DOMESTIC ASSULT

 

            Cornwall, ON- A 17-year-old Cornwall youth was arrested on September 28th, 2012. It is alleged that on September 28th, 2012 she got into an altercation with her 19-year-old boyfriend when she assaulted him. The victim was not injured. Police were contacted and an investigation followed. She was charged with Domestic Assault and held in custody until court later that day.

 

WARRANT FOR ASSAULT

 

            Cornwall, ON- Mikhail Martynov, 24 of Montreal, Quebec, was arrested on September 28th, 2012 under the strength of an outstanding warrant. It is alleged that on July 2nd, 2012 he assaulted a 22-year-old acquaintance causing injury. He was located and arrested in Montreal Quebec and turned over to members of the Cornwall Community Police Service Patrol Division. He was charged with Assault caused bodily harm. He was held in custody until court later that day.

 

DRUG SEARCH WARRANT EXECUTED

 

            Cornwall, ON- Members of the Cornwall Community Police Service Street Crime Unit with assistance of members of the Ontario Provincial Police executed a drug search warrant shortly after 1:00 pm on September 29th, 2012 at an Eleventh Street residence. As a result of the investigation, a male was arrested and charged with 5 drug and Criminal Code related charges. It is alleged that he had in his possession controlled substances believed to be marijuana, cannabis and Fentanyl. The total value of seized drugs and property is estimated at $2,000. He was charged with 3 counts of Possession of a Controlled Substance, Possession of Property Obtained by Crime and Possession for the Purpose of Trafficking. He was released to appear in court on October 30th, 2012.

 

THEFT OVER & BREACHES

 

            Cornwall, ON- A 16-year-old Cornwall youth was arrested on September 28th, 2012. The youth was bound by a Probation Order with the condition to keep the peace and be of good behaviour, curfew between 9:00 pm and 6:00 am and not to associate with a certain youth. It is alleged that on June 22nd, 2012 he removed a bicycle from a roof rack. Police were contacted and an investigation followed. The youth was charged with Theft Over $5000 and 2 counts of Breach of Probation Order. It is also alleged that during the early hours of September 16th, 2012 the youth damaged three motor vehicles and removed property from them such as sunglasses, an undisclosed amount of money and tools. Police were contacted and an investigation followed. He was charged with 4 counts of Breach of Probation Order, Mischief under $5000, Theft over $5000 from a Motor Vehicle, and Theft Under $5000 from a Motor Vehicle. The youth was held in custody until court the following day. The youth’s name was not released as per provision under the Youth Criminal Justice Act.

 

DOMESTIC MISCHIEF

 

            Cornwall, ON- A 47-year-old St. Andrew man was arrested on September 28th, 2012. It is alleged that on September 24th, 2012 he attended his 22-year-old ex-girlfriend’s residence and caused damaged to property. Police were contacted and an investigation followed. He was charged with Domestic Mischief and released to appear in court on October 23rd, 2012. His name was not released as it would identify the victim in this matter.

 

THEFT

 

            Cornwall, ON- Tracy Pilon, 43 of Cornwall was arrested on September 28th, 2012. She was bound by an Undertaking with the condition to Keep the Peace and be of good behaviour. It is alleged that on September 28th, 2012 she attended a Brookdale Avenue store when she removed property without making attempt to pay for the item. Police were contacted and investigation followed. She was charged with Theft under $5000 and released to appear in court on October 16th, 2012.

 

BREACHES

            Cornwall, ON- Justin Ullman, 21 of Cornwall was arrested September 30th, 2012. He was bound by a Recognizance of Bail with the relevant condition to abstain from the consumption of alcohol absolutely or being found anyplace where alcohol is sold save restaurants. He was also bound by a Probation Order with the condition to keep the peace and be of good behaviour. It is alleged that on September 30th, 2012, he was found by a member of the Cornwall Community Police Service Patrol Division to be in under the influence of alcohol. He was charged with Fail to Comply with Recognizance and Breach of Probation Order. He was held in custody until court the following day.

ASSAULT

            Cornwall, ON- A 15-year-old Cornwall youth was arrested on September 30th, 2012. It is alleged that the youth got into an altercation with his 4o-year-old father when he assaulted him. The victim did not require medical treatment. Police were contacted and an investigation followed. The youth was charged with Assault and released to an adult to appear in court on October 18th, 2012.  His name was not released as per provision under the Youth Criminal Justice Act.

TRESPASS BY NIGHT

            Cornwall, ON- Daniel Roach, 33 of Cornwall was arrested on October 1st, 2012. It is alleged that shortly after 1:00 am on October 1st, 2012 he was found at the rear of a Tollgate Road residence. Police were contacted and an investigation followed. He was charged with Trespass by Night and released to appear in court on October 30th, 2012.

