LTE-A Response to “When the Money Runs Out: a wake-up call about the state of Ontario’s economy”

Dear Editor:

A delegation from Canadians for Language Fairness (CLF) and Language Fairness for All (LFA) attended Ontario Progressive Conservative Party LeaderTim Hudak’s meeting on Monday, January 21st at the Ottawa Convention Centre. Hudak spoke about the economic tragedy that Ontario has become under the nine-year stewardship of Dalton McGuinty, leaving us his legacy of a $235 billion debt and $12 billion deficit; and from being the economic engine of Canada to a shameful “have-not” status.

Hudak took a mere three questions from the floor and we did not have the opportunity to raise questions about the plight of the English speakers of Ontario. Our Beth Trudeau presented him a package afterwards (see photo.)  In light of this, we’re communicating our concerns via this Open Letter.

Dear Tim Hudak, MPP:

We are very concerned that you are avoiding tackling the issue of the problems being caused by the French Language Services Act, 1986. This Act was passed under the most nefarious condition:

1. Also known as Bill 8, our “French Language Services Act” was passed under a cloud of secrecy, on November 18, l986.

2. With miniscule media coverage and no meaningful public discussion, no reference to a standing committee to take a look at what the implications of the legislation meant to Ontario.

3. With 70 of 125 members absent, and no recorded vote, residents of Ontario awoke to a done deal!

4. Never did the residents of Ontario give the former Liberal Premier David Peterson a mandate to proceed with this legislation. The Bill was passed almost entirely in the French language, and recorded in French in the Hansard Report (the public record), for the overwhelmingly (about 86% in l986) English-speaking residents of Ontario.

5. Only after permission was granted for an exception to the rule, was an English translation of the Bill provided, and it is hidden away under a different date!

6. An Ontario (Conservative) MPP, Bob Runciman, is on record as stating that “the wholesale extension of French language services in Ontario represents a horrendous waste of tax dollars, whose passage in l986 marked one of ‘the blackest days’ in the history of the (Ontario) Legislature”.

Our questions:
1. “There are currently 25 designated areas under the FLSA. For an area to obtain designation, technically, Francophones must make up at least 10% of its population; urban centres must have at least 5000 Francophones”. Can you please define “area” – is this synonymous with “municipality”? Would an “urban” centre refer only to “city” or does it include “town” & “village”.

2. Does the right to receive service in French also include the right to be supervised in French? Is this in the FLSA?

3. Does this Act include forced bilingual signage for private businesses? If not, should this be allowed by townships without the province’s prior approval as language is the purview of provincial governments? When townships pass by-laws enforcing bilingual commercial signs in only English & French, would this not be considered “ultra vires”?

4. If the Ontario PC were to win a majority government, will your party do anything to reduce the scope of the FLSA so that English-speaking Ontarians will no longer be at such a great disadvantage when it comes to finding jobs as bilingualism is becoming more and more of an obstacle to our citizens? You must be aware that our unilingual citizens are having to leave the province as too many jobs, especially in the hospitals, are being made bilingual even though the % of French-speakers is very low in those hospitals. This is especially so in places like Ottawa and Cornwall where bilingual French-speaking nurses from Quebec are hired in preference to our locally trained English-speaking nurses. I am sure you must have heard about Dr. Tombler & his complaint about bilingualism becoming a barrier to many Ontario nurses. If you are not, I take the liberty of enclosing a letter from him to the Standard-Freeholder in Cornwall.

5. You must be aware that Mike Harris’ attempt to bring the policy that “Fairness is a two-way street” to help our truck-drivers who are impeded from working in Quebec has been negated by the Liberal government since they took power. Now Quebec truckers and snow-removal contractors are given preference over Ontario truckers and snow-removal contractors in Ottawa. Is this something you are willing to do anything about? To refresh your memory, I will attach a page from the Greater Ottawa Truckers Association publication.

6. Are you also aware that many of our English names on streets, buildings etc. have been changed to French names under the Liberal regime? The Liberal regime is very supportive of the French and ran ads WHY IS FRENCH-LANGUAGE EDUCATION IN ONTARIO THE BEST CHOICE FOR YOUR CHILD’S FUTURE?” that clearly hint at the inferiority of English-speaking citizens as opposed to bilingual citizens. The Liberal regime is responsible for the amount of money spent promoting French in Ontario – will you follow the same policies if you win the next election?

7. According to the Fraser Institute Report, surely we have more urgent needs that are currently under-funded that we can spend our tax dollars on than this? We have heard that our Health-care service is so severely underfunded that our seniors are going to be denied certain essential services.

