February 3, 2022 – Crimes and offences are not just illegal actions; they are also illegal failures to act and omitting to act contrary to law. Protesters in Ottawa are committing illegal acts, and the Ottawa Police Service is failing to act against them.

Since at least January 29th, 2022, and still ongoing, an unruly mob of homophobes, racists, bigots, and others engaging in intimidation, has been running rampant throughout Ottawa’s downtown core. It is only a matter of time until serious injury and destruction of property, or a death bring this to a tragic climax.

We and our representatives in government must insist that, the Ontario Minister of the Attorney General take immediate action and/or control to have policing authorities act to protect the safety and property of citizens in the City of Ottawa and environs.

It is clear that the Ottawa Police Service, from top to bottom, has failed over and over again to prevent accompanying illegal incidents occurring under their nose, and is failing to apprehend those defying public law and order over the past several days.

The Police Services Act (R.S.O. 1990), clearly defines what constitutes violation of that act by law officers:


2. (1) Any chief of police or other police officer commits misconduct if he or she engages in,

(a) Discreditable Conduct…

(x) contravenes any provision of the Act or the regulations, or

(xi) acts in a disorderly manner or in a manner prejudicial to discipline or likely to bring discredit upon the reputation of the police force of which the officer is a member…

(c) Neglect of Duty…

(i) without lawful excuse, neglects or omits promptly and diligently to perform a duty…

(v) fails, when knowing where an offender is to be found, to report him or her or to make due exertions for bringing the offender to justice,

(vi) fails to report a matter that it is his or her duty to report,

(vii) fails to report anything that he or she knows concerning a criminal or other charge, or fails to disclose any evidence that he or she, or any person within his or her knowledge, can give for or against any prisoner or defendant,

(viii) omits to make any necessary entry in a record…

There is no lack of offences being committed, only a lack of law enforcement.