FRAUD OVER

 

            Cornwall, ON- Jamie Lavigne, 26 of Cornwall was arrested on September 27th, 2012. It is alleged that between January 2012 and September 2012, he fraudulently obtained approximately $12, 000 from him employer. Police were contacted and an investigation followed. He was charged with Fraud Over $5000 and released to appear in court on November 13th, 2012.

 

DRUGS

 

            Cornwall, ON- Elizabeth Renwick, 23 of Cornwall and Ashton Markell, 24 of Morrisburg were both arrested September 27th, 2012. It is alleged that on September 27th, 2012 they were found by members of the Cornwall Community Police Service Patrol Division to be in possession of a controlled substance believed to be marijuana. They were charged with Possession of a Controlled Substance, Possession for the purpose and Property Obtained by Crime. They were released to appear in court on November 8th, 2012.

 

ARSON

 

            Cornwall, ON- A 12-year-old Cornwall youth was arrested on September 27th, 2012. The youth was bound by an Undertaking with the condition to keep the peace and be of good behaviour.  It is alleged that on September 26th, 2012 while at school, the youth started a fire in a washroom. Police were contacted and an investigation followed. The youth was charged with Arson and Failt to Comply with Undertaking. The youth was released to an adult to appear in court day on November 29th, 2012.

 

BREACH

 

            Cornwall, ON- Karen Papineau, 50 of Cornwall was arrested on September 27th, 2012. She was bound by an Undertaking with the following relevant conditions notify Cornwall Police within 24 hours of change of address, keep the peace and be of good behaviour and abide by a curfew of 9:00 pm through 600 am. She was bound by a Probation Order with the relevant condition to keep the peace and be of good behaviour. It is alleged that on September 13th, 2012 she failed to notify Cornwall Police of a change of address. She was charged with 3 counts of Fail to Comply with Undertaking and Breach of Probation Order. She was held in custody until court the following day.

 

IMPAIRED OPERATION & OVER 80

 

            Cornwall, ON- Edward Swanson, 66 of St.Leonard, Quebec, was arrested in the early hours of on September 28th, 2012. It is alleged that he was operating a motor vehicle on Ninth Street East while under the influence of alcohol. He was charged with Impaired Operation and transported for further testing which resulted in a charge of Over .80. He was held in custody until court late that day.

BREAK & ENTER

Cornwall, ON- The Cornwall Community Police Service are currently investigating a Break & Enter that occurred on September 27th, 2012 at a Danis Avenue residence. The suspect(s) gained entry and removed a Playstation #, three PS# controllers, numerous Playstation games, numerous Blueray DVDs, IPod and a burgundy and black back pack. Cornwall CFSEU Dismantles Smuggling Operation

 

(Cornwall, Ontario – September 27, 2012) – Today, the Royal Canadian Mounted Police (RCMP) and partners announced the results of a project that has dismantled a criminal group that were allegedly involved in the smuggling of illegal commodities between Canada and the United States (U.S.).

 

Project OSTONE commenced in 2011 and was initially focused on a group allegedly involved in the smuggling of contraband tobacco.  As this investigation evolved, police uncovered that other individuals were also involved in trafficking marihuana and firearms as well as other criminal offences.

 

Throughout this twelve month investigation, police from Canada and the U.S. worked on both sides of the border to gather evidence into the alleged illegal activities of this group.

Police learned that, one particular group would bring large quantities of contraband cigarettes across the water under the cover of darkness onto a pre-arranged shore property.  Operating their vessel quietly, without navigation lights to avoid detection and with their faces covered, they would quickly offload their cargo onto the property before heading back across the water.  The cigarettes would then be transported to a storage area on the property.  In the morning, the cigarettes would be loaded on a vehicle and distributed into local warehouses or across Ontario and beyond.

 

As a result of this investigation, 12 people from Cornwall and Akwesasne Mohawk Territory area are facing 83 charges such as participation in activities of Criminal organization, possession of proceeds of crime, as well as offences related to the smuggling of contraband tobacco and trafficking of marihuana and firearms.  In addition to these charges, the Ontario Ministry of Finance has laid an additional 115 charges under the Ontario Tobacco Tax Act.