8. Many of our supporters have tried to connect with you & the other PC MPPs but your answering service is very poor. In response to the fact that you don’t bother answering queries, many of your supporters have stopped renewing their memberships and also stopped sending you donations. If you want support, you have to show that you care about your supporters.

Tim Hudak had many empty chairs in the small room at the Ottawa Convention Centre despite MPP,s,staffers & a couple reporters.He spoke of the large dept left by Dalton McGuinty 41% I believe & that we must balance Ontario,s books but nothing too much on the “HOW” He covered the problem with our teachers & also commented that people should be able to decide for themselves whether or not to belong to Unions or not.
    He took only 3 questions from the public.
    #1 was Ron Barr from the Greater Ottawa Truckers’ Association
    #2 was a gentleman from MacEwen asking about alcohol being sold in their stores
    #3 while LFA were waiting to speak,their mike went to another man on opposite side who asked about Caledonian
    We did get to speak to Dalton on stage delivering LFA & CLF messages.
    The highlight of my night was meeting & shaking hands with MPP Steve Clarke who still holds the record for being the youngest mayor in Canada,he at age 22 was elected Mayor of Brockville & his new & young ideas turned the city around & has prospered ever since

  4. Dear Editor, thank you very much for posting my letter to Opposition Leader, Tim Hudak. In reproducing my letter, you left out an important sentence in my point #7: The Fraser Institute report had this reference, “Ontario spends $623 Million/year on providing services in both languages.”

    This amount of money is very relevant because we are a bankrupt province with a very high debt and annual deficit and the money spent promoting the relevance of French in a province that has only 4% French speakers is outrageous!!! The FLSA has already accomplished its task of putting French-speakers in many positions of power – it is time to cut back the money spent on this pampered minority and divert it to where it can benefit ALL Ontarians!!!

  5. I think the breakdown for 623 million dollars would only show the tip of the iceburg for Ontario. Seems to me language funding alone in schools is more than that. Plus the cost of 4 French Boards and 8 French Catholic Boards/ buildings/maintenance/etc. (upwards of 1.2 B)
    And no stellabystarlight, I do not want to discontinue French learning, only account for actual need.

    The Language Grant has five allocations:
    ● English as a Second Language/English Literacy Development (ESL/ELD) Allocation
    – $234.3 million,
    ● French as a First Language (FFL) Allocation – $73.1 million,
    ● French as a Second Language (FSL) Allocation – $240.1 million,
    ● Actualisation linguistique en français (ALF) Allocation – $97.5 million, and
    ● Programme d’appui aux nouveaux arrivants (PANA) Allocation – $6.5 million.
    The total Language Grant is projected to be $651.4 million in 2012–13.
    In 2010–11, the ESL/ELD and ALF allocations were updated with the most recent
    Census data available (2006). Increases and decreases in ESL funding based on this
    update are being phased in over four years. 2012–13 is the third year of the phase-in.
    Updates to ALF funding were fully implemented in 2010–11.

  6. WoW, Eric!! Your research skill is phenomenal – thanks!!! We could use more people like you because even the Fraser Institute’s researches are not complete but they are a credible body and we have no other that we can quote.

    One thing that they keep ignoring is the compliance cost of the private sector which are forced to print all their commercial packaging information in both English & French. It is often noticed that the cost of the same product in the States is often lower, partly because they are not forced to comply in this way.

  7. I don’t know, but I doubt that Hudak would make this an election issue. It just doesn’t resonate with enough people. He’ll probably stick with bashing teachers and immigrants and people living in poverty. Mike Harris taught him well.
    Re Brockville and area… I’ve lost count of the number of factories and jobs that have disappeared in the last ten or twenty years.

  9. Hudak’s Conservative Party is always too late to action. Before the last election, the public virtually pleaded to get rid of the Green Energy Act and to cut HST by 2%. Hudak ignored the public and lost. Now, he is promising to do that not because he finally listens to the public, but because the international court said so (about the feed-in-tariff program).

    At the Monday meeting, when we spoke to him and the local MPPs about how forced bilingualism affects employment opportunities of 96% of Ontarians, we were met with a look of a deer in the headlight.

    I also like the pic of you Beth giving Tim an ear full. I can only imagine what you were saying but… I am sure you were letting him know, on behalf of all of us, “the way things are, and shouldn’t be.”

    As for that absurd commercial. I COULD NOT believe my ears the other night when it aired. I literally sat there in awe after i heard the final line, “French language education in Ontario is the best choice for your child’s future.”

    Duh!! Yeah it’s no wonder “French language education is the best choice.” THE FRENCH DOMINATED freekin GOVERNMENT SET IT UP THAT WAY.

    May 10 2011 was long before the election.

This is a clear government sponsored propaganda machine pushing for a French society by the education of children in French, now.

