What is the point of having a city council or having an issue come to council if it doesn’t have an actual say?
More bs answers over the garbage contract. Someone should be fired simply for the fact that there should be language in all RFP’s and tenders that Council has the right to refuse a city management recommendation.
There can be many valid reasons; most of them political, but if the elected voice of the people of a community are going to debate and waste time on an issue in open council then their voice should count and matter, even a council as corrupt and pointless as this new one under Bernadette Clement.
Potential corruption and the simple fact that business can silently court city management for their lucrative contracts lead to really bad optics. The purpose of coming to open council is to make sure that those that set policies are accountable for those that act on them.
And how else would you hold bad management decisions accountable?
To add a layer of delay and bill from city lawyers is pointless if Council allows RFP documents to be issued without the proper legal language to give Council the full rights to review, and even reject a result recommended by Management.
Management is there to balance council and vice versa. That isn’t happening here in Cornwall and it really needs to in this writer’s opinion.
Tail wagging the dog AGAIN!! Saying they don’t have options is BS. Council needs to be the ones who decide who gets the contract, not city managers, etc. Even if it is an RFP, there are options. This time they had 2 options. City managers wanted the shiny new toy and set it up so council had no choice. All I can say is BS to city management!!
After this latest fiasco, boondoggle, incompetence, farce, joke, etc, etc, how can Council operate with this present administration ? Not a word from our newly elected gaggle ? Poor little Justin’s comments were nonsensical at best ! Doesn’t anyone around the horseshoe, remember the same RFP at GSD Lodge ? Nothing has changed . Does Council have a 60 day warranty ? Send them all back !

It’s time that when RFP’s are used, not bids, that council be presented with all options available. Then they make the decision, not city management. This clusterf**k process has been used far too often by city management backing council and the city into corners we cant get out off. DRAIN THE SWAMP OF CITY MANAGEMENT!!
There’s nothing wrong with management making a recommendation, but to suggest if council kiboshes it that we’ll get sued is insane. Either someone’s lying or they need a new RFP process. Either way someone should get fired for this.
Agreed. Recommendations are okay, as long as all the options are presented. The RFP should not be set up in such a way that council has no option than to go with managements “choice.” The RFP process used in Cornwall, it appears, is flawed in a major way. Council should be making the final decisions, not city management.
yes Hugger – I’ve been writing that for nearly a decade now – why have a council if their voice doesn’t matter?
It’s time for city council to drain the swamp of those responsible in city management for this and other boondoggles. This continually happens and there is no excuse for it to continue.
Hugger when members of city management conspire with certain closeted elected officials to jury rig who runs for office and who gets elected this is the result. This was a rigged election and sadly the public fell for it with passion and energy.
Now is the time to document and for people to work together to prep for the next election to make sure this doesn’t happen again.

Those as mayor of Cornwall and council are not even qualified to pick up garbage let alone run a town. The swamp has to be drained from top to bottom. Hey that is a good place put them all in the back of the garbage truck and send them all over to the landfill site. What a waste of money and time to have that insane bunch of nothings running a town but they are running into the hole.