“Contraband tobacco presents a serious threat to public safety in Canada by contributing to the growth of organized crime” stated RCMP Inspector Tim Kimpan, who oversees the Cornwall CFSEU.  He added “the success of this investigation demonstrates the CFSEU’s strong national and cross-border relationships and underscores what law enforcement can achieve by working together to detect, reduce and prevent organized crime in our country”

 

This investigation clearly demonstrates that law enforcement efforts, aligned with the Federal Government’s contraband tobacco initiative (CTI), are effective.   It also shows that once networks and routes are established, across the border and on land, they are used to smuggle any illegal commodity, beyond contraband tobacco, that generate illicit profits and in turn impact the safety of our communities.

Arrests and Charges:

    • Leonard CYR, 62 years old of Cornwall, Ontario,
    • David  Frank DELORMIER, 30 years old of South Glengarry Township,
    • Brian GOWAN, 49 years old of Cornwall Ontario,
    • Albert Frank JOCKO Junior, of Akwesasne Territory,
    • Trevor Jacob JOCKO, 33 years old of Akwesasne Territory,
    • Jordan LAZORE, 20 years old of Akwesasne Territory,
    • Seth LAZORE, 28 years old of Akwesasne Territory,
    • Jamie MACDOUGALL, 32 years old of South Glengarry,
    • Brian MONTGOMERY, 35 years old of Akwesasne Territory,
    • Jurgen REICHWEIN, 50 years old of Cornwall Ontario,
    • Elvis THOMPSON, 55 years old of Akwesasne Territory,
    • Jack THOMPSON, 27 years old of Akwesasne Territory,

 

  • Collectively these individuals will face the following charges:
    • Unlawful possession or sale of tobacco products (s. 32.1 EA2001)
    • Property obtained from offences (s. 230(2) EA2001)
    • Trafficking in a Controlled Substance (s. 5.1 CDSA)
    • Possession of property obtained by crime (s. 354 CC)
    • Participation in activities of criminal organization (s. 467.11(1) CC)
    • Conspiracy to commit Indictable Offence – Proceeds (s. 465(1)(c) CC)
    • Weapons trafficking (s. 99(1) CC)
    • 115 counts under the Ontario Tobacco Act

Seizures:

  • Amongst the items seized during the course of the investigations were:
    • 401 cases of contraband tobacco products
    • 11 pounds of cannabis marijuana

 

Law enforcement, community groups and the media, must be at the forefront in educating our communities on the impact of organized crime in our communities. The next contraband cigarette lit may finance a new drug dealing network just down the street.

 

The Cornwall Combined Forces Special Enforcement Unit (CFSEU) is an integrated unit comprised of members of the RCMP, Canada Border Services Agency (CBSA), Ontario Provincial Police (OPP), Cornwall Community Police Service (CCPS), Akwesasne Mohawk Police Service (AMPS) and the Ontario Ministry of Finance.  CFSEU also works closely with the US Immigration and Customs led Border Enforcement Security Task Force (BEST).

DOMESTIC ASSAULT, THREATS & BREACHES

Cornwall, ON- A 20-year-old Cornwall man was arrested on September 25th, 2012. He was bound by a Probation Order with the conditions to keep the peace and be of good behaviour and not to associate with anyone known to you to have a criminal record or anyone disapproved of by your Probation Officer. It is alleged that on September 24th, 2012 he got into an altercation with his 16-year-old girlfriend when he assaulted her, assaulted her with a toy and threaten her. He also threaten to damage her 21-year-old’s sister’s residence. The victim did not require medical treatment. Police were contacted and an investigation followed. He was charged with Utter Threat to damage property, Domestic Assault, Assault with a Weapon and 2 counts of Breach of Probation Order. He was held in custody until court the following day. His name was not released as it would identify the victim.

BREACHES  

            Cornwall, ON- Michael Terry, 34 of Cornwall was arrested on September 25th, 2012. He was bound by a Probation Order as well as a Recognizance with the relevant condition to keep the peace and be of good behavior and to abstain from the consumption of alcohol absolutely. It is alleged that on September 25th, 2012 he was found under the influence of alcohol and police were contacted. He was charged with Breach of Probation and Fail to Comply with Recognizance. He was held in custody until court the following day.

BREAK & ENTER

Cornwall, ON- The Cornwall Community Police Service are currently investigating a Break & Enter that occurred on September 25th, 2012 at a Northdale Drive residence. The suspect(s) gained entry and removed a jewelry boxes and 8GB USB. (North Dundas) – On 27Sept12, at approximately 5:00pm, SD&G OPP officers responded to a report of a structure fire on St. Lawrence St. Winchester On.

Fire departments from Winchester and Mountain attended the scene and extinguished the blaze. There were no reported injuries and a section of St. Lawrence St. will be closed as emergency crews attend the scene.

SD&G OPP officers, assisted by OPP Crime Unit investigators along with the Ontario Fire Marshall’s office continue the investigation.