    Let me reiterate what we now have in Ontario:

    Government jobs only for so-called ‘bilingual’ applicants.
    French only schools, health centres, social service organizations.
    French only school buses.
    Stores selling French only merchandise.

    And now, a clear and concise Ontario government supporting all of this and attempting to brainwash an unknowing remaining English majority into sending their children to a French education. No mention of course of a ‘bilingual’ education. I guess it is to hell with the English language altogether now?

    In that commercial, did you see no mention was made about area(s) field(s) of study or about introducing children to upcoming popular subjects or focus areas to study for their success? Why no mention of copying world educational trends as a recipe for success in Canada for Canada’s youth? The entire commercial was about pushing a French education…

    I knew full well Stella couldn’t steer clear of posting hateful messages for very long to the English people of Canada. Her latest reaction to this government-sponsored commercial is tantamount to this.

    I can just imagine her reaction upon seeing this commercial for the first time. It must have been like Christmas morning for her…

    I’ll leave you this evening echoing Stella’s sentiments.

  14. Stella since you understand the French language perfectly can I ask that you watch the ad and tell me if you find it misleading. You will have to watch English TV however, if you can bring yourself to do that. Besides the obvious “French better than English message” do you really believe the English child in the ad completely understands the little French guy after having one year of French education and that being Kindergarten? How do they get away with this stuff.

    However it’s quite another to have government entities issuing this type of crap with our tax money and playing loose with our Rights and Freedoms.

    Apparently in Canada, it is the government that dictates this and not the parents of these children or the children themselves who decides what’s best as to where to send children to school.

    Brainwashing and social engineering is all that this is. And our government has JUST SHOWN IT’S HAND….

    Is the government’s latest statement a taste of things to come. Now, not only can we not post a sign in the language of our choice in 4 Ontario Municipalities and 2 provinces in Canada (New Brunswick, Quebec); we now have an Ontario government who is providing cliffhangers in regards to things that are to come.

    For the question I have to ask is thus:

    Why the pushing again of the French language whenever it is a minority language?

    Is the government admitting that French will be the majority language of the future in the province of Ontario?

    Is this to ‘prepare’ the future generations?

    For why else would they issue that statement?

  17. I thought Hudak’s Monday meeting in Ottawa would be kind of consultation with the public, but disappointingly it was far from it. He took only 3 (three!) questions from the public. That was an insult! What’s the point of coming to their meetings if we are stonewalled? No wonder a small room was half-empty. It was their seventh meeting and the word went around they are not there for you.

  18. Stella, normally would ignore you and maybe i should continue to do so now as well but i am going to try here just this one more time. I am not expecting much so along with low expectations comes little disappointment.

    My question to you is this. In a country where a VAST MAJORITY of the people could care less about the French language. As a matter of fact the ONLY people who care about the French language are the FRENCH — MINORITY —
    of (let’s call it 8%, just to give you the benefit of the doubt) IN CANADA.

    8 % is the ONLY percent of the people who give a cr@p about it so why on earth —

    besides your lame answer that Canada has two official languages which really ISN’T an answer AT ALL)

    — should the other 92% of the REST OF CANADIANS who don’t care about French be forced to have to learn it?

    What is it that you don’t understand? How “thick” can you be?

    Besides, if this bilingual thing was so wonderful then why is it that the French want nothing to do with the English language part of that equation? I’ll tell you why… It’s because they WISH TO DOMINATE. This whole bilingual Canada thing IS NOT about a true concept of wanting this country to be bilingual. It’s REALLY ABOUT wanting this country to be French.

    It’s the “je me souviens” syndrome.

    “English language education in Quebec is the best choice for your child’s future.”

    It may be true as the world works and operates in English but its better for the province of Quebec to keep their population “dumb ed Down”.
    For the Quebec political masters will decide what’s good for their population . Its easier to control a population that’s uneducated then one that’s educated and informed.

    So if Quebec refuses to be bilingual ,whats the push for Ontario to be -for that 4% of the population.?

    McGuinty had said he hopes to be premier of the next bilingual province-well we know where that push is from.

    Please remember people Francophone’s encompass 4% of Ontario and its the 14th most spoken language in Ontario,so why is “French language education in Ontario is the best choice for your child’s future.” because government creates its own propaganda to support their agenda.

    We have now seen on numerous occasions where Language is now deemed superior to Merit.

    Open your minds here people and think of this :

    When the governments deems a job as necessary bilingual ,all applicants with Education and Experience (MERIT) but are not bilingual (87% of the population) are not even considered as language takes precedence NO MATTER THE EDUCATION AND EXPERIENCE THOSE APPLICANTS HAVE.

