George Tessier of LUNENBURG PLEADS GUILTY TO TWO COUNTS OF ANIMAL CRUELTY UNDER THE ONTARIO SPCA ACT – March 17,2015

ospcaOn March 14, 2015, George Tessier, of Lunenburg, Ontario, pled guilty to two counts of animal cruelty under the Ontario SPCA Act.

The charges included:

  • Permitting an animal to be in distress
  • Failing to provide adequate and appropriate veterinary medical attention

On May 15, 2014, the Ontario SPCA Stormont, Dundas & Glengarry Branch received a call from the Eastern Ontario Health Unit requesting assistance with a possible rabies exposure.   Arrangements were made to have a sample taken from a deceased dog in the care of Mr. Tessier.

On May 16, 2014, Mr. Tessier brought the body of a deceased 12-year-old Yorkie-type dog named “Jazzie” to the Ontario SPCA Stormont, Dundas & Glengarry Branch.

Mr. Tessier explained he was looking after Jazzie for his father who was in the hospital. On May 10, 2014, his son’s unvaccinated Chow-type dog bit Jazzie in the head, causing head trauma. He stated the dog was not brought to a veterinarian for medical attention.

On May 14, 2014, the Yorkie began drooling and frothing at the mouth and passed away a few hours later. Following an examination and X-ray of the deceased dog, many medical issues were revealed including misalignment of the lower jaw, a fracture of the mandible, multiple fractures of the skull and severe crushing wounds to the skull. The dog did not have rabies.

“If pet owners are unable or unwilling to care for an animal there are better options than letting the animal suffer,” says Steve Toy, Senior Inspector. “Contact your local Ontario SPCA to discuss available services.”

Mr. Tessier was sentenced and ordered to pay a fine of $500 per charge ($1,000 total).

  1. Things are getting worse and worse with animal cruelty as well as neglect of children, etc. and it is going to get worse because we are headed for an economic depression very soon and people need to wake the hell up. I wish that the gallows were brought back. People are going around like zombies not knowing where the hell they are and the water is loaded with drugs of all sorts and no wonder people are mentally ill. I wish to God that I never lived in a society like what we have today and I am pouring out my feelings to all of you just how I feel. Society has gone to hell and getting a great deal worse.

  2. When is OSPCA going to get their act together. This man let a little Yorkie suffer with “Following an examination and X-ray of the deceased dog, many medical issues were revealed including misalignment of the lower jaw, a fracture of the mandible, multiple fractures of the skull and severe crushing wounds to the skull” before it finally died yet the culprit only got a $1000 fine.

The laws are there. When is OSPCA going to stand up for animals and enforce them.

$1000 for allowing this poor little dog incredible suffering for at least 4 days. Do they really think this is a deterrent to anyone else. Why do they not want to enforce any of the laws available to them????? The laws say maximum penalty is a fine up to $60,000 and 2 years in jail and they let this jerk off the hook for $1000. Meanwhile, this is the same area they fined a farmer $720,000 for leaving his cows outside in the cold a couple of years ago.

Where is the justification or any of this.

  3. Lynn GP….It isn’t the OSPCA that imposes the fines / jail times. It’s the court system. Until they realize that animals / pets are just as important as people the punishments will never match the crime.

  4. I can’t stand to read this stuff. why isn’t this man in jail like other abusers and criminals? It boggles my mind.
