Police Blotter for Cornwall Ontario Area for Wednesday July 3, 2013 OPP SIU

WARRANT

            Cornwall, ON- A 15 year old Cornwall Youth was arrested on July 2nd, 2013. It is alleged that on June 27th, 2013 she failed to attend for court and a bench warrant was issued. She was held in custody until her bail hearing on the same date.

DRUGS

            Cornwall, ON- Members of the Cornwall Community Police Service Street Crime Unit executed a Drug Search Warrant shortly after 7:30 pm on July 2nd, 2013 at a Prince Arthur residence. As a result of the investigation one male was arrested and charged with 8 drug and criminal code offences. It is alleged that he was found in possession of controlled substances. Police seized a quantity of substance believed to be marijuana; Hydromorphone and Cocaine. Brass knuckles were also seized. The total value of seized drugs and property is estimated at $2100.

Vincent Joseph Brunette, 24 of Cornwall was bound by a weapons prohibition order for a period of 10 years. He was charged with Possession of Marihuana, Possession of Cocaine, Possession for the Purpose of Trafficking Cocaine, Possession of Hydromorphone, Possession for the Purpose of Trafficking Hydromorphone, Possession of Property Obtained by Crime, Possession of a Prohibited Weapon, Breach of Weapons Prohibition Order. He was held in Custody pending a bail hearing.

IMPAIRED OPERATION & OVER 80

            Cornwall, ON- Ashleigh Fogarty, 22 of Apple Hill was arrested on June 30th, 2013 at approx. 1:00 AM for Impaired Driving. It is alleged that she was operating a motor vehicle in the area of Ninth St and Pitt St. and was involved in a motor vehicle collision. Investigation revealed that she was under the influence of alcohol. She was charged with Impaired Operation of a motor vehicle and Over 80. She was released to appear in court on July 16th, 2013.

THREATS & BREACH

            Cornwall, ON- A 30-year-old Cornwall man was arrested on June 30th, 2013. It is alleged that on June 30th, 2013 at approx. 2:50 PM he attended his ex-common laws wife residence and began yelling threats to her male friend. Police were contacted and an investigation followed. He was charged with 3 counts of Utter Threats to cause bodily harm and 3 counts of breaching an OIC’s Undertaking. He was held in custody for a bail hearing on July 2nd. His name was not released as it may identify the victim.

ASSAULT

            Cornwall, ON- A, 29 year old Cornwall man was arrested on June 30th, 2013 for Assault. It is alleged that on June 30th, at approx. 8:45 PM he got into an altercation with his 31-year-old brother and assaulted him. Police were contacted and an investigation followed. The man was charged with Assault and released to appear in court on August 6th, 2013. His name was not released as it would identify the victim.

CRIMINAL HARRASSEMENT & PUBLIC MISCHIEF

Cornwall, ON- Melissa Degray, 22 of Cornwall was arrested on July 1st, 2013 for Criminal Harassment and Public Mischief. It is alleged that on June 30th, 2013 at approx. 11:30 PM she contacted CAS and complained that a female was at home intoxicated and could not take care of her 6 year old child. Police were also contacted and an investigation followed. The investigation proved that the allegation made by Degray was false. She was subsequently charged with Public Mischief and Criminal Harassment. She was released to appear in court on August 6th.

 DOMESTIC BREACH

            Cornwall, ON- An 18-year-old Cornwall Male was arrested on June 30th, 2013. He was bound by a Probation Order with the relevant conditions to keep the peace and be of good behaviour and to abstain from the use of alcohol or non-prescribed drugs. It is alleged that on June 30th, 2013 at approx. 11:00 PM in the area of Brookdale Ave and 15th St. he got into an altercation with a female companion and pushed her to the ground and punched her. Police were contacted and an investigation followed. He was charged assault and 2 counts of breach of probation. He was held in custody for a bail hearing on July 2nd. His name was not released as it may identify the victim.

Cornwall, ON- A 20-year-old Cornwall Male was arrested on July 2nd, 2013. He was bound by two Probation Orders with the relevant conditions to keep the peace and be of good behaviour. It is alleged that on July 2nd, 2013 at approx. 12:15 AM in the area of Guy St and Walton St. he got into an altercation with his girlfriend and struck her. Police were contacted and an investigation followed. He was charged assault and breach of probation. He was held in custody for a bail hearing on July 2nd. His name was not released as it may identify the victim.

FOOD FRAUD & BREACH

            Cornwall, ON- Blandine Mukuna, 31 of Cornwall was arrested on July 1st, 2013.She is bound by a Probation Order with the relevant condition of keep the peace and be of good behaviour. It is alleged that on July 1st, 2013 at approx. 6:30 PM she attended a local restaurant and ordered food. She was not able to pay for the meal and police were contacted.  She was charged with Food Fraud and Fail to comply with her probation order. She was released to appear in court on July 23rd, 2013.

The SIU is an arm’s length agency that investigates reports involving police where there has been death, serious injury or allegations of sexual assault. Under the Police Services Act, the Director of the SIU must

• consider whether an officer has committed a criminal offence  in connection with the incident under investigation
• depending on the evidence, lay a criminal charge against the officer if appropriate or close the file without any charges being laid
• report the results of any investigations to the Attorney General.
