In the week of May 11, 2015 to May 19, 2015, Russell County Ontario Provincial Police (OPP) responded to 295 occurrences. Among those occurrences OPP responded to 18 collisions, 7 thefts, 5 domestics and 4 impaired drivers.
As a result of those occurrences, 75 people were charged with various offences.
Impaired driver
(Rockland, ON) On May 11, 2015 OPP Constables responded to a traffic complaint on County Road 17 in Rockland. A motorist reported a pickup truck was all over the road coming into Rockland. The vehicle was located in the parking lot at Boston Pizza. The driver was in the parked vehicle. The officers noticed a smell of alcohol on driver. A breath sample was provided into the Road Side Screening Device. The result was an “F” for Fail. The driver was then transported to the OPP detachment. At that location the driver provided more breath samples into the Intoxylizer. The results exceeded the legal limit.
Carl JOHANSEN, 36 years old from Rockland will have to appear in l’Orignal court on May 27, 2015 to answer to the following charge:
CC 253(1)(b) Care or Control Over 80 mgs.
Assault
(Hammond, ON) On May 12, 2015 OPP Constables responded to domestic related incident. It was reported by a female that she was a victim of domestic assaults. She advised that these were ongoing issues. The OPP investigated the complaint and concluded that some offences had been committed.
A 20 year old male, from Hawkesbury will have to appear in L’Orignal court on June 10, 2015 to answer to the following charges:
CC 267(b) Assault Causing Bodily Harm – Spousal
CC 266 Assault
CC 246(a) Overcome Resistance by Attempting to Choke, Suffocate or Strangle another Person
CC 733.1(1) Fail to Comply with Probation Order X2
Mischief
(Russell, ON) On May 13, 2015 OPP Constables responded to a domestic related mischief complaint on Burton Road in Russell. At that location a male victim reported that his vehicle was keyed while being parked at a gas station. The OPP investigated the complaint and identified the suspect.
An 18 year old male, from Ottawa, will have to appear in L’Orignal court on June 10, 2015 to answer to the following charge:

Assault
(Embrun, ON) On May 14, 2015 OPP Constables responded to a domestic related incident on Notre-Dame Street in Embrun. At that location two males were involved in an argument. At one point one of the males made threats towards a female ex-partner. That female contacted police when she found out about the threats.
A 34 year old male, from Embrun, will have to appear in L’Orignal court on May 27, 2015 to answer to the following charges:
CC 264.1(1)(a) Uttering Threats – Cause death or Bodily Harm-Spousal X2
Liquor Violation
(Embrun, ON) On May 15, 2015 OPP Constables where patrolling the Parking lot at the Embrun shopping mall. The officers noticed a male relieving himself in front of the building. The officers spoke to the male that showed signs of intoxication by alcohol. The male became agitated and started yelling at officers. He was arrested and transported to the OPP detachment where he was released the next morning.
Martin L. GAUTHIER, 28 years old from Embrun was issued a provincial offence notice for the following offence:
LLA 31(4) Being intoxicated in public place
Impaired Driver
(Rockland, ON) On May 16, 2015 OPP Constables were conducting a R.I.D.E (Reduce Impaired driving everywhere) on County Road 17 in Rockland. A vehicle failed to stop at the R.I.D.E. and stopped down the road past the officers. The officers spoke to the female driver and noticed a smell of alcohol coming from the driver. She provided a breath sample into the Road Side Screening Device and the result was an “F” for fail. The officers also located illegal drugs in the vehicle.
Tammy A. MOORE, 38 years old from Rockland will have to appear in L’Orignal court on June 10, 2015 to answer to the following charges:
CC 253(1)(a) Driving While Ability Impaired- motor vehicle (Alcohol)
CC 253(1)(b) Driving with More than 80 mgs. of Alcohol in Blood
CDSA 4(1) Poss of a Schedule II substance- Cannabis Marihuana – under 30grams
The driver was also issued a provincial offence notice for the following offence:
HTA 7(1)(a) Drive motor vehicle, no currently validated permit
Liquor Violation
(Rockland, ON) On May 16, 2015 OPP Constables were conducting a R.I.D.E on County Road 17 in Rockland. A vehicle pulled up to the officers. At that time they noticed open liquor in the vehicle. They investigated the matter and concluded that the occupants had committed some offences
Alexandre LEVESQUE, 18 years old from Ottawa was issued a provincial offence notice for the following offence:
LLA 32(1) Driving motor vehicle with open container of liquor
Mackenzie MORTON-RHEAUME, 18 years old from Ottawa was issued a provincial offence notice for the following offence:
LLA 30(8) Person under 19 years having liquor
Drug Offence
(Limoges, ON) On May 16 OPP Constables stopped a vehicle for speeding on Highway 417 near Limoges. At that location officers noticed signs of illicit drugs in the vehicle. The investigation revealed that the two occupants were in possession of illicit drugs.
Kaden DALLAIRE, 18 years old from Ottawa will have to appear in L’Orignal court on June 24, 2015 to answer to the following charge:

Drug Offence
(Rockland, ON) On May 17, 2015 OPP Constables were conducting a R.I.D.E on Laporte Street in Rockland. At that location a vehicle pulled up to the officers. The officers noticed some illicit drugs in vehicle. The investigation led to the seizure of illicit drugs.
Maxime RENAUD, 18 years old from Ottawa will have to appear in L’Orignal court on June 24, 2015 to answer to the following charge:
CDSA 4(1) Poss of a Schedule II substance- Cannabis Marihuana – under 30grams
Impaired Driver
(Rockland, ON) On May 17, 2015 OPP Constables were conducting a R.I.D.E on County Road 17 in Rockland. A vehicle approached the officers. The male driver was spoken to and the officers noticed a smell of alcohol coming from the driver. He failed the Road Side Screening Device test. He was transported to that OPP detachment for more tests with the Intoxylizer. Those tests exceeded the legal limit of alcohol permitted.
Rene BOUCHARD, 58 years old, from Anjou, Quebec will have to appear on L’Orignal court on June 3, 2015 to answer to the following charges:
CC 253(1)(a) Driving While Ability Impaired- motor vehicle (Alcohol)
CC 253(1)(b) Driving with More than 80 mgs. of Alcohol in Blood
Refused Test
(Casselman, ON) On May 18, 2015 OPP constables stopped a vehicle for speeding on Highway 417 near Casselman. The officers noticed a smell of alcohol on the driver. The driver was asked for a breath sample into the Road Side Screening Device. The male driver refused to provide the sample.
Parthan AMUTHALINGAM, 32 years old from Cornwall will have to appear in L’Orignal court on June 3, 2015 to answer to the following charges:
