the file without any charges being laid
  • report the results of any investigations to the Attorney General.

SIU Appealing for Witnesses to Gananoque Collision

 

Ontario’s Special Investigations Unit (SIU) is appealing for witnesses to a collision this past weekend in Gananoque that resulted in serious injuries to a 19-year-old man. The SIU is investigating a Gananoque Police Service officer in relation to the injuries.

  1. On the surface it looks like an appropriate charge. Innocent until proven guilty. Courts and Jury will decide.

This story is not entirely true.A neighbour had the person in full eye contact and had the person with him and as a police car drove by he stopped the police car and turned the man over to police.Why the police is taken full responsibility i don’t understand.Give credit where credit is due.Remember to get respect you have to give respect.

  3. Yes Jake. I heard that the murderer is a nice guy too. Let’s hope that his trial is fair.

  4. I was not comenting on the murder,i was comenting on the youth who was going from car to car.