    SINCE WHEN HAS LANGUAGE BEEN DEEMED MORE IMPORTANT THEN MERIT?

    MERIT SHOULD ALWAYS BE THE FIRST CHOICE.

    I never respond to racist stella,s hate filled English bashing,she appears to have more problems other than English verses french.

    I too travelled to Ottawa to hear solutions from Tim Hudak on our province,s dept…but none were to be had! Will not do that again,what a waste!!! Billions spent on a minority language while turning a blind eye to the majority of Ontarians while our province sinks in debt further & further,something like 41% & can only get worse into possible bankruptcy…hope not! I truly hoped that he was wanting votes from the English majority….guess not! not from me anyway,I may choose to not vote at all as I do not see anyone at all addressing the “White Elephant ” in the room!!!

    That is exactly what Trudeau was taught by the Jesuits in the thirties. Control by the Church and keep the people ignorant and separate from ROC. Education, very closely controlled, only for the elite. Me thinks it’s much the same today. Speak French only and then you won’t be distracted by how the rest of the world functions.

    Re: Hudak.
    He’s not a leader, tells us about all the bad things McGuinty did, but hardly ever tells us what he would do if he had the chance.
    He’s write off; we need a new Provincial Conservative leader.
    Now if only Horvath was conservative!
    The Liberals think there’s a pot of gold at the end of the rainbow
    that shines over the convention.

  22. News Flash! A new call centre will be starting up in Cornwall in March. Here’s a quote from its CEO. “Atelka is expanding rapidly and we are continuously looking to build on our qualified and bilingual workforce. This is why we chose Cornwall,” said CEO Georges Karam.
    Oh, the outrage! Will our brave freedom-fighters try to keep this outfit out of Cornwall?

    It is also a benefit to any city or county to be recognized as being bilingual if they want to grow and be competitive.

    Figures. Guess we have to deal with and fix the unemployment situation in Quebec just like we are dealing with (and will end up dealing with) the enormous debt situation in Quebec as well. Isn’t it wonderful how they call themselves a “nation” separate from Canada, yet when it comes to transfer payments and sucking money from the majority Anglophone Canadian tax payers they are just a “province” within Canada.   27. Hudak’s Conservatives are talking “jobs”, but jobs for whom? Certainly not for anglos who are 96% of Ontario population. Look at Ontario hospitals, call centres, transportation companies, hotels, etc – most of their employees are from Quebec. Canada’s bilingualism polices (federal, Ontario’s and NB’s) have become so over the top that Anglos feel unwanted in their own country.

    Don’t speak French in Ontario – no job for you – seems to be the message from the Conservative Party of Ontario. They refuse to address this issue which could only mean they support the Liberals’ take on it. Okay, good luck to you then, Tim…I will stay home, Mr. Denley…

    Your hospital should not receive and donations by anglophones, until they are hired based solely on merit, NOT LANGUAGE, they also should refuse to volunteer, until it is entranched in law that bilingualism be scrapped.

  36. It’s high time to push one of those official languages in Quebec.

    The English language – seeing is it’s one of these facts that Stella likes to emphasize so much about there being two official languages in Canada.

    IF, the following is true:

    “French language education in Ontario is the best choice for your child’s future.”

    THEN WHY COULDN’T THIS BE THE CASE AS WELL AND HAVE THE FEDS CALL FOR THIS:

    “English language education in Quebec is the best choice for your child’s future.”

    Would this not be considered ‘fair’?

  37. Ed, I think the equalization program is the issue not total transfer. You may remember that Trudeau put that in the constituion, so removal is very difficult.
    2006 – Ontario none, Quebec 5.6 Billion
    Since inception, Quebec gets back over 2 dollars for every one put in…….great deal unless you are the one paying!

  40. The Liberal regime is very supportive of the French and ran ads “WHY IS FRENCH-LANGUAGE EDUCATION IN ONTARIO THE BEST CHOICE FOR YOUR CHILD’S FUTURE?” that clearly hint at the inferiority of English-speaking citizens as opposed to bilingual citizens.

    Welcome to Canada’s and Ontario’s Cast system ,similar to India’s !!!!
    A friend of mine from east India was completely surprised that Canada has its own cast system and THE DEFINING DIFFERENCE IS LANGUAGE.

    Is bilingual education not good enough it must be a FRENCH EDUCATION .
    Wake up,wake up ,wake up people do you not see that as social engineering?
    Or is it easier to ignore what happens and watch educational programs like Honey boo boo?

    English Canadians have no back bone.Its really surprising that we survived 2 world wars .Our soldiers died yet we the people do not stand up for our rights they fought and died for,we prefer to give those rights away because confronting the issues are hard?
