Cornwall ON – The Cornwall Regional Task Force (CRTF) made and assisted in twenty three (23) contraband tobacco and drug seizures in the following jurisdictions between March 8th and May 10th, 2011:
- Twelve (12) seizures in South Glengarry, Ontario
- Five (5) seizures at the Cornwall Port of Entry (POE)
- Five (5) seizures in Cornwall, Ontario
- One (1) seizure in South Stormont, Ontario
These seizures resulted in the arrest of the following seventeen (17) individuals who have been charged with Possession of Unstamped Tobacco, contrary to Section 32(1) of the Excise Act, 2001, and/or who are facing or have been charged under the provincial Tobacco Tax Act for possession of a tobacco product not properly stamped:
- David Mitchell (age 37), Gary Moody (age 20), James Spencer (age 38), Josephine Foley (age 32), Adam Helmer (age 19), Alexandra Latulipe (age 20), Darren MacNeil (age 38), Nathalie Matte (36), Dominic Pensom (age 43), Patrick Rabideau-Blackadder (age 25), Courtney Peterson (age 21) and two young males (aged 14 and 16), who cannot be named under provisions of the Youth Criminal Justice Act, all from Cornwall, Ontario;
- Stephen Desnoyers (age 41) from Casselman, Ontario;
- Gerald Bourgon (age 35) from Long Sault, Ontario;
- Torran Mitchell-Terrance (age 18) from Akwesasne, Ontario; and
- Chaney Lauzon (age 21) from Hogansburg, NY, USA;
In addition to the above-mentioned charges, the following individuals have also been charged with the following in relation to these seizures:
- Josephine Foley, James Spencer, Torran Mitchell-Terrance, Adam Helmer, Alexandra Latulipe, Darren MacNeil, and Nathalie Matte have also been charged with two counts each of possession for the purposes of trafficking in a substance, to wit, oxycodone (Schedule I) and cannabis marihuana (Schedule II), contrary to Section 5(2) of the Controlled Drugs and Substances Act.
- Additionally, Josephine Foley faces a breach of probation charge, contrary to Section 733.1(1) of the Criminal Code, whereas Torran Mitchell-Terrancefaces a charge of personation with intent, contrary to Section 403 of the Criminal Code.
Of the twenty three seizures effected by the CRTF, three (3) resulted in the seizures of cannabis marihuana. As a result, the following individuals have been charged with the following offences:
- Kyle Legue (age 20), Zachary Guindon (age 21), Andrew Levac (age 23), all from Cornwall, Ontario have been charged with possession of cannabis marihuana, contrary to Section 4(1) of the Controlled Drugs and Substances Act. Legue also faces a charge of failing to comply with a condition of his undertaking, contrary to Sec. 145(3) of the Criminal Code.
- Eric Terry (age 32) of Pierrefonds, Quebec, has been charged with possession for the purposes of trafficking in a substance, to wit, cannabis marihuana (Schedule II), contrary to Section 5(2) of the Controlled Drugs and Substances Act and breach of probation, contrary to Section 733.1(1) of the Criminal Code.
- Richard Diabo (age 56) of Akwesasne, Ontario and Vladimir Marin-Nunez (age 48) of Montreal, Quebec, have both been charged with possession for the purposes of trafficking in a substance, to wit, cannabis marihuana (Schedule II), contrary to Section 5(2) of the Controlled Drugs and Substances Act.
Items Seized:
- Nine (9) vehicles described as: one (1) 2003 Ford Windstar van, one (1) 1998 Ford F-150 pickup truck, one (1) 1990 Ford F-150 pickup truck, one (1) 2005 Ford F-150 pickup truck, one (1) 1997 Dodge pickup truck, one (1) 2003 Pontiac Montana van, one (1) 2010 Hino cube truck, one (1) 1998 Chevrolet Venture van, and one (1) 2003 Oldsmobile Alero;
- 35,665 re-sealable bags and cartons each containing 200 contraband cigarettes;
- 44,246 grams of fine cut water pipe tobacco;
- 51.2 kilograms of cannabis marihuana;
- $3,125.00 in cash
Sgt. Côté stated: “The CRTF has recently begun its second year in operation. Our successes are a direct result of the public’s support. To that end, we are continually seeking the public’s support in contacting the CRTF at 613-937-2800 or Crime Stoppers at 1-800-222-8477, if they notice any suspicious activity.”
The CRTF is a joint forces partnership that includes the Royal Canadian Mounted Police, Canada Border Services Agency, Ontario Provincial Police, Ministry of Finance and Cornwall Community Police Service.
I wish it could be the case that a few of the above, if found guilty, are sentenced to pursuing a high school diploma and provincially accepted trade certificates in the community.
