Police in Cornwall Ontario Seek Information Regarding Homicide Investigation – Police Blotter for Thursday August 26, 2010

HOMICIDE INVESTIGATION

Cornwall, Ont. – On August 25th, 2010 at approximately 02:30 pm. the Cornwall Community Police Services responded to a stabbing at a residence on Prince Arthur Street in the city of Cornwall.

The victim John Paul Tessier, 33, of Cornwall died as a result of his wounds.

The matter is currently under investigation and at this time the suspect information is being withheld due to provisions under the Youth Criminal Justice Act.

BREACHES and UNLAWFULLY IN A DWELLING

Cornwall, Ont. – A 40 year-old Cornwall male was arrested on the 24th of August, 2010 for breaching his conditions.  He was bound by a Recognizance Order with conditions to not associate or communicate directly with a specific female.  It is alleged that earlier that morning, he allowed her entry into his apartment.  Hours later, he contacted police to request assistance.  Police attended and he was arrested for 1 count of Breach of Recognizance.  He was held in custody until court later that day.

A 34 year-old Cornwall female was arrested on the same date.  She was bound by a Recognizance Order with conditions to not associate or communicate directly with the 40 year-old male, not to attend his residence or a specific location and to not have care and control of a motor vehicle except if the owner was present.  It is alleged that she operated a motor vehicle, without the owner being present, to his residence.  It is further alleged that she directly communicated with him.  Police investigated the matter and she was charged with 4 counts of Breach of Recognizance.  She was held in custody until court later that day.

Their names are not being released.

WARRANT

Cornwall, Ont. – David Douglas Hills, 49, of Cornwall turned himself into police on the 24th of August, 2010.  It is alleged that he was scheduled for court on the 16th of August, 2010 and failed to attend.  As a result, a warrant for his arrest was requested.  He was held in custody until court later that day.

FRAUD UNDER $5,000.00

Cornwall, Ont. – Steven Lloyd Legue, 43, of Green Valley, was arrested on the 24th of August, 2010 for 5 counts of Fraud Under $5,000.00.  It is alleged that he deposited cheques from a closed account into an active account.  Police further allege that funds were withdrawn from the active account. Police were contacted and an investigation resulted in the male facing fraud related charges.  He was released to appear in court at a later date to answer to the charges.

WARRANT

Cornwall, Ont. – Jonathan Richard Mayer, 25, of No Fixed Address turned himself into police on the 24th of August, 2010 on the strength of two outstanding warrants.  He was scheduled to appear for fingerprints on the 20th of August, 2008 and for court on the 08th of September, 2008.   It is alleged that he failed to attend for his prints and court.  Two warrants for his arrest were requested.  He was further bound by an Undertaking Order with condition to Keep the Peace and be of Good Behaviour.  As a result, he was charged accordingly.  He attended court on the 25th of August, 2010 to answer to the charges.

WARRANT

Cornwall, Ont. – Denise Ann Dawson, 44, of Cornwall was arrested on the 24th of August, 2010 on the strength of a warrant.  It is alleged that on the 29th of June, 2010 she attended a Ninth Street East grocery stole and stole merchandise.  Police were contacted and an investigation commenced.  A warrant for her arrest was requested and granted.  She was charged with 1 count of Theft Under $5,000.00 and is scheduled to appear in court on the 23rd of September, 2010 to answer to the charge.

THEFT UNDER $5,000.00

Cornwall, Ont. – A 17 year-old Cornwall youth was arrested on the 24th of August, 2010 for theft.  It is alleged that on or about the 24th of July, 2010, he stole an LG cell telephone and sold it.  Police were contacted and an investigation commenced.  As a result of the investigation, the youth has been charged with 1 count of Theft Under $5,000.00 and was released to the custody of a relative.  He is scheduled to appear in court at a later date.  His name is withheld due to provisions under the Youth Criminal Justice Act.

WARRANT, FLIGHT FROM POLICE and FAIL TO STOP

Cornwall, Ont. – Richard Elio Marini, 46, of Cornwall was arrested during a traffic stop on the 24th of August, 2010.  He was bound by an Undertaking Order with a condition to Keep the Peace and be of Good Behaviour.  It is alleged that on the 12th of July, 2010 he stole merchandise from a Ninth Street East grocery store.  Police were contacted and an investigation commenced.  A warrant for his arrest was requested and issued for Theft Under $5,000.00 and 1 count of Breach of Undertaking.  On the 24th of August, 2010 it is further alleged that he was operating a motor vehicle and was observed by a member of the Cornwall Community Police Service who had knowledge of the outstanding warrant.  The officer attempted to stop the motor vehicle and the driver continued, thus failing to stop for police.  The driver eventually stopped for police and was charged with Flight from police and Fail to Stop.  He attended court on the 25th of August, 2010 to answer to the charges.

OVER .80, BREACHES and OBSTRUCT POLICE

Cornwall, Ont. – Zahidur Rahman Salam, 27, of Toronto was arrested during a routine traffic stop on the 24th of August, 2010.  He was bound by 3 separate Undertaking Orders with conditions to Abstain from the consumption of alcohol and Keep the Peace and be of Good Behaviour.  It is alleged that during the traffic stop, the male provided police with a false name.  Police further allege that the male had operated a motor vehicle while under the influence of alcohol.  He was arrested and transported to police headquarters for testing which resulted in a charge of Over .80.  Once the driver’s identity was confirmed, he was charged with1 count of Obstruct Police and 4 counts of Breach of Undertaking.  He appeared in court on the 25th of August, 2010.

POSSESSION OF STOLEN PROPERTY and BREACHES

Cornwall, Ont. – Jeffrey John Leblanc, 20, of Cornwall was arrested on the 25th of August, 2010 for several offences.  He was bound by a Probation Order with a condition to Keep the Peace and be of Good Behaviour.  It is alleged that he and 3 other males were located in possession of stolen property following a police investigation into a break and enter at a Cornwall residence.  He was charged accordingly and is scheduled to appear in court on the 28th of September, 2010.

Robert Lee Lacelle, 22, was bound by a Recognizance Order with condition to not associate, contact or hold communication with anyone known to him to have a criminal record.  He was further bound by a Probation Order with a condition to Keep the Peace and be of Good Behaviour.  It is alleged that following a police investigation, he was found in possession of stolen property and in the company of a person who has a criminal record.  He faces 1 count of Possession of Stolen Property, 1 count of each of Breach of Probation and Breach of Recognizance.   He was held in custody until court on the 26th of August, 2010.

Patrick Harry Beauvais, 19, of Cornwall was bound by a Probation Order and an Undertaking Order with the same conditions: to Keep the Peace and be of Good Behaviour and to Notify court or Probation of any change of name or address.  It is alleged that he failed to notify the address change to authorities.  He faces 1 count of Possession of Stolen Property, 2 counts each of Breach of Probation and Breach of Undertaking.

Kristopher Lee Kirkey, 24, of Cornwall was arrested for 1 count of Possession of Stolen Property and is scheduled to appear in court on the 07th of October, 2010 to answer to the charge.

THEFT OF MOTOR VEHICLE

Cornwall, Ont. – The Cornwall Community Police Service is investigating the theft of a white 2002 Ford diesel bus from a Ninth Street East community centre.  The vehicle has dark tinted windows, a step up to the back door and two large side mirrors.  The vehicle contained a large amount of toys and supplies.  If you have any information, please contact the service by dialing (613) 932-2110.
